Yes, but I believe that, among other things, a clemency hearing allows the inmate to be cross-examined
Interesting. Anyway, I'd be surprised if he got a negative reponse from the Board, considering the outcome of the commutation hearing.
According to this video, which includes footage from testimony before the board, advocates for Jones and his innocence claims, for the purpose of filming a documentary, reenacted the murder of Paul Howell in front of the house of Howell’s sister (who witnessed the murder) without her permission.

The callous treatment of Howell’s family and the board seemingly not following its own rules in regards to Jones' controlled substance violation and board eligibility rules are a travesty and I hope Stitt does the right thing.
It's pretty obvious that for some antis, the wishes and thoughts of the murdered victims and their families is far down their list of priorities.
The Howells identified Jones as the shooter so of course the antis hate them. In their eyes, Jones is the victim and Paul Howell’s family are the villains
Julius Jones: Oklahoma recommends taking man off death row weeks before execution, citing ‘inherently wrong’ case
The Oklahoma Pardon and Parole Board recommended 3-to-1 on Monday that Julius Jones’s upcoming execution be stopped.
The high-profile inmate, set to be killed on 18 November, should instead get a life sentence with the possibility of parole for his conviction in the 1999 murder of Oklahoma City businessman Paul Howell, the board concluded.
Jones has maintained for years he did not murder Mr Howell, while the Howell family insists that police and a succession of trials and appeals courts correctly determined that Jones was the killer.
“Ordinarily during a parole hearing, we are charged with the responsibility of giving the inmates some choices about their future,” board member Larry Morris said, as the panel announced its recommendation, which will now go to the Oklahoma governor for a final decision.
“In this particular case, it’s been stepped up a notch,” he added, saying their vote decides “whether or not this young man even has a future.”
Morris pointed at how Jones’s co-defendant in the murder case, Chris Jordan, only served 15 years, what the board member called an “inherently wrong” facet of a prosecution activists say was tarred all over with racism and misconduct.

Federal Appeals Court denies appeal to Oklahoma death row prisoners
TULSA, Oklahoma - A federal appeals court ruled against Julius Jones and three other Oklahoma death row inmates who wanted their executions put on hold.
The 10th U.S. Circuit Court of Appeals in Denver ruled against Julius Jones, Donald Grant, Gilbert Postelle and Wade Lay.
Their attorneys wanted their executions stayed until a ruling was made in a lawsuit questioning whether Oklahoma's lethal injection protocol is constitutional.

JULIUS Jones' family has hand-delivered a letter calling for a stay in his execution to the Oklahoma governor
It comes as Kim Kardashian made a passionate plea against his death penalty, which is currently scheduled for Thursday.
Madeline Davis-Jones — the mom of the 40-year-old prisoner who was sentenced to death in 2002 —urged Oklahoma Governor Kevin Stitt on Sunday to call off her son's execution.
Jones was a 19-year-old student at the University of Oklahoma when he was considered the prime suspect in the killing of 45-year-old businessman Paul Howell.
In 2002, he was convicted of first-degree murder and sentenced to death at just 22 years old. He has spent decades proclaiming his innocence.
On October 27, 2021, Jones was granted a stay of execution.
But on October 28, after Supreme Court review, it was announced that a request to vacate the stays of execution for Jones was granted.
