    Cannon competent, will stand trial in shooting death of officer

    The man accused of gunning down a Shreveport Police officer was deemed mentally competent and will go to trial in 2017.

    Grover D. Cannon, 29, appeared Tuesday in Caddo District Court for a sanity hearing reset from earlier this month. Following expert witness testimony, Judge Ramona Emanuel found Cannon competent to stand trial for the August 2015 shooting death of SPD officer Thomas LaValley, 29. The trial date — originally set for Feb. 6 — has been rescheduled for the summer of 2017.

    A July motion to appoint a sanity commission alleged that Cannon lacked the mental capacity required by law to proceed in the matter. An order signed by Judge Emanuel appointed two doctors to conduct a mental examination of Cannon regarding his mental capacity to move forward.

    Sanity commissions can be used to determine if a defendent was sane at the time of the offense or to evaluate the defendant's mental ability to continue trial proceedings.

    Cannon's evaluation was not related to his sanity at the time of the offense.

    According to the Caddo Parish District Attorney's office, Emanuel heard testimony from three expert witnesses before making her determination on Cannon's ability to proceed with trial.

    Following a request by Cannon's defense, Cannon's February trial was reset for July 24. However, Cannon will again be in court for hearings and pending motions on March 2, the DA's office said.

    Cannon is charged with first-degree murder in connection with the death of LaValley, who was gunned down while responding to a call in the 3500 block of Del Rio in Shreveport.

    Cannon was arrested the day after LaValley's death.

    In addition to the first-degree murder charge, Cannon faces an attempted second-degree murder charge in connection with a July 2015 attack on another person. He also was charged with battery on a police officer related to a December 2015 incident in which he allegedly threw urine — stored in a milk carton — on a Caddo Correctional Center deputy who was passing out breakfast trays.

    Cannon is being defended by the Capital Defense Project of Southeast Louisiana. Lead defense attorney is Kimya Holmes.

    Prosecutors in the matter are Caddo ADAs Ed Blewer, Bill Edwards and Ron Stamps.

    The prosecution is seeking the death penalty for the death of LaValley, who previously worked as a local sports reporter and had been with SPD since 2011.

    New hearing set for accused cop killer

    SHREVEPORT, LA - The man accused of killing a Shreveport police officer was in court Tuesday morning and another court hearing has been set for next month.

    Prosecutors and defense lawyers met in a closed hearing with a judge. Afterwards, the defense attorney told KSLA News 12 another hearing was set for August 24.

    Grover Cannon is accused of killing Officer Thomas LaValley in August of 2015.

    Caddo District Judge Ramona Emanuel granted a request by attorneys representing the 29-year-old to have their client's trial delayed.

    According to the Caddo Parish Clerk of Court, Cannon's trail has been scheduled for April 16, 2018.

    LaValley was reportedly shot six times when he responded to a suspicious persons call inside a home.

    Cannon was also wanted on attempted second-degree murder from an attack July 15, 2015, on another person.

    He also faces a battery of a police officer charge is in relation to something that happened Dec. 1, 2015, while he was in jail.

    Third time Grover Cannon's attorneys have succeeded in kicking can down road

    CADDO PARISH, La. - The accused killer of a Shreveport police officer will have to wait another three months for his day in court…just two weeks short of the third anniversary of the crime.

    Today, Caddo Parish District Judge Ramona Emanuel approved a defense motion to move the date for the kickoff of the first-degree murder trial of Grover Cannon from next month to July. Cannon is charged in the shooting death of SPD Officer Thomas LaValley.

    LaValley was killed when he responded to a suspicious person call in the 3500 block of Del Reo Street at around 9:15 p.m. on August 5, 2015, in Shreveport.

    According to then Shreveport Police Chief Willie Shaw, LaValley confronted Cannon, who fired multiple shots, killing the young officer.

    Cannon was the subject of an 18-hour manhunt by multiple agencies that ultimately led to his arrest. His first court appearance was on August 8, 2015, at which time he said he could not afford to hire an attorney, and was told one would be appointed.

    A Caddo Parish grand jury handed down an indictment for first-degree murder on Oct. 15, 2015; he was arraigned on Oct. 27, 2015, when he entered a not guilty plea.

    Today’s motion to delay the trial filed by Cannon and his attorneys was the third submitted, and the third to be approved by Emanuel. The prosecution opposed all of them.

    Cannon’s original trial date of Feb, 6, 2017, was set by Emanuel on April 27, 2016, a full 10 months in advance, and was agreed upon by both Cannon’s defense team and the Caddo Parish District Attorney’s office.

    However, the attorneys from Capital Defense Project of Southwest Louisiana who are representing Cannon, went to court on Nov. 29, 2016 and asked for more time. The trial date was delayed seven months, and placed on Emanuel’s July 24, 2017 docket.

    But, again that wasn’t enough time for the defense to pull it all together, so they went back to court on May 23, 2017 and convinced the judge to move the trial to April 16, 2018.

    Today, the defense again went back to the judge and asked for another delay, which she once again agreed to. The trial is now on the docket for July 23, 2018.

    Will Grover Cannon actually stand trial in July? Hard to know – capital defense attorneys for Brian Horn, who murdered 12-year-old Justin Bloxum in DeSoto Parish March 2010, managed to delay Horn’s trial for four years. But he was still convicted of first-degree murder and sentenced to the death penalty.

    Accused cop killer speaks out in court

    SHREVEPORT, La. - For the first time since his arrest, the man accused of killing a Shreveport police officer spoke in court.

    Grover Cannon, 30, charged with first degree murder in the August 5, 2018, death of SPD officer Thomas LaValley, spoke near the end of the more than three-hour hearing.

    Cannon was unhappy with his attorneys changing his plea from “Not Guilty” to “Not Guilty by Reason of Insanity,” as well as with their line of questioning.

    As Jackie LaValley, mother of Thomas LaValley, and his brother sat in their customary seats on the second row of Caddo District Judge Ramona Emanuel’s courtroom, defense attorney Dwight Doskey of the Capital Defense Project of Southeast Louisiana, asked the Court to grant another sanity study to determine Cannon’s competency to stand trial.

    Doskey claimed Cannon was refusing to speak with his attorneys and wouldn’t cooperate with his defense. When a mental health professional was sent to Caddo Correctional Center to speak with Cannon, he refused to come out of his cell, Doskey said.

    Doskey chalked it up to the stress of Cannon’s impending trial, the recent death of his father, a motion filed by his co-counsel, Kimya Holmes, who asked to withdraw from the case, and to continue the case so a replacement could be brought up to speed.

    Judge Ramona Emanuel denied Holmes’ motion to withdraw and continue the trial last week, and denied to the motion to appoint another sanity commission, which would have delayed the trial, today.

    Doskey, announced his intention to file writs with the 2nd Circuit Court of Appeals, asking the appellate judges to reconsider.

    Throughout the hearing, Cannon, who had shackles on his legs attached to handcuffs on his wrists, was writing furiously on yellow legal paper, and then shoving the pieces at Doskey, who stood next to where Cannon sat at the defense table.

    Finally, with the courtroom cleared of witnesses, Doskey told Emanuel that Cannon did not approve of his line of questioning. Cannon broke in and told the judge he had written out questions that his attorney refused to use.

    At that point, Doskey looked at Cannon and said, “I’m trying to save your life…”

    But Judge Ramona Emmanuel told him he was out of order, admonishing him that he is represented by and attorney, and he should allow Doskey to do his job.

    Doskey asked if he could file Cannon’s unasked questions into the file, Caddo Assistant District Attorney Ed Blewer, who is prosecuting the case, objected, as he said it might violate attorney/client privilege if it were filed, even if filed under seal.

    But Doskey, and then Emanuel, asked Cannon what he wanted to do, and he answered that he wanted his questioned filed into the court record.

    Jury selection for Cannon’s First Degree Murder trial is still scheduled to begin August 20, 2018.

    SHREVEPORT, La. - The mother of the Shreveport Police officer who was shot and killed after responding to a 911 call in August 2015, will have to wait another three months to see the man accused of killing her son go on trial.

    The first degree murder trial of Grover Cannon, charged in the first-degree murder of SPD Officer Thomas LaValley, scheduled for August 20, 2018, in Caddo District Court today was moved to Oct. 8. 2018.

    When Caddo District Judge Ramona Emanuel granted the defense’s motion to continue the trial over the strong objections of Assistant Caddo Parish District Attorney Ed Blewer, Jackie LaValley, mother of the slain police officer, cried out and fled the courtroom.

    Alexander P. LaValley, Jackie LaValley's only other son, stayed in the courtroom with his fiancé, who sat next to him weeping softly during the final minutes of the hearing.

    The couple had scheduled their wedding for Oct. 5, 2018, believing the August trial would be over and the family would be free to enjoy a happy occasion after three years of sadness.

    Other trial dates that have come and gone were Feb. 6, 2017, July 24, 2017, April 16, 2018, July 23, 2018.

    A court date of August 10, 2018 was set for arguments and hearings.

    January Trial Set in Shreveport Police Officer's Killing

    SHREVEPORT, La. (AP) — The family of a Louisiana policeman killed three years ago has asked a state court to delay trial of his alleged killer.

    The Caddo Parish District Attorney's office says that Grover De'Aundre Cannon will be tried Jan. 14 at the request of Officer Thomas LaValley's family.

    LaValley was shot six times while answering a call about a suspicious person in a home Aug. 5, 2015. He was 29.

    Prosecutors have said they plan to ask for the death penalty if Cannon is convicted of first-degree murder.

    Assistant District Attorney Edwin Blewer III said Friday in a news release that the recently set date of Oct. 8 conflicts with a long-scheduled family event that would have kept many of LaValley's out-of-town relatives from attending the trial

    CADDO PARISH, LA - After hearing three hours of testimony from three psychiatrists, a Caddo Judge ruled accused cop killer Grover Cannon is competent to stand trial.

    Cannon is accused in the August 2015 death of Thomas LaValley, but has disputed his attorneys' plea of not guilty by reason of insanity.

    Judge Ramona Emanuel ordered the 'sanity studies' in order to help her decide if he could assist his attorneys in his own defense.

    Another hearing will be held to determine if Cannon will be allowed to change his plea to not guilty.

    The man accused of killing a Shreveport police officer back in 2015 changes his plea.


    According to court information, Grover Cannon's lawyers initially entered a plea of not guilty by reason of insanity in the shooting death of Shreveport Police Officer Thomas LaValley. They're now being allowed to change his plea to not guilty.


    Cannon's first-degree murder trial is set to begin in January. He's undergone an evaluation, and deemed mentally fit for trial.

    SHREVEPORT, La. - Accused cop killer Grover Cannon was in Caddo District Court today for another round of testimony by expert witnesses.

    It’s all part of the run up for Cannon’s first-degree murder in the August 2015 death of Shreveport Police officer Thomas LaValley.

    Judge Ramona Emanuel listened to almost four hours of testimony from three clinical psychologists on a motion regarding whether an ink-blot test can be used by the defense in Cannon’s trial, scheduled to kick off Jan. 14.

    While the prosecution made their closing arguments in court today, the defense plans to submit their argument in writing on Monday morning.

    Emanuel will then rule on that motion, as well as many others that may come before the court on Jan. 9.

    Capital murder trial begins Monday in 2015 SPD officer's shooting death

    Hundreds of prospective jurors have been summonsed to the Caddo Parish Courthouse on Monday as part of what will be a laborious effort to choose a jury to hear the trial of Grover Cannon, the man accused of killing Shreveport Police Officer Thomas LaValley as the officer investigated a family disturbance call.

    Cannon, 31, is accused of shooting LaValley at a home in Shreveport's Queensborough neighborhood on Aug. 5, 2015. LaValley, 29, was shot seconds after he walked in the door.

    Prosecutors are seeking a death sentence for Cannon, who has pleaded not guilty.

    Summonses for jury duty have gone out to 1,025 people. Not all are specifically for the LaValley case because there are jury terms in three other sections of the courthouse next week. About half the prospective jurors have been summonsed to report on Monday.

    The trial could take three weeks, court officials said -- much of it trying to select jurors not influenced by pretrial publicity and those who would be willing to consider the death penalty as well as a lesser sentence.

    On the night Lavalley was killed, Cannon had a warrant out for his arrest in connection with a shooting the month before. LaValley, who was alone, knocked on the door and stepped inside the house.

    The four-year veteran had just told the man in the house to let him see his hands when a series of shots rang out, according to audio captured by a microphone LaValley was wearing.

    Cannon's mental condition is expected to be a factor in the trial. During the pretrial process, prosecution and defense have sparred over whether he is mentally competent to stand trial. Cannon has at times fought his attorneys' trial strategy regarding an insanity defense.
