Delaware prison building to be demolished after deadly riot

    Associated Press
    Fox News

A building at Delaware's maximum-security prison that was the site of a deadly inmate riot and hostage-taking last year will be torn down, officials said Monday.

Demolition of the C Building at James T. Vaughn Correctional Center is expected to begin this fall, Department of Correction officials said in a news release.

The building has been vacant since February 2017, when inmates rioted, taking three staffers hostage and killing correctional officer Steven Floyd.

"The building is a constant reminder of the senseless, brutal murder of one of one of DOC's dedicated public servants - Lieutenant Floyd," said Gov. John Carney. 'To remove the building from the complex will aid in mental and emotional health of officers who work at JTVCC every day. It's the right thing to do."

Officials said that with authorization and funding from last year's capital budget, DOC hired engineering firm TetraTech to assess the cost to demolish C Building. Officials funding for the demolition was approved in this year's capital budget.

Last year's capital budget included a $1 million reserve in contingency funding for repairs, rehabilitation, and/or reconstruction at Building C. The current capital budget includes $2 million in similar funding, but neither bill mentions demolition.

DOC spokeswoman Jayme Gravell refused to explain Monday when and how the decision to demolish the building was made.

The announcement came one day before a scheduled news conference, at which officials plan to release a final report detailing progress in the Department of Correction's efforts to implement more than 40 recommendations from an independent review team that investigated the riot and the events leading up to it.

The review team found that prison administrators dismissed warnings of trouble brewing at the prison in the days leading up to the riot, including a warning from Floyd that some inmates should be moved to another building for security reasons. The request was dismissed by higher-ranking officials.

Investigators suggested that the dismissal of the security warnings was indicative of a prison plagued by mismanagement, a lack of communication, a culture of negativity and adversarial relationships among prison staff, administrators and inmates.

3rd inmate who escaped from SC jail in May captured

Curtis Green and two other inmates overpowered and attacked an officer in the Orangeburg County detention center and escaped on May 19

    The State (Columbia, S.C.)

COLUMBIA, S.C. — The final of three inmates who escaped from a South Carolina jail two months ago has been captured, officials said Tuesday morning.

Curtis Green, 20, was arrested early Tuesday, according to Richard Walker, spokesman for the Orangeburg County Sheriff’s Office.

He is believed to have attempted at least one carjacking around 4:30 a.m. Tuesday before he was captured two hours later, Walker said. Additional details about Green’s capture were not immediately available.

Green and two other inmates overpowered and attacked an officer in the Orangeburg County detention center and escaped on May 19. Tyshon Johnson and Christopher Boltin were recaptured less than a week after the escape.

Green was in jail awaiting trail on a murder charge in the March 2015 killing of a man who was leaving for work in the early morning when he was shot, The Times and Democrat reported. The victim’s truck also was stolen.

After Boltin was captured, his father also was taken into custody and faces charges for providing assistance to his son after the escape, authorities said at the time.

A dozen men face felonies after gang-related jail riot

    The Idaho Stateman

Twelve men face felony riot charges more than a month after a fight broke out in an Idaho jail.

The men, identified by Canyon County Sheriff’s Office as local gang members, were reportedly part of a fight that occurred June 6. Each of them also face gang-related enhancements that could extend their sentences if convicted.

    The men charged include:

    Agustin Olvera, 31, of Nampa
    Matthew Alsip, 29, of Meridian
    Manuel Castro, 40, of Parma
    Carlos Zamora, 34, of Caldwell
    James Steelman, 24, of Boise
    David Ramirez, 25, of Notus
    George Heidenreich, 44, of Caldwell
    John Hernandez, 33, of Middleton
    David Mendoza, 31, of Caldwell
    Jose Magdaleno, 22, of Caldwell
    Noel Crispin, 23, of Nampa
    David Valdez, 37, of Nampa

Joe Decker, a spokesman for Canyon County, said the men were members of rival Norteño and Sureño gangs. Decker said the fight was contained to one unit and ended in a matter of minutes.

The fight underscores issues with crowding, Decker said.

“Common practice is to separate rival gang members, but with overcrowding we’re kind of stuck housing people in the same units. And lo and behold, this kind of thing happens,” Decker said.

Recently, as many as 27 inmates rioted in the Bannock County Jail in eastern Idaho. That fight was also attributed to overcrowding.

All of the men except for Mendoza were arraigned Monday. Mendoza, who was not in custody when the indictments were issued, is currently wanted on a $100,000 felony warrant.

If convicted of felony rioting, each man faces at least 5 years in prison and up to 20 years maximum. Gang enhancements carry an additional 2 to 5 years.

Alleged killer recaptured after escape from Blountville jail

    BY RAIN SMITH
    Times News

BLOUNTVILLE — A Kingsport murder suspect who escaped from the Sullivan County jail by using another inmate’s identity was recaptured early Wednesday morning, according to police.

Sullivan County Sheriff’s Office Public Information Officer Kristen Bostic reports that Corey Moore, 28, was mistakenly released late Tuesday night. He had allegedly acquired the personal information of a cellmate, identified as Charles Ellis, 41, also of Kingsport.

Ellis was scheduled to be released on a child support warrant on his own recognizance. Instead, Moore allegedly used his information to be freed by jail staff.

Moore reportedly walked to a nearby BP station on Highway 394, then stole the car of a customer who was in the store. Moore drove the vehicle a short distance to Highway 11-W, then ditched the vehicle and ran.

At 3 a.m., police located Moore near a mobile home park in the 4800 block of Highway 11-W as he was attempting to hide in a ditch. He was arrested and charged with theft of a vehicle and escape.

Bostic said an investigation into how Moore obtained Ellis’ information is continuing, as is an internal look at jail procedures when releasing prisoners.

“The Sheriff’s Office made a mistake, booked the wrong person out,” Bostic said. “There will be a hard look at our protocols and exactly what we do when we release an inmate.”

Ellis is not suspected of intentionally aiding Moore. He reportedly woke up Tuesday night and asked jailers why he had not been released as scheduled.

A citizen who realized that Moore was supposed to be in jail also contacted police after spotting him in Blountville.

Moore has been in custody since April. That’s when he was charged with the first-degree murder of Timothy L. Gilliam, 56, of 524 Stapleton Drive.

According to an affidavit filed in Kingsport General Sessions Court, an acquaintance visited Gilliam’s home and found him slumped over in front of a couch. Upon discovering that Gilliam was deceased, he dialed 911.

Responding detectives with the Kingsport Police Department determined that Gilliam had recently suffered multiple, close-range gunshot wounds. According to court records, they learned a white Ford Mustang had fled the home just prior to the arrival of Gilliam’s acquaintance. And on a coffee table in front of the victim’s body, they found a receipt from a nearby supermarket.

Surveillance footage was soon pulled from the business. It reportedly revealed Gilliam had been at the store in the same Mustang, while also showing the driver to be Moore.

A warrant was obtained for Moore’s arrest, and he was apprehended a few days later. He is currently held without bond on the murder charge and is scheduled to appear in court next month.
