    Man Rapes, Kills Teen Girl, Victim's Mom Helps Him Dismember Body: Police

    A Horsham, Pennsylvania, man is accused of raping and murdering a teen girl and the victim's mother is accused of helping him dismember her body.

    Jacob Sullivan, 44, was arrested Saturday and charged in the rape, murder and dismemberment of Grace Packer, 14, of Abington Township. Police also said Grace’s adoptive mother, Sara Packer, 41, aided Sullivan in the crime; helped him dispose of the teen’s body; and then formed a suicide pact with him.

    According to police, about three hours after Sullivan’s arrest, Packer was arrested in Horsham on charges of homicide, kidnapping, unlawful restraint, possessing instruments of crime, endangering the welfare of a child, abuse of a corpse, simple assault, tampering with physical evidence and conspiracy to commit rape.

    She was arraigned at noon on Sunday.

    On December 30, 2016, Sullivan’s girlfriend called 911 and told the dispatcher she had found him barely conscious and unresponsive inside their home in Horsham, Pennsylvania. She also believed he had overdosed on pills. The dispatcher then asked her if she knew why Sullivan would do that.

    “I don’t know if you have watched the news lately,” the woman replied, according to the affidavit. “Someone we were involved with was recently...It’s a big mess. It’s a big mess and I don’t really know how to explain it.

    But oh my God.”

    Medics arrived and Sullivan was taken to Abington Hospital where he was placed in critical condition and treated for a drug overdose. Police interviewed Sullivan’s girlfriend and also found a handwritten suicide note at the home. The note, which police say was written by Sullivan, said the following, according to the affidavit:

    Dear babies,


    I love you all so much. You are the only people that I have always been able to count on. I’m sorry that I am taking the coward’s way out, but I don’t have any strength left in me.


    People want to judge and lie and break me down. They have.


    I can’t exist with Sara in jail and those f------ lying pigs and the whore media have made it impossible for us to live.


    They don’t care how many lives or laws they break. I know you will always know that we had nothing to do with this no matter what lies they tell. I’m sorry to leave you. Remember all I’ve taught you. Be brave, stand tall and do your best to be stronger than I was.

    Later that night, Sullivan’s girlfriend called 911 a second time. She told the dispatcher that after police and medics had left, she found Sara Packer unresponsive inside the bathroom of the home. The woman told officials she then drove her to Abington Hospital.

    Police determined that both Sullivan and Packer had entered a suicide pact and tried to kill themselves by overdosing on drugs.

    On Saturday staff members at Abington Memorial Hospital contacted investigators and told them that during the overnight hours, Sullivan admitted he was responsible for the murder of Sara Packer’s 14-year-old adopted daughter, Grace Packer. He also claimed that Sara Packer was his accomplice, according to the affidavit. The hospital staff also told investigators they believed Sullivan admitted he had killed Grace to his family members when they visited him in the hospital.

    During an interview with investigators, Sullivan then admitted he and Packer had plotted Grace’s murder, according to officials. Sullivan allegedly claimed they began planning the murder in the fall of 2015 after Grace returned from living with a family member in North Carolina.

    During the early morning hours of July 8, 2016, Sullivan and Sara Packer drove Grace from her Abington Township home to their new home on Cherry Road in Quakertown, Bucks County, officials said. When they arrived, Sullivan and Packer walked Grace into the house, according to the affidavit. Sullivan then allegedly struck Grace in the face several times. The duo then took Grace into the attic of the home where Sullivan raped the teen girl while Packer watched, investigators said. During his interview with officials, Sullivan also allegedly admitted to sexually assaulting Grace on two occasions prior to that incident.

    Packer then left and obtained several pills, according to the affidavit. The duo then gave Grace the pills, telling her it would help her deal with the pain, tied her up, gagged her and then left her to die in the extremely hot attic, investigators said. Sullivan and Packer then went back to their Abington home and later returned to the Quakertown home around 3 a.m. the next day, expecting to find Grace dead, officials said. The teen was still conscious and alive however, according to the affidavit.

    Sullivan then allegedly wrapped his arm around Grace’s neck and face and strangled her to death. Sullivan and Sara Packer then packed her body in kitty litter, investigators said. The duo allegedly left the girl’s body concealed in the attic where she would remain for more than three months.

    On July 11, Sara Packer went to the Abington Township Police Department and reported Grace was missing. She allegedly lied to police and told them prior to her daughter's disappearance, she sent Grace to her room following an argument over the teen asking to visit one of her friends. Police noted that Sara Packer couldn’t provide an address or name of the friend however, according to the affidavit.

    Packer also allegedly told police Grace took $300 in cash from the home and that she had left the house in the past.

    Police then made several attempts to reach Packer as they searched for Grace over the next two months. But she allegedly ignored them and was uncooperative with the investigation. Police then visited Packer’s Abington Township home on September 7 but discovered she had moved without notifying them, according to the affidavit.

    Police then learned Packer had enrolled her 12-year-old adopted son, who is also Grace’s biological brother, into the Quakertown School District without notifying them, according to the affidavit. Police then received a phone message from Packer apologizing to them for not notifying them of the move, investigators said. She also allegedly told them she had notified all of Grace’s relatives that she went missing. But investigators later determined she had not told her relatives about Grace's disappearance at that time.

    Police then investigated the Quakertown home where Grace's body was being concealed in mid-October, according to the affidavit. Sullivan then allegedly became concerned investigators would find the girl’s remains.

    Sullivan and Packer then moved Grace’s body from the attic to the second floor bathroom of the house and used a saw to dismember her limbs, according to the affidavit.

    The duo then allegedly stored her remains in plastic totes and put them inside the trunk of Sullivan’s vehicle. They then drove to a wooded area near SR 2041, White Haven Road in Bear Creek Township, Luzerne County,
    Pennsylvania where they left Grace's remains. On October 31, around 5:30 p.m., hunters in the woods found the remains and called police.

    During their investigation of Grace’s murder, officials found the receipt of the Bucks County tractor supply store where Packer had bought the saw used to dismember her daughter’s body, according to the affidavit.

    Investigators say they obtained surveillance video from the store of Packer buying the saw. Investigators also say they obtained a copy of Packer’s debit card purchases which revealed she had bought the pills she used to drug Grace from a Target store in Bucks County.

    Following his arrest Saturday, Sullivan was charged with murder, rape, kidnapping, abuse of corpse, simple assault and other related offenses. He was arraigned at 12:30 a.m. Sunday in Newtown, Bucks County. He was denied bail and is currently being held in the Bucks County Correctional Facility. He is scheduled for a preliminary hearing on January 20.

    Before police determined she was involved in the plot to kill her adopted daughter, Packer had already been arrested in November and charged with child endangerment and obstruction of justice for allegedly not cooperating with the investigation. She was later released on bail.

    Bucks County District Attorney Matt Weintraub discussed the case and charges during a press conference early Sunday morning.

    "Unfortunately Grace Packer was a disposable child to these people," Weintraub said. "She actually would have been better off had she been a forgotten child. And the question becomes, who will remember Grace Packer?

    Who will now speak for Grace Packer? We will."

    A Pennsylvania man is accused of brutally beating and raping his girlfriend’s daughter, while his girlfriend watched, and then smothering the girl to death after leaving her for dead in a hot attic, prosecutors say.

    Jacob Sullivan is charged with murder in the death of 14-year-old Grace Packer and could face the death penalty, Philly.com reports.

    Prosecutors say Sullivan confessed to the July murder while hospitalized following a failed suicide pact with his girlfriend, Sara Packer, who adopted the 14-year-old girl when she was 1.

    Sara Packer reported Grace missing in July had previously been arrested in November on charges accusing her of hindering the investigation into her daughter’s disappearance and child endangerment.

    Grace’s dismembered body was found on Halloween by hunters in woods in Luzerne County, and her adoptive mother was named as a person of interest in her daughter’s murder in December.

    Sara Packer, 41, is now facing charges of criminal homicide, rape conspiracy, kidnapping and abuse of a corpse. Sullivan, 44, was charged with criminal homicide, rape, kidnapping and abuse of a corpse.

    “(Grace) never had a chance with these people,” Bucks County District Attorney Matthew Weintraub said. “The question is, ‘Who will speak for Grace Packer, this forgotten child?’ and the answer is, ‘We will. … We are not done.”

    He did not rule out the possibility of other accomplices.

    1. Sullivan Told Police He & His Girlfriend Planned the ‘Rape-Murder Fantasy’ for a Year Out of Hatred for Grace

    Prosecutors say Sara Packer and Jacob Sullivan planned the sexual assault and killing of Grace Packer for a year, and were motivated by their hatred for her, Philly.com reports.

    The girl had been living with family members in North Carolina, but returned to stay with Sara Packer and Sullivan.

    “This was a sexual fantasy that was shared between Jacob Sullivan and Sara Packer, and Grace Packer was the object of that rape-murder fantasy,” Bucks County District Attorney Matthew Weintraub told Philly.com.

    According to court documents, Sullivan and Packer drove Grace to a house they had rented in Quakertown, Pennsylvania. Sullivan told police he beat and raped the 14-year-old girl while Sara Packer watched.

    They then gave Grace pills, bound and gagged her, and left her to die in the cedar closet of an “extremely hot” attic in the home, prosecutors said. They then went back to their other home in Abington Township.

    When the couple returned in the morning, Sullivan said Grace was alive and conscious, so he suffocated her. They then left her body hidden in cat litter, prosecutors said.

    “It was a cold blooded crime that was calculated and planned with deadly detail,” Weintraub told the Morning Call. “This is one of the most shocking stunning motives I’ve ever heard of in my career as a prosecutor.”

    “The hours and the days leading up to her murder were probably the most horrible and traumatic that any person should ever have had to experience,” he said.

    2. The Couple Cut Up Grace in a Bathtub & Left Her Dismembered Body in a Plastic Bins in a Wooded Area, Prosecutors Say

    Sara Packer, Grace’s mother, was arrested in November after police said she obstructed the investigation, and after evidence was found that she had endangered the welfare of her daughter, authorities say.

    Police said Sara Packer gave police a fake note that she said was left behind by Grace when she ran away. The typed-letter was addressed to the family and discussed Grace being sorry for being a “burden” and said she left because of that. Police said the letter had no written signature and determined the “language and content to be inconsistent with being written by a 14 year old girl with the academic and social level of Grace Packer.”

    Grace Packer was found by two hunters on October 31 in a wooded area of Luzerne County, Pennsylvania, The Morning Call reports.

    Prosecutors said Grace Packer’s body remained in the Quakertown home until mid-October, when police went there to investigate. They did not find the body, but Sara Packer and Sullivan decided to move the remains as a precaution.

    Sullivan told police they cut up Grace in a bathtub, put her remains in plastic containers and disposed of the body parts in Luzerne County.

    Hunters found the remains a few weeks later, on October 31.

    Prosecutors said it took some time for her remains to be identified because of the girl was dismembered. She was identified using dental records.

    Authorities first announced that Grace Packer had been found dead during a December 22 press conference, but they did not specify when the identification had been completed, The Times-Herald reports.

    “It was determined after comparing the dental remains with known missing persons reports entered into national missing persons databases that the identity of the remains was that of Grace Packer,” Luzerne County District Attorney Stefanie Salavantis said at the press conference..

    The hunters found a head and a torso, and called police, according to police. An autopsy confirmed Grace had been killed in a homicide, but her cause of death is being withheld by investigators.

    Police and prosecutors called the press conference on December 22 in hopes that the public can help them solve the murder.

    Montgomery County District Attorney Kevin Steele told reporters, “we need to solve what happened to (Grace) because this cannot happen to a young teenage girl,” The Times-Herald reports.

    3. In a Suicide Note, Sullivan Told His Children ‘People’s Lies’ Made It ‘Impossible for Them to Live’

    Sara Packer, who had been released on bail on the obstruction and abuse charges, and Jacob Sullivan decided on a suicide pact after prosecutors asked the public for help in solving the case at a news conference in December and named Packer as a person of interest in her daughter’s murder, Philly.com reports.

    The attempted to kill themselves by overdosing on prescription pills on December 30, but were found alive by a woman who lived with them, prosecutors said.

    According to Philly.com, the woman who found the couple told the 911 operator, “Um. . .there’s. . .there’s are a lot of reasons he would do this. . .we’re. . .uh God. . .we’re. . .I don’t know if you have watched the news lately. . .our. . .someone we were involved with was recently. . .It’s a big mess, It’s a big mess and I don’t really know how to explain it. . . but. . .oh my God.”

    Sullivan left behind a suicide note for his children, the newspaper reports.

    The note said people’s lies “made it impossible for us to live.”

    “I know you will always know that we had nothing to do with this no matter what lies they tell,” Sullivan wrote. “I’m sorry to leave you. Remember all I’ve taught you. Be brave, stand tall and do your best to be stronger than I was.”

    4. Sara Packer Continued to Cash Her Daughter’s Social Security Checks After the Couple Murdered the Girl, Police Say

    Sara Packer, who is also the mother of a 12-year-old adopted son, according to court documents.

    Police said she continued to collect her daughter’s Social Security benefits after the girl had been killed, and the decision to report her missing was an effort to keep that money coming.

    “After they murdered her, they maintained the pretense of Grace being alive so that they could continue to profit off of her existence,” District Attorney Matthew Weintraub told Philly.com.

    She cashed several checks totaling more than $3,000 in the weeks after her daughter disappeared, police said.

    “When somebody goes missing, we expect people are going to work with us to try to identify that person, try to identify where she is. That didn’t happen,” Montgomery County District Attorney Kevin Steele said last month.

    5. Sullivan Told Reporters He Is ‘Sorry for What He Did’

    Sullivan confessed to the killing from his hospital bed after the failed suicide attempt, according to prosecutors. He told hospital workers “he was responsible for the murder of Grace Packer,” and that Sara Packer was an accomplice, court documents show.

    He was taken into custody after being released from the hospital and arraigned early Sunday in Bucks County court. He is expected to be held at Bucks County Prison.

    As he was led into court, Sullivan told reporters “I’m sorry for what I did. It was wrong,” The Intelligencer newspaper reports.

    Mom charged in teen's "rape-murder fantasy" death was child welfare worker

    EASTON, Pa. -- A woman charged with killing and dismembering her adoptive daughter as part of a rape-murder fantasy she and her boyfriend shared had previously worked as an adoption supervisor for a children’s welfare agency, authorities said Monday.

    Sara Packer worked as a supervisor for the Northampton County Children, Youth and Families Division for adoptions from 2003 to 2010, the county said.

    Packer was arraigned Sunday on charges including criminal homicide, rape and abuse of a corpse. Her boyfriend, Jacob Sullivan, was arraigned on similar charges.

    Packer and Sullivan didn’t enter pleas and were denied bail, and no attorney information was available for them. But Sullivan apologized as he was led into court, the Intelligencer newspaper reported.

    “I’m sorry for what I did,” he said. “It was wrong.”

    Sullivan allegedly confessed to hospital staff Dec. 30 after a suicide attempt, reports CBS Philly.

    Officials say in July 14-year-old Grace Packer was poisoned, beaten and raped as her mother watched, and hours later was strangled in a stifling attic. Bucks County District Attorney Matt Weintraub described the killing as a sick rape-murder fantasy that became reality, the station reports.

    “She was physically assaulted, she was punched and then she was tied up, hog-tied and sexually molested,” said Weintraub. “She was raped and then she was poisoned with medication and left for dead.”

    Investigators say the couple packed Grace’s body with cat litter to mask decomposition smells and stored it in the attic. Officials allege the couple dismembered the body in October after being scared by a police visit.

    The girl’s torso was found by hunters in a Luzerne County park on Oct. 31, and K-9 teams found her legs and arms nearby, a criminal complaint said.

    Bucks County prosecutors said the days and hours leading up to Grace’s killing “were probably the most horrible and traumatic that any person should ever have had to experience.”

    Northampton County Controller Stephen Barron Jr. told Allentown’s The Morning Call newspaper on Monday that Sara Packer’s employment status with the county was listed as “suspended” in 2010. But Barron said he had no details on why she had been suspended.

    According to court records, Packer’s ex-husband, David Packer, was charged by Allentown police in two child sex abuse cases, in November 2010 and in January 2011. He pleaded guilty and was sentenced to six months to five years in prison. Records show the couple divorced last June.

    A phone call seeking comment from David Packer’s lawyer wasn’t immediately returned Monday.

    Girl's adoptive mother, boyfriend charged in case

    READING, Pa. - While Grace Packer's adoptive mother and her boyfriend sit behind bars, charged with homicide, the girl's birth mother, who lives in Reading, told 69 News on Monday that she is trying to deal with indescribable anguish over her daughter's violent death and anger toward her alleged killers.

    Rose Hunsicker said detectives investigating Grace's reported disappearance in neighboring Montgomery County first contacted her in early October. She heard from them again about a week before Thanksgiving, when they took a sample of her DNA because, investigators told her, they believed they had Grace's body.

    Then, just before Christmas, Hunsicker got the news from police. The dismembered body found by hunters in a remote area of Luzerne County on October 31 belonged to her daughter.

    "I was hurt, angry," Hunsicker said. "There was no words that I could have put in, you know, anything to express my emotions and stuff about my daughter."

    Hunsicker said she last saw her daughter in 2004, when circumstances in her life at the time forced her to give up Grace and her younger son.

    "All these years, I figured that she was growing up to be a regular teenager," Hunsicker said, "you know, a mother's instinct, that she was growing up in a wonderful family, a wonderful home, growing up to be a big girl."

    Then, Hunsicker got the news this past weekend of arrests in her daughter's brutal killing. Grace's adoptive mother, Sara Packer, and her boyfriend, Jacob Sullivan, have been charged with criminal homicide and kidnapping. Sullivan is also charged with rape.

    "I know now that justice can be served for my daughter, but when I found out who it was, you know, I trusted this woman to take care of something so precious to me."

    Sara Packer, the adoptive mother, once worked as an adoption supervisor for Northampton County, officials said.

    Grace Packer was beaten and raped as her mother watched, poisoned and, hours later, strangled a stifling attic in July, according to law enforcement authorities. The couple, they said, stored Grace's body there, dismembered it in October and dumped it in a park in Luzerne County.

    Both suspects are being held without bail pending a preliminary hearing on January 20.

    Additional charges have been filed in the case of 14-year-old Abington girl who police say was the victim of a rape-murder fantasy between her mother and her mother's boyfriend.

    Jacob Sullivan, 44, was charged in connection with the death of Grace Packer on Sunday, and charges have since been filed against Grace's adoptive mother, Sara Packer, 41. Bucks County District Attorney Matthew Weintraub called the acts depraved and heinous, according to a Philly.com report.

    "We believe Sara Packer was complicit in her daughter's murder," Weintraub said at a news conference Sunday morning.

    In his address to media, Weintraub hinted he would approach the alleged crimes as a death penalty case. Weintraub said Packer, who adopted Grace at age 3, and Sullivan viewed her as "disposable" as he chastised the couple for their despicable actions, according to a news release from the Bucks County district attorney's office.

    "Who will now speak for Grace Packer?" Weintraub asked. "We will."

    Prosecutors released charging documents detailing the heinous crimes for which Sullivan and Packer have been accused. The narrative explains the events leading up to Grace's death, as well as Sullivan's confession and circumstantial evidence authorities have collected.

    Grace Packer sexually abused for years by adoptive father David Packer

    ALLENTOWN, Pa. - Grace Packer's adoptive father sexually abused her for four years, 69 News has learned.

    Lehigh County District Attorney Jim Martin confirms Grace was one of David Packer's two victims.

    David Packer pleaded guilty to a number of charges in two different sexual abuse cases back in 2010. He is now listed as a registered sex offender on the Megan's Law website.

    David Packer previously told 69 News that his instances of sexual assault of children came after he and Sara Packer were living together.

    Sara Packer, 41, and her now-boyfriend Jacob Sullivan, 44, are charged with raping, killing, dismembering and dumping Grace's body, this summer. She was 14. The pair were charged this weekend with the crime.

    According to court paperwork:

    Sullivan and Sara Packer conspired to killing Grace over a period of months.

    Pennsylvania woman charged in girl's death fostered 30 kids

    PHILADELPHIA — A Pennsylvania woman charged in the rape, murder and dismemberment of her adopted 14-year-old daughter took in 30 foster kids before her then-husband was deemed a sexual predator.

    State officials on Friday confirmed that former adoption worker Sara Packer and her ex-husband fostered the children from 2000 to 2010, when they led a transient life in northeast Pennsylvania.

    The state's Department of Human Services said it was reviewing the family's history leading up to the torture death of adopted daughter Grace Packer.

    Sara Packer, 41, and boyfriend Jacob Sullivan, 44, are charged with killing the girl in their Bucks County home before Packer reported her missing in July. Grace Packer's body was found in a wooded area upstate in October, and the couple was charged with murder Sunday after a joint suicide attempt.

    They are being held without bail until a preliminary hearing set for next week. Neither one has a lawyer listed in court records.

    Packer's ex-husband, David, was convicted in 2011 of raping a foster teen and molesting Grace between 2006 and 2010, when the family lived in Allentown.

    The foster teen, who was learning disabled, told police that David Packer had started engaging in sex with her when she was 15 and that it continued until she was 18. She said that Sara Packer was at least aware of the situation by the time the teen was of legal age, according to Lehigh County District Attorney James Martin, whose office prosecuted the case. Sara Packer was investigated but not charged.

    David Packer went to prison for about five years on statutory rape and indecent assault charges. Sara Packer was barred from taking in any more foster children, but kept the two children she had adopted — Grace and her biological younger brother. She also lost her $44,000-a-year job as a Northampton County adoption supervisor.

    No agencies would have checked on the family afterward unless a child welfare complaint was filed, Martin said.

    "Grace, who was subsequently raped and murdered, was an adopted child. That adoption was already a fait accompli," he said. "It's a horrific story, but I don't know what else my office or the Allentown Police Department could have done at the time."

    Within a few years, Sara Packer and the two children were living with Sullivan, a draftsman, in Glenside, Montgomery County. In the fall of 2015, they sent Grace to live with a relative in North Carolina, where she spent several happy months, prosecutors say. As soon as she returned home, the couple started plotting her death, according to the police affidavit filed in the case.

    Sara Packer watched as Sullivan raped her on July 8, then went out to buy Tylenol PM used to sedate her daughter before they left her to die, bound and gagged, in a sweltering attic, the affidavit said. Sullivan strangled her when they found Grace still alive the next day, police said. They packed her body in cat litter and hid the body in the house for several months before they disposed of it.

    The Packers had adopted Grace and her brother when she was 3, after a Berks County judge removed them from a home where they had been sexually abused by adults living with their parents. The Department of Human Services has opened a six-month review of the Packer family that will include a check on the welfare of the 30 former foster children.

    "If there is a systemic review that comes out of this horrible tragedy, at least we can take some solace in that, ... so children like Grace are not forgotten, so they don't fall through the cracks," said Bucks County District Attorney Matthew Weintraub, whose office is leading the murder investigation.

    "As you can imagine, we have our hands not only full, but overflowing with the magnitude and scope of this case," he said.

    Accused killer Sara Packer wanted adoptions job to 'benefit my fellow human,' records show

    Sara Packer once called being a foster mom "very rewarding." She said she wanted a career working with kids to "make a difference" in their lives.

    "I know that wherever my career takes me it will be in a position where I can benefit my fellow human," she wrote in a 2002 application to be an adoptions caseworker in Northampton County.

    The comments, in records released Tuesday, starkly contrast with the image that emerged after Packer and her boyfriend were charged last week with the rape and murder of her 14-year-old adopted daughter, Grace Packer. But they show how the 42-year-old won and kept her job in the child-welfare system, and had a career working with children before becoming a foster parent to dozens and adopting at least two.

    Since the arrest, criminal investigators and state and county officials have opened inquiries into the Packers' contact with the child-welfare system. Most have declined to discuss the case or their reviews. But the documents, released to the Inquirer after a Right-to-Know request, offer a glimpse of Sara Packer's path.

    A native of Brodheadsville, Monroe County, Packer had earned a bachelor's degree in psychology from Randolph College in Virginia, and worked there as an assistant teacher in a nursery school, according to Northampton County Children, Youth and Family Division records.

    She said she had jobs as a coordinator or caseworker at Communities in Schools, the Impact Project, and Big Brothers Big Sisters, all in Lehigh County. In 2002, she said, she quit work for two months to "be a stay at home mom."

    It's not clear which children she was mothering. Grace Packer, who was born in 2001, was 3 when Sara Packer adopted her, the Bucks County district attorney has said.

    In early 2003, Northampton County had approved Packer as an emergency hire as a caseworker - meaning she was appointed even before she had taken the State Civil Service Examination, though she later had to be approved again to keep the position, according to the records.

    Packer said in her application that she and her then-husband, David Packer, had recently become foster parents.

    "This experience has been very rewarding on many levels," she wrote, adding that "it has given me the opportunity to open my home and heart to many children."

    According to the job description, her position required her to work with foster children to create a permanent plan, such as adoption or placement with relatives. She was to provide support services to foster children and families, monitor the status of their living arrangements, and to make sure homes complied with foster-care regulations.

    "I feel that a position with Children, Youth and Families would give me the fulfillment I need in a career because it is a place where I would have the opportunity to make a difference in the lives of others on a daily basis," she wrote.

    In September 2005, Packer was promoted. In June 2007, she became a casework supervisor, in charge of five caseworkers, the records show.

    In January 2010, she was fired for serious allegations of misconduct, according to the termination letter from Dolan. The letter was heavily redacted by county officials, and does not reveal the details of the misconduct claims.

    It was the same year her husband was arrested for sexually assaulting Grace and one of their foster children. David Packer was later convicted and sent to state prison.

    Sara Packer also lost her rights as a foster parent. But she remained the adoptive mother to Grace.

    Packer and her boyfriend, Jacob Sullivan, are scheduled for a preliminary hearing Friday on rape, murder, and kidnapping charges. Neither have entered a plea in the case, but Sullivan has allegedly confessed.

    Authorities say the pair, who shared an Abington apartment, began plotting the girl's murder months before her death. In July they allegedly raped and killed her in a Quakertown apartment, and months later dismembered her and dumped her remains in Luzerne County.

    Hearing Rescheduled For Couple Accused of Teen's Murder

    A preliminary hearing scheduled for today at the Justice Center in Doylestown for 41-year-old Sara Packer and her boyfriend, 44-year-old Jacob Sullivan, has been changed to Friday, February 24th at 10am in courtroom 410.

    Packer and Sullivan are being held without bail after being charged with the murder of Abington teen, Grace Packer, the adoptive child of Sara. Court records state that on July 8th, Sullivan brutally beat and raped the 14-year-old girl at a home in Richland.

    Township, Bucks County, as her mother Sara watched. Police say, they then gave her pills and tied her up, placing her in a hot attic. On July 9th, Sullivan, seeing that grace was still clinging to life, suffocated the her. Sara Packer reported Grace missing from their Abington home on July 11th. The teen’s dismembered body was discovered by hunters in Luzerne County on October 31st. Packer and Sullivan are on suicide watch in Bucks County prison. While the crime started in Abington, the Montgomery County D.A.’s office will not prosecute the case. Bucks County D.A. Matt Weintraub will prosecute Packer and Sullivan.
