    KANSAS CITY, Mo. -- A Kansas City man is charged in the shooting deaths of two men and is a suspect in three other killings that occurred along or near south Kansas City hiking and biking trails, prosecutors announced Tuesday.

    Fredrick Demond Scott, 22, is jailed on two counts of first-degree murder and two counts of armed criminal action in the deaths of Steven Gibbons, 57, and John Palmer, 54. Prosecutors said DNA evidence connected him to the victims.

    Prosecutors said Gibbons was shot in the back of the head as he walked along a south Kansas City street. His death had not been mentioned previously as related to four homicides along trails that were being investigated as possibly linked.

    A probable cause statement says surveillance video showed Scott following Gibbons off a Kansas City bus and down a south Kansas City street on Aug. 13. He was later seen running from the scene of Gibbons' shooting and detectives linked him to the case through DNA taken from an iced tea bottle and a cigarette butt, prosecutors said.

    Palmer was killed Aug. 19, 2016, in a wooded area near the Indian Creek trail, one of four deaths that police connected in May because they were all near trails and the victims were middle-aged, white men.

    "At this moment there remains insufficient evidence to charge Scott" in the other cases, Baker said. "We expect today's charges will ease some of the concerns (in the deaths of) men walking on the trail, but we are only charging in two. We need the public's help in solving all five of these homicides."

    Baker said a motive wasn't clear in the five killings, The Kansas City Star reported.

    Scott told investigators he was upset about the 2015 stabbing death of his brother, according to police. Scott said he shot the two victims, investigators said.

    The other victims are Mike Darby, 61, who was found dead May 18 along Indian Creek Trail; David Lenox, 67, found killed Feb. 27 a few feet from his front door while walking one of his dogs; and Timothy S. Rice, 57, who was found dead April 4 inside a shelter at Minor Park.

    "Anyone who shoots innocent people walking on a trail should be prosecuted as heavily as possible," Shaton Duncan, who lives near the trail, told CBS affiliate KCTV.

    The slayings terrorized the community for months.

    "I was in the Army overseas but I didn't want to walk on the trail by myself, that's how dangerous it felt," area resident Chuck Loomis told the station.

    Scott was in custody Tuesday at the Jackson County jail. A phone call to a public defender listed in online court documents was not immediately returned.

    ‘Kill all white people’: Suspect in killings of 5 white men made threat in 2014

    KANSAS CITY, Mo. — The 22-year-old man suspected of shooting five middle-aged white men since last year — including four on south Kansas City walking trails — threatened in 2014 to shoot up a school and “kill all white people,” according to court records.

    Fredrick Demond Scott, who was charged Tuesday in two killings and named as a suspect in three more, made those statements in January 2014 at Center Alternative School, as documented in a municipal citation for harassment.

    Scott, who is black, has been charged with murder in the deaths of Steven Gibbons, 57, and John Palmer, 54. On Tuesday, Jackson County Prosecutor Jean Peters Baker announced those charges, also naming Scott as a suspect in the killings of David Lenox, 67; Timothy S. Rice, 57, of Excelsior Springs; and Mike Darby, 61, co-owner of Coach’s Bar & Grill.

    All five were white men between ages 54 and 67. All five appeared to have been fatally shot, most from behind, in surprise attacks as they walked dogs, visited park areas and, in one case, walked down a city street.

    Baker has said she saw no clear motive for the killings. Sources close to the case said the shootings, which occurred over the course of about a year, did not appear to be racially motivated.

    His mother said in an interview with the Kansas City Star that he refused to get treatment for his paranoid schizophrenia but did not show any hatred toward white people. Scott was cited in Kansas City municipal court in 2013 for assault on his mother, accused of shoving her several times. She called police, hoping tough love would help him, she said.

    After his arrest earlier this month, Scott repeatedly told detectives that he was angry about the 2015 shooting death of his brother. A co-worker of Scott’s at a south Kansas City Burger King said Scott appeared to be damaged by his brother’s death.

    If Scott is responsible for all five deaths, as Baker suggested, he would meet the FBI’s standard of a serial killer.

    If he cruised for victims on the popular walking trails in his area, it would be no great surprise that he killed middle-aged white men — many of the people on the trails alone meet that description.

    Law enforcement officials close to the investigation described Scott as a loner, saying detectives had struggled to find many people who knew the 22-year-old well.

    He had been in trouble with the law before, but not for anything close to murder.

    The 2014 threats at Center Alternative were the most alarming example. A city citation for harassment quoted Scott as stating: “I want to shoot the school up, Colombine-style (sic).”

    He also said he wanted to kill himself and “kill all white people,” according to the report.

    Given probation for the offense, Scott was ordered to stay away from the school.

    His mother said she did not recall the incident and that he even went on to graduate from the school.

    Last year, he was found guilty of stealing a three-pack of underwear from a Dollar General.

    Earlier this year, he had been ordered to pay $100 restitution for ripping the screens off of two front windows at the home he lived at in south Kansas City.

    In some ways, the reason behind the killings remains a mystery as much to Baker as to Scott’s former co-worker at Burger King, one of the few people who have publicly said they know Scott.

    The morning after Scott’s charges were announced, a former co-worker at the Burger King at Red Bridge Road and Holmes Road had not heard of his connection to the trail murders.

    “Wow,” she said, visibly shaken at the news. “I just seen this kid here the other day … wow. Jesus Christ.”

    Scott had worked at the Burger King on at least two occasions over a year ago, but had regularly visited the restaurant during the past year, the co-worker said.

    The co-worker said she knew Scott was distraught over his brother’s murder when he went to the Burger King in search of a job the summer of 2016.

    “He felt like his brother was the only person who loved him,” the co-worker said. “It really damaged him.”

    KANSAS CITY, Mo. (AP) — A Kansas City man suspected of killing five people reported four handgun thefts to police before his arrest.

    Police suspect Fredrick Scott, 22, used those guns in the shooting deaths and reported them stolen to throw off investigators, according to court documents. Prosecutors announced Tuesday that Scott had been charged in two of the killings and was a suspect in three more over nine months, all on or near south Kansas City hiking and biking trails. A phone call to a public defender listed in online court documents was not immediately returned.

    Brian Darby wonders whether more could have been done to stop the last deaths, including that of his father, Michael Darby, who was the fourth person killed, The Kansas City Star reports. Darby said “alarms should have been going off.”

    Kansas City Police Capt. Stacey Graves said the department can’t discuss the case against Scott because it remains an open investigation. But when the department, in any situation, receives separate stolen gun reports from the same person, Graves said, “that should raise some red flags.”

    Scott is jailed on charges of first-degree murder in the deaths of Steven Gibbons, 57, and John Palmer, 54. He is also a suspect in the deaths of David Lenox, 67; Timothy S. Rice, 57, of Excelsior Springs; and Darby, 61, all near south Kansas City trails.

    The first three fatal shootings occurred within days — even hours — of Scott’s stolen gun reports, according to court documents that outline all five killings. It is unclear when the fourth gun was reported stolen. After the first three fatal killings and stolen gun reports, two more people would die by gunshots to the back of the head.

    When asked about whether Scott’s stolen gun reports should have raised concerns, Graves said, “That is something that is being investigated. It will be something we look at.”

    Mark Jones of Chicago, a retired supervisory special agent in the U.S. Bureau of Alcohol, Tobacco and Firearms, said police should follow up immediately when someone reports a second separate gun theft because the victim is either complicit in the theft or the victim needs to do a better job protecting firearms from theft.

    “I can see where you can report a gun stolen because you know it’s going to be used in a crime, but I think you can only get away with that once,” Jones said.

    Suspect in Kansas City trail killings charged in new case

    KANSAS CITY, Mo. (AP) — A suspect in the surprise-attack shooting deaths of two men in Kansas City, Missouri, is now charged in a woman's killing.

    Prosecutors on Friday charged 22-year-old Fredrick Demond Scott of Kansas City with first-degree murder and armed criminal action in the shooting death of 64-year-old Karen Harmeyer of Grandview.

    The indictment didn't include details of the death but KCTV reports an officer was called in July to investigate a dead body. Once the officer arrived, witnesses told him about Harmeyer, who lived in woods behind a church.

    The officer entered the campsite and found her decomposed body inside a tent.

    Scott previously was charged in two killings and is a person of interest in three others. All those victims were older white men. Scott is black.

    Man charged in three KC area trail killings indicted in three more

    A grand jury on Friday indicted a man already accused in the shooting deaths of three persons on or near south Kansas City trails and in Grandview with three additional trail killings, according to Jackson County prosecutors.

    Fredrick Demond Scott, 23, is now accused in the slayings of David Lenox, 67, Timothy Rice, 57, and Michael Darby, 61.

    Last August, prosecutors charged Scott in the shooting deaths of Steven Gibbons, 57, John Palmer, 54, and Karen Harmeyer, 64.

    All five of the male victims were fatally shot, most from behind, in surprise attacks as they walked dogs, visited parks and, in Lenox's case, walked down a city street. Harmeyer, who was homeless and lived in a tent, was found in July in the 12000 block of Blue Ridge Boulevard in Grandview.

    The killings happened within about a year. But they drew increased attention with the May 18 killing of Darby, 61, co-owner of the former Coach's Bar & Grill at 103rd Street and Wornall Road.

    Darby's son, Brian Darby, said Friday he was appreciative of the efforts of police and prosecutors: "I feel like we are one step closer to where we need to be."

    Lenox was found killed Feb. 27, 2017. He was returning home from walking his two Shih Tzus near 99th and Walnut streets. His daughter, Mindy Lenox of San Francisco, said she and her family appreciated the long hours and hard work put in by investigators and prosecutors so that a suspect could be charged in her father's death.

    “We’re thankful that he is off the street and hopefully he’ll be held accountable for what he has done,” Lenox said. “I don’t know for me personally that there is any closure. Nothing can bring my dad back and nothing can take that pain away, but at least knowing that the person responsible will be held accountable, it will certainly be helpful.”

    Rice, of Excelsior Springs, was found dead April 4 inside a shelter in Minor Park near East Red Bridge Road and 110th Street, where he had been camping, his family said. He had been shot multiple times, including in the head.

    Among the six victims, the first was Palmer, a short-order cook at T.J.'s Cafe in Grandview. His body, shot several times, had been dragged off Indian Creek Trail and was found Aug. 19, 2016, in some woods near East Bannister Road and Lydia Avenue.

    Harmeyer's body was found July 19 by several people who checked on her regularly, according to Grandview police. Police did not say how she died, but she was found with her feet protruding from her tent.

    Gibbons was the last of the deaths. He was fatally shot after getting off a RideKC bus near 67th Street and Troost Avenue on Aug. 13. That was the break in the case, according to court records.

    Investigators obtained surveillance video that showed Scott following Gibbons off the bus. Detectives later linked Scott to the scene with DNA from an iced tea bottle and a cigarette butt. They linked him to the Palmer killing with DNA from a T-shirt left at that scene.

    Scott is black, and the six victims were white. In 2014 Scott threatened to shoot up a school and “kill all white people,” according to court records. His mother said he was demonized by schizophrenia.

    Police said they did not know if the shootings were racially motivated.
