Iran Executions: Man Hanged at Ardakan Prison

    Iran Human Rights

A prisoner was executed on a murder charge at Ardakan Prison on Saturday, November 3.

According to HRANA, Sami’ Mohtarami, 43, was convicted to qisas (retribution in kind) on a murder charge. He killed a person during a car robbery in 2015.

The victim’s family agreed to forgive Sami’ in the condition of receiving Diya. Diya in Islamic law (Sharia) is a financial compensation paid to heirs of a victim to thus avoid a retaliation punishment. However, Sami’ was a poor man and could not pay the amount. Therefore, his execution was carried out on the morning on Sunday, November 3, 2018.

The Penal Code of Iran does not specifically state that convicted murderers are subject to the death penalty, but rather to “qisas” which means “retribution in kind” or retaliation. In this way, the State effectively puts the responsibility for executions for murder on the shoulders of the victim’s family.

The Iranian media outlets have not published news related to the aforementioned execution so far.

According to Iran Human Rights annual report on the death penalty, 240 of the 517 execution sentences in 2017 were implemented due to murder charges. There is a lack of a classification of murder by degree in Iran which results in issuing a death sentence for any kind of murder regardless of intensity and intent.

Two More People Receive Death Penalty For 'Economic Crimes'

Vahid Mazloumin had been sentenced to death for economic crimes, before to the latest convictions

Two men accused of “conducting organized and systematic disruption” in Iran's banking network have been condemned to death and others sentenced to prison terms, judicial sources were quoted as saying on Tuesday, November 6.

Dariush Ebrahimian Bilandi and Youniss Bahaoddini are also charged in the southern Fars Province with pocketing more than 150 trillion rials (roughly $36 million) through their orchestrated plan against the banking and economic network of the country.

The verdict was issued by the "Special Court for Combatting Economic Corruption", Judiciary’s Mizan news website reported.

Based on the same verdict, Mohammad Bahaoddini and Davood Katebi have also been sentenced to ten and seven years imprisonment respectively, while Iman Pahlavani, Morteza Katebinejad and Reza Nader were sentenced to five-year prison terms.

As Iran's economy is facing serious crisis this year, the Supreme Leader Ayatollah Ali Khamenei called in June to “confront those who disrupt economic security” and called for the establishment of "special courts" to deal quickly with "financial crimes".

Based on Khamenei's edict, the verdicts of the so-called Special Courts, save death penalty sentences, are final and legally binding.

Several legal analysts and lawyers have since insisted that eliminating the right to appeal is explicitly against the constitution.

Nevertheless, an unknown number of people involved in buying and selling gold coins and forex have been sentenced to death by the newly formed courts, so far.

Already, the death verdicts against two of them, Wahid Mazloomin and Mohammad Esma'eil Qassemi have been upheld by the Islamic Republic's Supreme Court.

Many have argued that security approach in combatting "economic corruption" may be effective in the short term, but it will lose its impact in the long run.

Iran’s economy had been struggling even before President Donald Trump's decision in May to withdraw from the Iran nuclear deal and reimpose sanctions. Most notably, the value of Iran’s national currency, the rial, has plummeted against the dollar.

Human Rights Reports: 22 Ahvaz Inmates Executed in Iran

    Asharq Al-Awsat

Human Right activists confirmed on Sunday that Iran has executed Ahvaz inmates who were arrested last September in connection to an attack against a Revolutionary Guards military parade.

Sources said officials from the Iranian Intelligence contacted the families of 22 inmates, informing them of their execution and having them pledge not to hold any gathering or ceremonies, while authorities refused to hand over the bodies for proper burials.

Other sources close to the victims’ families said the 22 executed inmates were arrested on Sept. 24 by Iran’s Ministry of Intelligence in connection to the parade attack.

Human Rights Monitor website quoted activists in Ahvaz as saying that the office of the regime’s intelligence ministry contacted the families of the executed detainees on Nov. 10 to summon them at its headquarters.

“On their arrival, they were given their loved ones’ death certificates and ordered not to hold any funeral ceremonies or mourning rituals or to receive anyone at their homes for condolences,” the activists said, adding that the regime threatened to arrest anyone violating its orders.

The Revolutionary Guards had vowed to exact “deadly and unforgettable” vengeance for the attack on the parade that killed 25 people.

The assault was one of the worst ever against the most powerful force of Iran, as it struck a blow at its security establishment.

“Considering (the Guards’) full knowledge about the centers of deployment of the criminal terrorist leaders ..., they will face a deadly and unforgettable vengeance in the near future,” the Guards had said in a statement carried by state media.

Following the Sept. 22 attack on the parade, Iranian authorities waged a campaign against Ahvaz minorities, arresting hundreds in the Khuzestan province, according to the HRM website.

Iran executes 'Sultan of Coins' amid currency crisis

Vahid Mazloumin and another member of his currency trading network received the death penalty for "spreading corruption on earth".

According to the Iranian Students' News Agency, Mr Mazloumin and associates had hoarded about two tonnes of gold coins.

Demand for gold coins and US dollars in Iran has soared as the country's currency has declined in value.

In the wake of the latest round of US sanctions on Iran, the rial has fallen about 70% against the US dollar.

As a result, a cost of living crisis has seen demonstrators take to the streets against perceived corruption.

A summer initiative was launched by Supreme Leader Ayotollah Khamenei to tackle financial crimes.

Mr Mazloumin was one of at least seven people handed death sentences this year in trials in the new finance-focused special courts, some of which were broadcast live on state television.

    Iraqi Citizen Executed in Iran

    Iran Human Rights

An Iraqi citizen was hanged at Zanjan Central Prison on a murder charge.

According to the IHR sources, Soran Rashid Zahedi (Nickname: Soran Holiri), 33, was executed on the morning of November 6, 2018.

The Iraqi national was a resident of Iran for almost three decades. The source who doesn't want to be named, told IHR, “Four years ago, Soran was working in a cement factory in Zanjan city where he killed a person over there. The victim owed Soran Three million and a half Tomans. On the day of the incident, the victim received Seven million Tomans loan but refused to pay his debt to Soran. They fought and the person was killed.”

Soran’s family could not obtain a consent from the victims' families to stop his death sentences. The Penal Code of Iran does not specifically state that convicted murderers are subject to the death penalty, but rather to “qisas” which means “retribution in kind” or retaliation. In this way, the State effectively puts the responsibility for executions for murder on the shoulders of the victim’s family.

Iran Executions: 10 Prisoners Hanged at Rajai-Shahr Prison in One Day

    Iran Human Rights

Ten prisoners were executed at Rajai-Shahr Prison on Wednesday, November 14.

According to the IHR sources, Vahid Mazloumin and Mohammad Esmaeel Ghasemi who were hanged on economic corruption charges were among them. Eight others were executed on murder charges.

Vahid Mazloumin, dubbed the "sultan of coins" by media, was a trader accused of manipulating the currency market. Mohammad Esmaeel Ghasemi was allegedly part of Mazloumin's network and had been involved in the sale of gold coins, Mizan reported.

Of note, Iran Human Rights (IHR) had strongly condemned the executions for the charges of economic corruption. Mahmood Amiry-Moghaddam, the Director and spokesperson for the organization, said: "The death penalty is an inhumane punishment, and the international law prohibits death sentence for economic corruption, which is not considered as the most serious crimes. Besides, the prisoners were sentenced to death as a result of an unfair trial in an illegal Court. The primary purpose of the execution of these two people is to create fear in society, not to combat corruption. Iranian authorities know that the system, with corrupt organs such as the Judiciary and the Supreme leader who has absolute power and zero accountability, are the main sources of corruption in the country. We call on the Iranian authorities to put an end to the policy of using the death penalty as a solution to all its problems".

Among those who were executed on murder charges, IHR could identify four as Saman Yamini, Ali Iranshahi, Ali Amindokht and Sam Sagvand.

The Iranian media outlets have not published news related to the aforementioned executions on murder charges so far.

Iran Executions: Three Men Hanged in Public - IHR Warns About a New Wave of Execution in the Coming Weeks

    Iran Human Rights

Three prisoners were hanged in public at Iranian city of Shiraz this morning. Several children were observed among the crowd watching the executions.

Iranian authorities have executed at least 15 people during the last 8 days. Iran Human Rights (IHR) warns against a new wave of executions in Iran and urges the UN, EU and countries with diplomatic relations with Iran to react immediately to stop these executions.

The IHR spokesperson and director Mahmood Amiry-Moghaddam, said: “We demand the halt of all executions, especially public executions which are inhumane and humiliating, and promote violence in society, ”. IHR spokesperson emphasised, “At the first anniversary of the nationwide protests in Iran, we are concerned that the Iranian authorities will use more executions and terror to avoid new protests. Adequate and prompt international reactions can stop these executions”.

According to Iranian Students’ News Agency (ISNA), Siamak Eslaminia, Kourosh Gholizadeh and Foad Ghanemi were hanged in public at Payam square of Shiraz city.

All three were convicted to death on Moharebeh charge (waging war against God) for armed robbery. The first defendant was also accused of killing a policeman.

“Tens of children between 3 to 10 years old were among crowd along with their parents,” Islamic Republic News Agency (IRNA) reported.

UN human rights experts, including the former Special Rapporteur on the Situation of Human Rights in Iran, had previously drawn particular attention to continued reports of public executions. “a dehumanising effect on both the victim and those who witness the execution” and ultimately reinforced the “already cruel, inhuman and degrading nature of the death penalty,” UN experts said.
