    Ohio serial killer may be close to release from prison

    TOLEDO, Ohio - One of two brothers who admitted stalking, raping and killing young women during a string of eight murders in the 1980s is close to walking out of prison. A court hearing is scheduled for Thursday.

    Nathaniel Cook confessed to three murders in all with his older brother, the ringleader who's serving two life sentences, but he has a good chance of being freed after serving 20 years, in accordance with the terms of his original plea agreement.

    The victims' families and prosecutors agreed to a plea deal nearly two decades ago that called for Nathaniel Cook's eventual release this year in exchange for the brothers' confessions. It's now in a judge's hands to decide whether to uphold the agreement.

    For the families, the confessions gave them answers they long sought, but now they're hoping there's some way to block his release.

    "It's hard to think about it," said Mitch Balonek, whose 21-year-old sister Stacey was among the last victims killed by Anthony Cook in 1981. "I can't imagine anyone else, anywhere else getting out after being involved in those types of crimes."

    His family didn't know who killed his sister and her boyfriend until Anthony Cook admitted to police that he had abducted the couple, raped Stacey and beat them to death with a baseball bat.

    Nathaniel Cook, now 59, wasn't involved in either of those deaths, according to the brothers.

    His role in the murders began in 1980 when he shot their first victim and then took part in the next two killings, the pair told detectives.

    But for unexplained reasons Nathaniel Cook said he never killed again while his brother Anthony went on to kill five more people before he was arrested in just one of the killings in 1981 and sentenced to life in prison.

    Nathaniel Cook later said the two never discussed the other killings, and he tried to forget what they had done.

    "He had to know that was his brother's work when he heard about those other murders and didn't say anything or do anything," Balonek said. "He doesn't deserve to be out."

    According to reports by CBS affiliate WNCN, Lucas County prosecutors are pushing for Cook to be evaluated and classified as a sex offender.

    TOLEDO, Ohio – A man who confessed to a string of rapes and murders with his brother and now wants to be released from an Ohio prison is due back in court.

    Attorneys for Nathaniel Cook say a plea deal signed nearly 20 years ago forces the court to order his release this year. A judge plans to hold a hearing Thursday in Toledo, when she could decide whether to free Cook.

    The judge has ordered Cook to undergo evaluations, but she said last month that more information was needed before she could make a decision about his release.

    An agreement with prosecutors two decades ago forced Nathaniel Cook to admit he killed three people while his brother confessed to killing five others in the 1980s.

    His brother is serving two life sentences.

    Re-entry program helping serial killer Nathaniel Cook prepare for release from prison

    About every criminal released from prison has a tough go of it.

    Nathaniel Cook, who admitted to killing three people in 1980 and 1981 and served 20 years behind bars, may have a particularly difficult adjustment.

    “He's been gone for two decades,” said Willie Knighten, Jr., a volunteer with the Reentry Coalition of Northwest Ohio who served time in some of the same prisons Cook has. “So much changes within one to five years, let alone 20, so for him to come out here and try to re-acclimate himself without the right tools and resources, it may just set him back up to re-offend and end up back incarcerated.”

    With that in mind, the Reentry Coalition is reaching out to Cook, 59. Thomas Luettke, re-entry coordinator for the Criminal Justice Coordinating Council in Toledo, said the reason is simple.

    “We want to make sure our community is safe,” Mr. Luettke said. “If we can make him succeed, it will ensure our community will remain safe and that he remains law-abiding. We're always there to ensure people are successful so that they don't commit crimes, they don't victimize people, which ultimately leads them back to the institution.”

    The coalition is made up of professionals and volunteers from public agencies, nonprofits, and faith-based organizations that provide services to criminal offenders upon their release from prison.

    Lucas County Prosecutor Julia Bates said she encouraged Mr. Luettke to reach out to Cook, knowing that his release was imminent.

    “If this is going to happen, we have to do everything we can to make sure that nobody gets hurt,” Mrs. Bates said. “If they're willing to take this on and work with this guy, that can be nothing but good.”

    Under an unusual plea agreement signed in 2000 by Cook, the prosecutor's office, and now-retired Judge Charles Wittenberg, Cook and his older brother, Anthony Cook, agreed to admit to all of the homicides they committed in Lucas County. In return, Anthony would spend his life in prison; Nathaniel would be released after 20 years.

    While his attorneys filed for his release after his 20-year term was up on Feb. 13, Lucas County Common Pleas Judge Linda Jennings has so far declined to grant his release. She inherited the case from Judge Wittenberg.

    Cook's defense attorney Pete Rost said he is confident Cook will be released.

    “He will be a member of the community. You want him to be productive, and you want him to be compliant. Why wouldn't you help him?” Mr. Rost asked. “Ultimately, you want the community to be safe and, if he's compliant, it's assurance for everyone that things will be fine.”

    He called the Reentry Coalition “a safety valve for the community.”

    The coalition offers a “Going Home to Stay” program the first Wednesday of every month where released offenders can access services and referrals, but Mr. Luettke said it lacks the resources to reach out to every individual inmate as it's doing for Cook.

    Mr. Luettke has so far met with Cook three times at the Lucas County jail. They've talked about how he can get a copy of his birth certificate and Social Security card, how he can get a driver's license, look at employment training, and get a job.

    He said he and volunteers from the coalition plan to attend Cook's next court hearing at 2 p.m. Thursday.

    “The community has concerns — grave concerns — I think we all have concerns of him getting out,” Mr. Luettke said. “According to what I've seen, he should get out. That's the agreement, and I think this being such a high-profile case, we want to make sure he does succeed to prove to the community that although this terrible past is there, he has served his time [so that when] he's out, he's abiding by any restrictions he has. He's getting a job. He's paying taxes. He's going home. He's minding his own business.”

    TOLEDO, Ohio – An inmate who confessed to killing three people with his older brother during a string of murders in the 1980s will be released from prison under a decades-old plea deal, a judge ruled Thursday.

    Attorneys for Nathanial Cook said the court had no other choice but to release the 59-year-old now that he has completed serving 20 years in prison as part of an agreement with prosecutors and the victims' families.

    Lucas County Judge Linda Jennings told Cook that she reviewed all of her options, hoping to find a reason to keep him locked up. "Unfortunately, I found none," she said.

    Cook didn't offer a smile or any other reaction after learning he would be released. He'll be required to spend his first six months in a work-release program where he'll live in a dormitory.

    The judge also ordered Cook to wear an electronic monitor for a year and to register his address every 90 days because he's classified as a sexual predator.

    Nathaniel Cook and his older brother, Anthony Cook, admitted in 2000 they were behind nine killings, including a string of eight murders in 1980 and '81. They told of how they preyed on women walking alone and young couples in parked cars, raping the women before killing them.

    As part of the plea deal, Cook confessed to three murders while his brother admitted to killing five other people. Anthony Cook, who is serving two life sentences, already had been convicted in another killing.

    Families of the victims said the confessions from Cook brothers gave them needed answers, but they wrote letters asking the judge to keep Nathaniel Cook in prison or at least placed under strict controls if he's released.

    Many kept hope that investigators could link Nathaniel Cook to another crime, but they also knew this day was coming.

    "We've dreaded it, but we agreed to it," said Pam Henderson, whose brother was killed by Anthony Cook in 1981.

    Some said they were worried about what Cook could do once he's out.

    "I'm disappointed. He needs to be in prison for the rest of life," said Sandra Rollins, who was raped and nearly died after being stabbed by the Cook brothers in 1980. "I'm afraid for other people out there."

    The victims' families all agreed to the deal because it guaranteed that the brothers would be sent to prison and it gave them answers about who killed their loved ones.

    Both brothers admitted to detectives that they first abducted Rollins and tried to kill her after fatally shooting her boyfriend.

    Nathaniel Cook confessed that he and his brother were involved in two more killings. He said he strangled a woman they had abducted and that the pair then raped a 12-year-old girl and repeatedly hit her with a concrete block.

    Cook said that was the last murder he was involved with, even though his brother continued with the killings until he was arrested in 1981.

    Investigators long had suspected the Cook brothers were involved in the killings, but lacked evidence until 1998 when they finally tied them to one of the shooting deaths and rapes using blood samples and DNA evidence.

    The brothers offered to confess in exchange for a chance of parole for Nathaniel Cook.
