    Murder Suspect Claims “Carnival Mafia” Ordered Killing Of Kansas Couple

    LITTLE ROCK, Ark. (AP) — One of four carnival workers accused of dumping the bodies of a slain Kansas couple had ordered the killings while posing as a carnival mafia member, according to Arkansas police.

    Carnival workers Kimberly Younger, Michael Fowler, Rusty Frasier and Christine Tenney were charged this week in Crawford County Circuit Court. The charges include abuse of a corpse, theft by receiving and tampering with physical evidence in the deaths of Alfred "Sonny" Carpenter and Pauline Carpenter.

    Younger allegedly posed as a carnival mafia member named "Frank Zaitchik" and texted others last month to kill the Carpenters on the fairgrounds at Great Bend, Kansas, where the couple were vendors, according to
    Van Buren police. Detectives discovered Younger had a Facebook page in the name of Frank Zaitchik while examining her phone, according to police reports.

    Police said Fowler told investigators that Frasier stabbed Alfred Carpenter before Fowler shot him. Fowler then went into the couple's camper and shot Pauline Carpenter, according to police reports.

    Fowler told investigators that the killings were an initiation into the carnival mafia, police said. Zaitchik also told texted others to clean the inside of the camper and to dispose of the bodies, Fowler allegedly told investigators.

    The four suspects loaded the couple's bodies into the camper and dumped them in a creek bed north of Cedarville, according to police reports. Tenney's sister-in-law told authorities Tenney called and said she was kidnapped by three others who had murdered an elderly couple and that she's being held against her will, police said. Authorities found the suspects at an apartment complex.

    Younger, Fowler and Frasier are being held on $1 million bonds. Tenney is being held on $250,000 bond. All have pleaded not guilty.

    No charges had been filed in Kansas as of Wednesday, according to the Kansas attorney general's office. The Barton County sheriff's office, the Great Bend Police Department, and the Barton County attorney's office are conducting the investigation, according to the attorney general.

    First bills in carnival killings will arrive soon

    The filing of criminal charges in Barton County against the four Arkansas residents accused of murdering two vendors at the Barton County Fair may be weeks away, County Attorney Amy Mellor told commissioners Monday morning. But, the county will soon receive bills for investigative work done by Arkansas authorities.

    “Those will start to trickle in,” she said. There will be bills for the transfer of evidence and the autopsy costs from Crawford County, Ark., where the victims were found and the suspects were arrested.

    Mellor was referring to the deaths of Sonny and Pauline Carpenter of Wichita, who were probably killed on the night of July 14 at the Barton County Fair. Their bodies were found Monday, July 16, buried in a forest near Van Buren, Ark.

    Three suspects were arrested the next day in Van Buren and a fourth has since been charged, Mellor said. They remain in custody in Crawford County, and among the Arkansas charges are abuse of a corpse, theft and obstruction of law enforcement.

    Jailed are Michael Fowler, Rusty Frazier and Kimberly Younger, also known as Myrna Khan, and Christine Tenney.

    Charges pending


    Mellor told commissioners she met with Kansas Attorney General’s Office personnel on Sept. 7. “I wanted to get a timeline as to when charges would be filed (in Kansas). They said we are not at that point.”

    Mellor and the AG’s Office are jointly prosecuting the case.

    Last Thursday and Friday, Mellor, two assistant Kansas attorneys general and an agent from the Kansas Bureau of Investigation traveled to Arkansas. They viewed the burial site and other evidence in the case.

    “We were very impressed,” Mellor said of the investigators in Arkansas. “I think they are very competent.”

    The speedy trial requirements in Arkansas are more lenient than in Kansas, Mellor said. Starting at the arraignment, authorities have up to nine months to take a case to trial if a suspect is in custody (12 months if the suspect is not incarcerated).

    This is an issue because Mellor said Barton County doesn’t want to get caught missing the Kansas trial deadline. In Kansas, the speedy trial clock runs 150 days if the suspect is jailed (180 days if not) and starts at the arraignment, when pleas are entered.

    But, “we should be fine,” Mellor said. As of now, the suspects remain securely in jail on the Arkansas cases.

    Still, she is hoping to have local charges filed within six to eight weeks. This will depend in part on when her office receives reports from Crawford County and when evidence is transferred to the Great Bend Police Department.

    “We want to make sure we know all the facts when we file charges,” Mellor said. “We want to be ready to go to trial.”

    So, this may not be before the end of the year, she said.

    When this is done, the defendants will be extradited to Barton County.

    What to expect

    “There is just a lot I don’t know right now,” Mellor said. With two victims, four defendants and charges in two states, this is a complicated case that could take up to two years or more to complete.

    This will likely be a capital murder case, meaning prosecutors could seek the death penalty, Mellor said. The defendants will have either a local public defender or representation from the Kansas Death Penalty Defense Unit from the Board of Indigents’ Defense Services.

    There are deadlines for prosecuting the case. But, there can be extensions and continuances.

    This is where the costs will soar, she said. “It’s going to be significant.”

    There will be prisoner transfers, expenses for witnesses, investigative costs and other charges. These will string out until the case is resolved.

    “The (Barton) county is responsible for these cost,” Mellor said.

    GREAT BEND, Kan. The Kansas Attorney General Friday reports charges are filed against three people in connection with two July deaths in Barton County.

    Kansas AG Derek Schmidt filed criminal charges against Kimberly Younger, 52, McIntosh, Fla.; Michael Fowler, Jr., 54, Sarasota, Fla.; Rusty Frasier, 35, Aransas Pass, Tex.; Christine Tenney, 38, Santa Fe, Tex.; and Thomas Drake, 31, Van Buren, Ark. The charges are in connection with the deaths of Alfred “Sonny” Carpenter and Pauline Carpenter, both of Wichita, at the Barton County Fair in July.

    The charges were filed yesterday and arrest warrants executed today.

    The most serious charges against the individuals are as follows:

    GREAT BEND, Kan. – A Florida man has pleaded guilty in connection to the deaths of a couple who were killed at a Kansas fair after one suspect posed as a carnival mafia boss and ordered the killings.

    Michael Fowler Jr., of Sarasota, Florida, pleaded guilty Monday to first-degree murder and theft. He is among five people charged in the deaths of Alfred "Sonny" Carpenter and Pauline Carpenter of Wichita, whose bodies were found buried in shallow graves in Arkansas in July.

    As part of his plea deal, a capital murder charge was dropped against Fowler, The Great Bend Tribune reported.

    Prosecutors said the Carpenters were killed at the Barton County Fair, where they were vendors, and their bodies were taken to Arkansas and buried in a national forest near Van Buren.

    Fowler told investigators he believed the killings were an initiation into the carnival mafia. He admitted shooting the Carpenters, who were selling crafts, jewelry and other handmade items at the fair in Great Bend, Kansas, according to a probable cause affidavit released in July.

    He told Van Buren police that two other people were with him during the killings: Rusty Frasier, of Aransas Pass, Texas, and Kimberly Younger, of MacIntosh, Florida, also known as Myrna Khan. Frasier and Khan were also charged with capital murder in the deaths.

    After the couple's bodies were discovered, Younger posed as a carnival mafia boss named Frank Zaitchik and ordered the other suspects to kill the couple, according to investigators. Fowler said he shot the couple and said Frasier stabbed Alfred Carpenter.

    Investigators have said Younger made up the "carnival mafia."

    Authorities believe the carnival workers used the couple's recreational vehicle to drive the bodies 320 miles (515 kilometers) to Van Buren, Arkansas. Their bodies were found next to a creek outside the community of Natural Dam in the Ozark National Forest.

    Deputy Kansas Attorney General Vic Braden, who is prosecuting the case, said the Carpenters were killed because of "their vulnerability" and the suspects' desire to kill and to obtain the couple's possessions.

    Two other people — 38-year-old Christine Tenney, of Santa Fe, Texas, and 31-year-old Thomas Drake, of Van Buren, Arkansas — are charged with obstructing apprehension.

    Fowler's sentencing will be delayed pending the outcomes of the remaining cases.

    Texas man pleads guilty to two counts of first-degree murder

    Arkansas man pleads guilty obstructing apprehension

    Two men on Monday pleaded guilty to crimes in connection with the July 2018 deaths of Alfred “Sonny” Carpenter and Pauline Carpenter, both of Wichita, at last year’s Barton County Fair. Additional charges were dropped as the result of plea negotiations.

    Rusty Lee Frasier, 36, of Aransas Pass, Texas, pleaded guilty to two counts of first-degree premeditated murder in Barton County District Court. Thomas Donald Drake, 32, of Van Buren, Arkansas, pleaded guilty to one count of obstructing apprehension. District

    Judge Steve Johnson accepted the pleas in both cases after Assistant Attorney General Jessica Domme described what the state’s evidence would be if the cases went to juries.

    This brings to four the number of defendants who have entered guilty pleas in cases related to the murders.

    In May, Christine M. Tenney, 39, of La Marque, Texas, pleaded guilty to one count of aggravated robbery and one count of obstructing apprehension in the case. In March, Michael Fowler Jr., 54, of Sarasota, Florida, pleaded guilty to two counts of first-degree murder and one count of theft.

    Sentencing has not been scheduled in any of the cases.

    That leaves one pending case. Kimberly Younger, 52, of McIntosh, Florida, is charged with one count of capital murder, one count of conspiracy to commit murder and one count of criminal solicitation. The other defendants have agreed to cooperate with law enforcement and to testify truthfully if summoned to do so in the Younger case.

    Drake

    Drake’s plea was heard first Monday. Previously, he had received an evaluation from The Center in Great Bend which concluded he was not competent to stand trial; after that, the prosecution had gotten a second evaluation at Hays, where he was found competent. At Monday’s hearing, defense attorney Jane Isern said Drake was willing to accept the finding that he was competent and he was ready to waive his right to a preliminary hearing and enter a plea. He had been charged with three counts of obstructing apprehension, in regard to Younger, Fowler and Frasier, respectively. His plea was to the first count — obstructing in the apprehension of Younger — and the other counts were dismissed.

    A deputy in the courtroom released Drake’s right hand from the cuffs chained at his waist so he could sign the agreement.

    The charge is a Level 8 non-person felony with a possible sentence of seven to 23 months, depending on his prior criminal history. He could also be fined up to $100,000.

    Judge Johnson questioned Drake to be sure he understood his rights and what he was doing.

    “I understand, sir,” he said.

    Domme described the evidence and testimony the state was prepared to present to a jury:

    On June 14, 2018, Drake was working for a carnival here in Barton County. Around 3 a.m. he said he heard gunshots and Younger told him that Fowler and Frasier had “got the job done.” They called Tenney, who assisted in loading items into the Carpenters’ trailer. Drake was told to grab a trash bag, brush and bleach. He filled a water bottle from an outdoor faucet and took the water to where they were cleaning up blood. Then they all went to Arkansas together in the Carpenters’ vehicle.

    Frasier

    Frasier appeared with his attorney, Joe Shepak, and was asked similar questions about his understanding of his rights and whether he wanted to waive his right to a preliminary hearing.

    “Yes sir, I do so waive,” Frasier said. He entered guilty pleas to the first-degree murders of both of the Carpenters. The state dropped a charge of capital murder and four counts of conspiracy to commit premeditated murder.

    Shepak said Frasier had also been mentally evaluated. “He is able to read and write English,” Shepak said, adding his client “has some difficulty grasping some legal terms.” However, Shepak said he had spent several hours with Frasier going over his rights at the Rice County Jail where he is in custody. Although Frasier has been taking Zprexa for difficulty sleeping they had gone over the three-page plea agreement and his plea was made freely and voluntarily, his attorney said.

    It was noted that his pleas would be to off-the-grid crimes which could result in so-called “Hard 25,” “Hard 40” or “Hard 50” sentences and may include a fine of up to $500,000 on each count. Frasier must also register as a violent offender if he is ever released.

    “I understand,” he said.

    State’s evidence

    Domme again explained what the state was prepared to show if the case went to a jury trial. During the week of the 2018 Barton County Fair, Frasier was employed by Wagner Carnival.

    “Kimberly Younger had recruited and planned for him to kill someone,” Domme said. Younger later “determined it would be the Carpenters” and identified them as the intended victims. The victims were a Wichita couple who sold items at the fair. They were there with a truck, camper and cargo trailer.

    Domme said the evidence would show Younger “directed Frasier and Fowler of the best time to do it.” Alfred Carpenter was outside and his wife Pauline was sleeping in the camper when Frasier lay as a lookout. Fowler stabbed Mr. Carpenter in the chest with a knife and then shot him in the abdomen. He asked Frasier to assist as he dragged Mr. Carpenter into the camper and shot Mrs. Carpenter in the face and neck as she slept. Autopsy reports would show Alfred Carpenter died from the stabbing his wife from gunshot wounds, Domme said. Both victims were shot by a Ruger 9 mm pistol. The corpses were placed in the camper and taken to Arkansas.

    The cases were investigated by the Kansas Bureau of Investigation; Van Buren, Arkansas Police Department; and the Crawford County, Arkansas, Sheriff’s Office. Deputy Attorney General Vic Braden is also prosecuting the cases.

    A judge in Barton County has ordered a Florida woman to stand trial for capital murder in the killings of a Wichita couple who disappeared from a county fair.

    A preliminary hearing was completed Tuesday in Great Bend for 52-year-old Kimberly Younger of McIntosh, Florida. Two others, 54-year-old Michael Fowler of Sarasota, Florida, and 36-year-old Rusty Lee Frasier of Aransas Pass, Texas, have pleaded guilty to murder charges in the case.

    The three were charged in the murders of Alfred “Sonny” Carpenter and his wife Pauline. They were working as vendors at the Barton County Fair when they disappeared in July, 2018. Their bodies were later found in a shallow grave near Van Buren, Arkansas.

    Two other people were charged in the case. Thomas Donald Drake of Van Buren, Arkansas pleaded guilty to obstructing apprehension, and Christine Tenney of La Marque, Texas pleaded guilty to aggravated robbery and obstructing apprehension.

    The dates for arraignment and trial for Younger will be scheduled at a later time.

    GREAT BEND, Kan. (KWCH) The woman accused of leading the "carnival mafia" murders of a Wichita couple in July 2018 pleads not guilty in the case.

    Kimberly Younger has six charges against her, including capital murder, in the deaths of Alfred "Sonny" and Pauline Carpenter.

    Prosecutors say the Carpenters were working as vendors at the Barton County Fair when they were killed, driven to Arkansas and buried in a shallow grave.

    During Wednesday's arraignment in Great Bend, prosecutors took the death penalty off the table meaning Younger now faces life in prison with no chance of parole if convicted in the case.

    Other charges against her include first-degree premeditated murder, conspiracy to commit first-degree premeditated murder, solicitation to commit first-degree premeditated murder and felony theft.

    Along with the not guilty plea, Younger waived her right to a speedy trial (within 150 days of arraignment). She requested a trial in May or June of 2021 so possible out of state witnesses who work in the carnival industry can travel to Kansas. No date was set.

    The prosecution and defense have until May 6 to come up with the framework and timeline for the jury trial and will present it to the judge then set a date.

    Two other defendants in the case, Michael Fowler and Rusty Fraiser. pleaded guilty to two counts of first-degree murder.

    Status hearings for both men are scheduled for Friday.

    Investigators said one suspect posed as a carnival mafia boss and ordered the other suspects to kill the couple. Police have said the “carnival mafia” does not exist.

    Barton County District Court Judge Mike Keeley on Friday also sentenced Christine Tenney, 40, of La Marque, Texas, to 59 months for aggravated robbery and eight months for obstructing apprehension for her role in the deaths.

    Just my opinion but people charged with capital murder should not be allowed to cop a plea
