    A prisoner was hanged in Public at a square in the southern Iranian city of Kazerun.

    According to the Mizan News Agency, the prisoner was sentenced to death on kidnapping and rape charges. He was reportedly kidnapped and raped two 15-year old boys three years ago.

    This is the first reported case of the public executions in Iran in 2019.

    UN human rights experts, including the former Special Rapporteur on the Situation of Human Rights in Iran, had previously drawn particular attention to continued reports of public executions. “A dehumanising effect on both the victim and those who witness the execution” and ultimately reinforced the “already cruel, inhuman and degrading nature of the death penalty,” UN experts said.

    Iran Publicly Executes Three Men For Armed Robbery

    Iran on Sunday hanged 3 men sentenced to death for armed robbery, all of them executed in public in front of a crowd of onlookers, Iranian judiciary’s website Mizan reported.

    It took place on January 13, in the city of Yasuj, Kohgiluyeh and Boyer-Ahmad Province.

    The victims were identified by the state media as Keykavous Jamal Sirat, Rostam Rezaei, and Abdullah Johari.

    It followed Thursday’s hanging of a 31 year old man on sodomy charges in the southwestern city of Kazeroon.

    In August 2018, Iran hanged six men convicted of stealing 10kg of gold jewelry using cold weapons, according to the state media.

    Iran is the world’s leading executioner per capita, with many hangings carried out in public. At least 285 executions including 11 in public were carried out in the period spanning December 2017 to December 2018. The real numbers were likely to be much higher as use of capital punishment in Iran is often shrouded in secrecy.

    Most of those executed during the period in question were sentenced to death for smuggling, narcotics, and murder. However, human rights groups say capital punishment is not limited to violent crimes. Adultery, non-violent drug offenses, sodomy (consensual or otherwise), apostasy (conversion to another religion from Islam), insulting the Prophet Muhammad, and vague national security crimes like ‘sowing corruption on Earth’ are all punishable by death.

    International human rights organizations have repeatedly condemned Iran for its high rate of executions.

    The UN General Assembly in December 2018 approved a resolution criticizing Iran’s human rights record.

    The resolution had condemned the systematic violations of human rights and fundamental freedoms by the regime and the alarmingly high number of executions, as well as torture and cruel treatment in prisons.

    Iran: 17 Men Hanged in One Prison in One Week

    According to IHR sources inside Iran, 17 prisoners have been hanged for murder charges between January 2. and 9. at the Rajai Shahr prison of Karaj (West of Tehran).

    According to the IHR sources, on the morning of Wednesday, January 9, 2019, at least 12 prisoners were executed at Karaj city’s Rajai Shahr prison for murder charges. Three of the prisoners were identified as “Mohsen Rezaei" from ward 1, "Reza Farmanjou" from ward 6, and "Baratali Rahimi" from ward 10 of the prison.”

    Mohsen Rezaei was sentenced to death for killing his wife. According to a close friend of Mohsen Rezaei, he had always emphasized that he was innocent and his confessions were extracted after one year of torture.

    Of note, on January 2, five other prisoners were secretly executed for murder charges at the same prison. None of the prisoners have been identified by name yet and the Iranian authorities have not announced these executions so far.

    IHR has previously received many reports regarding the use of torture to extract confessions in Iran. In many cases, prisoners are sentenced to death only based on their own confessions. In 2013, Iranian media wrote about a death row prisoner who was proved to be innocent 48 hours before the execution. When he was asked why he had confessed to a murder he didn't commit, he said: "I was beaten so much that I thought if I don't confess to the murder I will die as a result of the beating".

    According to the Iran Human Rights statistic department, the majority of executions in 2018 were for murder charges.

    According to the Iranian Islamic Penal Code (IPC) murder is punishable by qisas which means “retribution in kind” or retaliation. In this way, the State effectively puts the responsibility of the death sentence for murder on the shoulders of the victim’s family. In qisas cases, the plaintiff has the possibility to forgive or demand diya (blood money). In many cases, the victim's family are encouraged to put the rope is around the prisoner's neck and even carry out the actual execution by pulling off the chair the prisoner is standing on.

    Man Hanged in Northern Iran

    A prisoner was hanged for murder charges in Northern Iranian province of Mazandaran on Wednesday.

    According to the Islamic Republic News Agency (IRNA), on the morning of January 16, 2019, a 29 years old prisoner was hanged for murder charges.

    He had reportedly murdered a person during a robbery in Moziraj District of Babol city, northern Iran, on September 21, 2012.

    “His execution was scheduled two weeks ago. However, he got another two weeks in order try to win the consent of the plaintiffs,” head of Babol judiciary courthouse, Fazlollah Vakili Rad, said.

    According to the Iranian Islamic Penal Code (IPC) murder is punishable by qisas which means “retribution in kind” or retaliation. In this way, the State effectively puts the responsibility of the death sentence for murder on the shoulders of the victim’s family. In qisas cases, the plaintiff has the possibility to forgive or demand diya ( blood money).     IRNA has not mentioned the exact place of the execution. However, it seems the execution was carried out at Babol Prison.

    According to Iran Human Rights annual report on the death penalty, 240 of the 517 execution sentences in 2017 were implemented due to murder charges. There is a lack of a classification of murder by degree in Iran which results in issuing a death sentence for any kind of murder regardless of intensity and intent.

    A man was hanged by Iran Thursday, January 10, in the southwestern city of Kazeroon, the state-run ISNA news agency reported.

    The 31-year old man who had not been identified by the state media was hanged after being found guilty of charges related to sodomy.

    He was sentenced to death by Branch 4 of a provincial Penal Court after being charged with “lavat” – sexual intercourse between two men.

    Branch 42 of the Supreme Court upheld the sentence later.

    ISNA said the man was also convicted of “kidnapping.”

    A prisoner was hanged in Public at a square in Falavarjan City, Isfahan Province, in Iran. He was sentenced to death for murder and rape charges.

    According to the Iranian website Mashregh News, Mohammad Javad Shams was executed on Tuesday, January 15, for murdering a five years old girl. Mohammad Javad Shams was arrested last October for kidnapping and murdering Melika, 5, during an ill-fated drug dealing. He was reportedly kidnapped Melika along with her brother and sister, killed Melika and raped her elder sister, Maryam.

    His death sentence has been carried out just four months after his arrest, and it is unknown that he had a fair trial or not.

    Pictures published by the Iranian media show several children among the crowd watching the execution.

    According to the head of Isfahan Province Judiciary Courthouse, the defendant was “convicted to qisas (retribution in kind) for murdering Melika, sentenced to death for raping (Melika’s elder sister), 20 years of imprisonment for kidnapping, 7 years for intentional injuring, 4 years for illegal deprivation of Melika and her siblings' freedom, 9 months for child abuse, and paying compensation (Diya) to the plaintiffs.”

    Iran Executions: Man Hanged at Ahvaz Prison

    A prisoner was executed at Sepidar Prison in the Iranian southern city of Ahvaz (Ahwaz).

    According to IHR sources, on the morning of Tuesday, January 22, 2019, a man identified as Rahman Jasemi Zargani was executed at Sepidar (also known as Qods) prison in Ahvaz.

    Rahman was married with two children. He was arrested for murdering one of his relatives 9 years ago.

    Karim Dahimi, an Ahvazi human rights activist, told IHR, “Rahman unintentionally killed his cousin who was also his wife’s brother. Elder members of their family tried to win the consent of plaintiffs for 9 years, but they failed to do so and the verdict was carried out.”

    Iran Execution: Man hanged at Tabas Prison

    A prisoner was hanged yesterday at the prison of Tabas, South Khorasan Province, Iran.

    According to Islamic Republic News Agency (IRNA), on the morning of Thursday, January 24, at Tabas central prison. He was arrested in the summer of 2017 for murdering two people.

    Ebrahim Ramezani, the judge of South Khorasan first branch criminal court, said: “the man was a young worker who killed the employer and his wife.” However, the identity of the executed prisoner was not revealed in the report.

    According to Iran Human Rights annual report on the death penalty, 240 of the 517 execution sentences in 2017 were implemented due to murder charges.     Iran secretly executes two minor boys over rape

    Iran secretly executed two boys under the age of 18 over multiple charges of rape, Amnesty International reported as it condemned the country's "utter disdain for international law and childrens' rights".

    Cousins Mehdi Sohrabifar and Amin Sedaghat, who were arrested at the age of 15 and convicted following an "unfair trail", were executed on Thursday in the southern city of Shiraz, according to the UK-based rights group.

    The teenagers had lash marks on their bodies, showing signs they had been flogged before the executions, Amnesty said on Monday.

    "The Iranian authorities have once again proved that they are sickeningly prepared to put children to death, in flagrant disregard of international law," said Philip Luther, Amnesty's Middle East and North Africa director, in a statement.

    "It seems they cruelly kept these two boys in the dark about their death sentences for two years, flogged them in the final moments of their lives, and then carried out their executions in secret," he added.

    Since 2017, the pair had been kept in a juvenile correction centre and were transferred to the Adelabad prison in Shiraz a day before the execution.

    Their families were granted a visit on Wednesday, but not informed about the death penalty, Amnesty said.

    Top executioner for children
    Iran is the second most prolific executioner in the world after China, where thousands are believed to be put to death annually.

    It is also the top executioner of children in the world, figures by Amnesty show.

    Between 1990 and 2018, Amnesty recorded the executions of 97 prisoners who were convicted as minors.

    At least 253 people, including seven under the age of 18 at the time of the crime, were executed in the country last year, according to Amnesty's annual report, published this month.

    Meanwhile, more than 90 minors remained on death row, the rights group documented.

    "We have identified a trend in which Iran's authorities are carrying out executions of juvenile offenders in secret and without giving advance notice to the families, seemingly in a deliberate attempt to avoid global outrage," said Luther.

    "This makes it all the more important for influential international actors such as the European Union to increase their diplomatic and public interventions to pressure Iran to end the use of the death penalty against juvenile offenders."

    Iran's executions come after outrage over the beheadings of 37 men, mostly of the Shia-Muslim minority sect, in Saudi Arabia over "terrorism" related crimes.

    The UN human rights chief said at least three of those killed were minors at the time of their sentencing.
