    Houston police sergeant fatally shot responding to domestic violence call; suspect in custody


    A Houston police officer was shot and killed while responding to a domestic violence situation on Saturday afternoon.

    The officer, identified at Sgt. Christopher Brewster, 32, was taken to Memorial Hermann Hospital, where he was pronounced dead, police said.

    The shooting took place after a woman called 911 to say her boyfriend, who was armed with two guns, was assaulting her, according to Houston Police Chief Art Acevedo. Brewster responded to the home, but the couple was no longer there. He continued searching for them, finding them in an alley nearby and exiting his vehicle, when he came under fire from the man, Acevedo said.

    Despite being shot multiple times and mortally wounded, Brewster managed to radio the suspect's location and description, leading to his arrest by responding officers.

    Brewster was pronounced dead at about 6:30 p.m. local time, less than an hour after responding to the scene. Acevedo initially said Brewster was not wearing a bulletproof vest, but later updated that he was wearing it.

    "This is a tough evening," Houston Mayor Sylvester Turner said at a press conference outside the hospital Saturday night. "Every single day our police officers show up, they come to work ... not knowing what they are gonna face. I want to be very mindful of the service Chris gave to the city."

    Acevedo identified the alleged shooter as Arturo Solis, 25, and said he has a criminal history, including assault causing bodily injury of a family member in 2015. A semi-automatic pistol was recovered in the possession of Solis when he was taken into custody. A second weapon allegedly belonging to Solis was also later found.

    In addition to the assault charge, to which he pleaded guilty, Solis has been convicted of criminal mischief and harassment and pleaded guilty to evading arrest and burglary of a vehicle -- all since 2014.

    The woman who called police was uninjured, police said.

    Brewster had served with Houston police since 2010 and was promoted to sergeant just nine months ago. He is survived by his wife, parents and a brother.

    "In the days to come, in the years to come, we will honor his service to the city of Houston," Turner said.

    The incident was caught on body-worn camera, Acevedo said.

    He is the 44th officer to be fatally shot this year, according to the Officer Down Memorial Page, which tracks information on police line-of-duty deaths.

    He's the 13th law enforcement officer to be killed in the line of duty in Texas this year -- the most of any state.

    He is the first Houston Police Department member to die in the line of duty since Sgt. Steve Albert Perez drowned while working during Hurricane Harvey in August 2017. Two Harris County sheriff's deputies -- which includes the city of Houston -- died this year: Sandeep Singh Dhaliwal, who was shot and killed, and Omar Diaz, who died of a medical emergency while responding to a stabbing incident.

    'He's going to have pay for what he did': Father of alleged cop killer Arturo Solis speaks out

    Roberto Solis was in disbelief Sunday morning that his son would have shot a police officer.

    As he stood in the front yard of his southeast Houston home, he gazed at photos of Arturo with his stepdaughter on an old camera. Arturo also has a son and 11 siblings, his dad said.

    The 25-year-old had been partially raised by an uncle, and showed signs of schizophrenia and depression in his teens, his father said.

    Arturo had been experiencing some problems with two girlfriends in his life, Roberto Solis said, and had not been taking prescribed medication.

    “He’s going to have to pay for what he did,” Roberto Solis said. “But it wasn’t him. It was his mind.”

    Arturo had previously threatened his father and brothers, but it was “all talk,” the elder Solis said.

    The firearms didn’t show up in Arturo Solis’ life until someone recently broke into his home down the street from Roberto Solis’ house. After the robbers took a TV and cash from the home, Arturo Solis armed himself, his father said.

    “He wasn’t a bad person,” Roberto Solis said. “A bunch of people didn’t treat him right.”

    No bond for suspect in officer's death, mental illness cited

    HOUSTON (AP) — Attorneys for a man accused of fatally shooting a Houston officer said Monday that their client has a history of mental illness, as a judge ordered him to remain jailed without bond.

    Arturo Solis, dressed in yellow jail clothing, said nothing during a short court hearing before state District Judge Danilo Lacayo. Solis is charged with capital murder in the shooting death Saturday of Sgt. Christopher Brewster.

    Anthony Osso, one of Solis’ court-appointed attorneys, told reporters afterward that Solis cried during the hearing. Osso described Solis as quiet and said he didn’t appear to be an assertive individual.

    Osso said Solis had been diagnosed as mentally ill when he was in the juvenile system, but he was still learning some of the specific details about his history with mental illness.

    “We always ask that the public wait to hear all the facts in the case,” Osso said. “We’ve lost an officer, and that’s difficult for everybody. We as a society don’t like to see this kind of violence occur. I think facts will come out about Mr. Solis in the future and we’ll just see how it plays out.”

    Solis' father, Roberto Solis, told the Houston Chronicle his son showed signs of mental illness as a teenager and had armed himself recently after someone broke into his home.

    John Brewer, one of the prosecutors handling the case for the Harris County District Attorney’s Office, said he was not aware of any mental illnesses in Solis’ history. Solis has several prior misdemeanor arrests, including for assault of a family member and burglary of a vehicle.

    Brewer said the 32-year-old officer’s fatal shooting has been “devastating.”

    “All we can try to do is say a prayer for the family, keep them in our hearts and our minds and see that justice is done,” Brewer said.

    Police officials said that Brewster was shot just before 6 p.m. Saturday as he was responding to a domestic violence report.

    Police received a call from a female victim who said her boyfriend was assaulting her and that he was armed with two firearms. Police didn't find the couple at the provided address, but Brewster spotted them three streets away on Houston's east side.

    According to a probable cause affidavit read in court Monday, Brewster got out of his vehicle and saw the woman pointing in the direction of Solis.

    “The officer, according to the defendant, had both hands up, waving to the defendant as if to say hi,” Brewer said. “The officer did not have his weapon out, did not shoot at the defendant. At that time, the defendant pulled his gun and emptied his gun at or into the victim.”

    Solis fled on foot but was captured a short time later at a nearby elementary school. Police recovered both handguns that Solis had, one by the scene of the shooting and the other at the school.

    Solis apparently made several statements after his arrest inquiring about Brewster, saying “something along the lines of, ‘Is he OK?’” according to the affidavit.

    Solis also told police after his arrest that if people had come outside when he was fleeing, “he may have chosen to shoot them as well,” according to the affidavit.

    Solis’ next court hearing is set for February 12, 2020.

    Fatally wounded Texas officer may have been struck by vest-penetrating bullet

    A Texas police officer who was killed while responding to a domestic violence call may have been struck by a bullet that penetrated his ballistic vest, authorities said Monday.

    Houston Police Chief Art Acevedo made the disclosure about Sgt. Christopher Brewster’s killing Saturday in a note to officers, just hours after he denounced Republican Senators who he said have not reauthorized the Violence Against Women Act.

    Acevedo also berated pro-gun advocates who oppose new provisions in the law.

    The act, which was first signed into law by then-President Bill Clinton in 1994, intended to aid in the investigation and prosecution of domestic violence cases.

    After the law expired earlier this year, the House passed a five-year extension, though most Republican lawmakers opposed it.

    Among the reauthorization’s new provisions is the so-called boyfriend loophole, which bans people convicted of stalking or abusing a partner from buying a gun. The provision is opposed by the National Rifle Association.

    The group, which urged Republicans to vote against it, said pro-gun control activists and lawmakers were using the law “as a smokescreen to push their” agenda and trivialize “the serious issue of domestic violence.”

    Speaking to reporters before Brewster’s body was taken to a funeral home, Acevedo referenced the provision, attributing opposition in the Senate to the NRA.

    HOUSTON (KIAH) — The gunman who fatally shot Houston Police Sgt. Christopher Brewster has been sentenced to life in prison without the possibility of parole, Harris County District Attorney Kim Ogg announced on Monday.

    Arturo Solis, 27, pleaded guilty to capital murder for the Dec. 7, 2019 slaying in Houston’s East End.

    “Sgt. Brewster’s family’s wishes were taken into consideration, and this defendant will spend every day for the rest of his life in prison,” Ogg said. “Our community will be forever be safe from this selfish coward, who senselessly murdered a police sergeant.”

    Sgt. Brewster was responding to a domestic-violence disturbance, when he got out of his police vehicle and was shot by Solis, who later said he feared being arrested.

    The case was prosecuted by Assistant District Attorneys Casey Little, John Brewer and Ryan Trask.
