Attorney General Roles in Interstate Compact Agreement

Hello can some help me please , does anyone know what role the Attorneys General's Office or the Assistant Attorney General of a state plays in the interstate compact agreement when an inmate is transferred from one state to another? Are the negotiations between the respective Prisons involving the Attorney General's Offices or just the Prisons?

    Thanks
