    PADUCAH — As the rain falls on Harrison Street, flowers are being left on the front steps of the white house on the corner, where Carrie D. "C.D." McCord was tragically murdered.

    Paducah police believe Kelvin Richardson is the person who shot and killed McCord in her back yard on Tuesday. Police say Richardson got out of prison little over a year ago, and McCord was helping him get used to life outside.

    Police say Richardson began causing problems for McCord in March, and she got an interpersonal protective order to keep him away from her.

    Around 1:30 p.m. Tuesday, police say Richardson confronted McCord on her back porch. That confrontation led to her death.

    "This is what we fear most in the work that we do every day," says Merryman House Director Mary Foley.

    Foley deals with situations like this on a regular basis. She says protective orders are important for victims, but in this case, it didn't provide full protection.

    "Those orders, unfortunately, are not shields. They cannot absolutely protect an individual from being harmed is what we see here, but they certainly are a critical step," says Foley.

    McCord had a career in education, and taught in many different local school districts. She most recently was a special education teacher with McCracken County Schools.

    "She truly was someone who cared about others and always saw the good in everybody," says McCracken County Schools Superintendent Steve Carter.

    Carter knew McCord well. In addition to recently working with her in McCracken County, he also worked with her many years ago at Crittenden County Schools.

    "She was always wanting to, you know, help somebody else out, and again always had a smile on her face, and was always willing to go above and beyond and, you know, just loved people," says Carter.

    Richardson was arrested by Paducah police on Tuesday after running away from officers. He is charged with murder, fleeing or evading police, possession of a handgun by a convicted felon, and violation of an interpersonal protective order. Richardson is scheduled to be arraigned at 11 a.m. on Friday, May 15, in McCracken County.

    Ky. Commonwealth seeks death penalty for Paducah man accused of killing special education teacher

    PADUCAH, Ky. (KFVS) - The Commonwealth filed to seek the death penalty for a man accused of shooting and killing a special education teacher.

    Kelvin Richardson is accused of killing 56-year-old Carrie D. "CD" McCord.

    McCord had a protective order against Richardson at the time of the shooting.

    The Commonwealth’s attorney filed it in June and is seeking the death penalty, and/or life without probation or parole, and/or life without probation or parole until he has served a minimum of 25 years of his sentence.

    Kelvin Richardson pleads guilty to murder of special education teacher C.D. McCord

    MCCRACKEN COUNTY, KY — The man accused of shooting and killing a McCracken County special education teacher in 2020 pleaded guilty to her murder Tuesday.

    Kelvin Richardson's guilty plea was accepted in McCracken County Circuit Court Tuesday afternoon, Commonwealth's Attorney Dan Boaz says.

    Mills said Richardson accepted a sentence of life without the possibility of parole on Tuesday.

    "Short of actually being executed, that's as severe a sentence as you'll get," Boaz says.

    The teacher, Carrie D. McCord, was shot and killed in her back yard in May of 2020. Police have said Richardson was released from prison a little over a year before the shooting. Officers said McCord was helping Richardson get used to life outside prison, but she later got an interpersonal protective order against him, in an effort to keep him away from her and her home.

    McCord taught in many local school districts. At the time of her death, she'd most recently worked for McCracken County Schools. She'd also taught in Crittenden County Schools and Paducah Public Schools.

    "Ms. McCord was beloved in this community. Her work as a special education teacher touched a lot of lives, and what happened to her is awful and tragic," Assistant McCracken County Commonwealth's Attorney Jamie Mills says.

    Boaz says his office was negotiating with Richardson's lawyers out of the Frankfort public defender's office, as well as getting input from McCord's family.

    "They felt like life without the possibility of parole would keep the community safe, and they felt like that was an appropriate resolution to the case," Boaz says.

    While the case is going in favor of the Commonwealth's Attorney's office, Mills says it doesn't change how horrible the loss of life is.

    "You never walk away from a situation like this feeling good," Mills says. "It's tragic and you just hope that the family can heal and move on."

    The C.D. McCord Memorial Scholarship for Paducah Tilghman High School graduates was created in her memory.

    MCCRACKEN COUNTY, KY — Kelvin Richardson was sentenced Wednesday to life in prison without the possibility of parole in the 2020 killing of local special education teacher Carrie D. McCord.

    McCord, who was also called C.D. McCord, was shot and killed in the back yard of her home in May of 2020. Police have said McCord was helping Richardson after he was released from prison. She was helping him with his reentry into society, but she later obtained an interpersonal protective order against him to try to keep him away from her home.

    In March of this year, Richardson pleaded guilty to murder in McCord's death. "Short of actually being executed, that's as severe a sentence as you'll get," McCracken County Commonwealth's Attorney Dan Boaz said in March, regarding the life sentence Richardson would receive.

    McCord taught in many local school districts. She'd most recently worked for McCracken County Public Schools, and she'd previously taught in the Crittenden County and Paducah school systems.
