Bowie has sentenced a single person to death and executed one in the past 10 years so no the county itself isn't good.
"There is a point in the history of a society when it becomes so pathologically soft and tender that among other things it sides even with those who harm it, criminals, and does this quite seriously and honestly. Punishing somehow seems unfair to it, and it is certain that imagining ‘punishment’ and ‘being supposed to punish’ hurts it, arouses fear in it." Friedrich Nietzsche

It's also a small volume County. Sometimes those counties are very aggressive with the few inmates they have. Just look at recent such cases - Wardlow (Titus), Runnels (Potter), King (Jasper), Soliz (Johnson), and Acker (Hopkins) are some recent executions off the top of my head.
Don't ask questions, just consume product and then get excited for next products.

"They will hurt you. They will hurt your grandma, these people. The root cause of this is there's no discipline in the homes, they don't go to school, you know, they live off the government, no personal accountability, and they just beat people up for no reason, and it's disgusting." - Former Hamilton County Prosecutor Joe Deters

And once again no ruling in today’s orders. SCOTUS is really starting to tick me off in this case.

Speer is under Bowie County, same as his PIC Canales. Speer was never given the death penalty for the murder he committed in Harris County.

Execution date set for man convicted of killing Bowie County inmate

    By Luke Whitney
    KETK

BOWIE COUNTY, Texas – A man on death row for killing an inmate while serving his original 15-year sentence now has an execution date set for early 2023.

Anibal Canales, Jr., 58, has spent nearly 22 years on death row after being convicted for strangling and killing an inmate in his cell at the Telford Unit in Bowie County. Canales has spent most of his time in prison since the early 1980s for various crimes, including multiple probation and parole violations.

On July 11, 1997, Canales was part of a group of inmates that strangled a 47-year-old inmate in his cell that ended up killing the man.

At the time, he was serving a 15 year sentence for a sexual assault conviction, but this incident landed him on death row in late 2000.

His execution date is now scheduled for March 29, 2023.

Bowie County DA agreed to withdraw Anibal Canales' execution date in order to give more time to Canales' counsels to prepare a new application for writ of habeas corpus.
