    Iran executes four Ahvazi Arab political prisoners

    Iranian authorities on Sunday executed four political prisoners from Iran’s Ahvazi Arab minority.

    The political prisoners, Naser Khafajian, Ali Khasraji, Hossein Silawi and Jasem Heidary were executed at Sepidar prison of Ahvaz, capital of Khuzestan Province.

    Ahvaz Intelligence Ministry agents contacted the families, instructing them to the Ahvaz’s Chaharshir Square. Intelligence agents blindfolded the families and transferred them to Sepidar Prison, where they visited their loved ones for half an hour.

    The families of the four Ahvazi Arab political prisoners said that they brought their children to visit with handcuffs and shackles. The political prisoners told their families that they were going to be executed.

    However, the authorities told them that they were not going to be executed and that they would be transferred to Sheiban Prison.

    Their families were waiting outside the prison for half an hour, when they saw the executed bodies of the prisoners being carried out. Prison authorities then confirmed the execution had taken place.

    The Ahvazi Arab political prisoners, Ali Khasraji, Hossein Silawi and Jasem Heidary, sewed their lips together and went on hunger strike in January 2021 in Sheiban prison in Ahvaz, Khuzestan province, in protest at their prison conditions, denial of family visits, and the ongoing threat of execution. The fourth Ahvazi Arab prisoner, Naser Khafajian, had been forcibly disappeared since April 2020.

    Another Ahvazi Arab prisoner Ali Motairi was on hunger strike when he was executed on January 28, 2021. He was also sentenced to death despite serious due process violations, including allegations of torture and forced “confessions”. Ali Motairi’s family were not notified or granted the right to visit him for the last time.

    Naser Khafajian, Ali Khasraji and Hossein Silawi were sentenced to death by a Revolutionary Court in Ahvaz in connection with an armed attack on a police station in Ahvaz on 14 May 2017 that resulted in the death of two law enforcement officials.

    They were held for months in solitary confinement in a ministry of intelligence detention centre in Ahvaz without access to their families and lawyers. According to informed sources, they were subjected to torture and other ill-treatment, resulting in their ribs or hands being broken.

    Security and intelligence officials tortured them to make confessions, which were broadcast shortly after their arrests in May 2017 and then used by the court to convict them.

    The men were not allowed to appoint a lawyer of their choosing. In April 2020, they were forcibly disappeared after being transferred to an undisclosed location. Hossein Silawi and Ali Khasraji were returned to Sheiban prison around November 2020.

    An eyewitness who saw Ali Khasraji and and Hossein Silawi in quarantine at the Sheiban prison at the time of their arrest said, “Hossein and Ali were severely injured at the time of their arrest. Each of them was shot several times. Hossein was taken to prison directly from his hospital bed and was tortured. He had no elbow in one hand due to the severity of the bullet wounds he has sustained, so his arm was attached to his wrist with a metal rod and he was in a very painful condition… For nearly two or three months, the two political prisoners were held in a small cell with their wounds infected and were not cared for, so that the stench of blood and their infection bothered others.”

    Jasem Heidary was arrested in December 2017, after returning to Iran from Austria, where he had refugee status. He was detained in Tehran and transferred to Evin Prison.

    Jasem, 31, was tortured and beaten by prison authorities and was forced into making “confessions” against himself. Due to the severity of the tortures, he was confined to a wheelchair for some time. In March 2018, Jasem was transferred to Ahvaz. His mother, Marzieh Heidary was also detained in March to increase pressure on Jasem.

    The Ahvaz Revolutionary Court sentenced Jasem to death for “cooperation with opposition groups” in November 2020, which was confirmed by the Supreme Court. Jasem was arrested for the first time when he was 17 years old and had served a seven-year prison term.

    Iran Human Rights Monitor strongly condemns the executions of the four Ahvazi Arab political prisoners and once again urges the United Nations Security Council, the UN Secretary-General, the UN High Commissioner for human rights as well as the UN Human Rights Council, and the European Union, to take urgent actions to save the lives of death row prisoners, especially political prisoners. It also reiterates the need for an international fact-finding mission to visit Iranian prisons and visits prisoners. The case of human rights violations in Iran must be referred to the UN Security Council, and the regime’s leaders must be brought to justice for four decades of crimes against humanity.

    Prisoner Ahmad Samiei Executed in Rasht, Iran

    Ahmad Samiei, a prisoner sentenced to qisas (retribution-in-kind) for murder, has been executed in Rasht Central Prison.

    According to Iran Human Rights, a male prisoner was executed at Rasht Central Prison in the early hours of this morning. The prisoner’s identity has been established as 50-year-old Ahmad Samiei.

    “Ahmad Samiei had injured another man in a fight. The two reconciled at the police station and agreed not to pursue charges against each other. But the victim’s wounds became infected a few days later and he passed away in prison. His family then made a complaint against Ahmad and the court sentenced him to qisas, which was carried out today,” an informed source told IHR.

    At the time of writing, Ahmad Rafiei’s execution has not been reported by domestic media or officials in Iran.

    As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent and the circumstances.

    Prisoner Farhad Abdullahnejad Executed in Isfahan

    A prisoner sentenced to qisas (retribution-in-kind) on murder charges has been executed in Dastgard Prison in Isfahan.

    According to Iran Human Rights, a male prisoner was executed in the early hours of March 3, in Dastgard Prison, Isfahan. The prisoner, identified as Farhad Abdullahnejad, was a Kashan native and had been sentenced to qisas (retribution-in-kind) on murder charges.

    Speaking to IHR, an informed source said: "Farhad was arrested on murder charges around five years ago. He had been transferred to solitary confinement in preparation for his execution seven months ago but he was returned to his cell after he managed to obtain an extension, but he was unable to change his victim’s family’s mind in that period.”

    At the time of writing, Farhad’s execution has not been reported by domestic media or officials in Iran.

    As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent and the circumstances.

    Prisoner Ahmad Araji Executed in Arak

    A prisoner sentenced to qisas (retribution-in-kind) for murder has been executed in Arak Central Prison.

    According to Iran Human Rights, a male prisoner was executed in the early hours of February 26, in Arak Central Prison. The prisoner, identified as Ahmad Araji, had been sentenced to qisas (retribution-in-kind) on murder charges.

    The murder he was accused of committing had taken place during a street fight four years ago.

    At the time of writing, Ahmad Araji’s execution has not been reported by domestic media or officials in Iran.

    As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent and the circumstances.

    Prisoner Fatah Hosseini Executed in Noshahr Prison

    A prisoner sentenced to qisas (retribution-in-kind) for murder has been executed in Noshahr Prison.

    According to Iran Human Rights, a male prisoner was executed in the early hours of March 2, in Arak Central Prison. The prisoner whose identity has been established as Fatah Hosseini, had been sentenced to qisas (retribution-in-kind) on murder charges.

    According to informed sources, Fatah Hosseini was sentenced to death for a murder he was accused of committing about 10 years ago.

    At the time of writing, Fatah Hosseini’s execution has not been reported by domestic media or officials in Iran.

    As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent and the circumstances.

    Prisoner Hamed Mostafaei Executed in Arak

    IHR previously reported the execution of Ahmad Araji in Arak. New information reveals that another prisoner, Hamed Mostafaei, was also executed on drug-related charges in Arak Central Prison that day.

    Iran Human Rights had previously reported the execution of Ahmad Araji, who was sentenced to qisas (retribution-in-kind) on murder charges on February 26, at Arak Central Prison.

    Newly obtained information revealed that at least one other prisoner, Hamed Mostafaei, was executed on drug-related charges at the prison that day.

    “Hamed Mostafaei was from the village of Choghasaeedeh on the outskirts of Harsin city in Kermanshah province and was arrested on charges of carrying 5 kilograms of heroin near Arak. He had been married for just a week when he was arrested.”

    At the time of writing, neither execution has been reported by domestic media or officials in Iran.

    There has been a dramatic drop in drug-related executions since a new article was added to the Anti-Drugs Law around three years ago. The amendment, which was passed into law in 2017, specifically restricts the death penalty and provides a degree of reduction in some drug-related cases.

    64 Year-Old Man Executed in Yasuj, Iran

    A 64 year-old man sentenced to qisas (retribution-in-kind) for murder, has been executed at Yasuj Central Prison.

    According to Asre Iran, a 64 year-old man was executed in the early hours of this morning, March 7, at Yasuj Central Prison. The unnamed prisoner was sentenced to qisas (retribution-in-kind) for murder.

    The 64-year-old man, who was a teacher in Yasuj before his arrest, was accused of killing his second wife and brother-in-law with a gun in a village in Boyer-Ahmad.

    As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent and the circumstances.

    Prisoner Nasser Valizadeh Executed in Urmia, Iran

    A man sentenced to qisas (retribution-in-kind) for murder, has been executed at Urmia Central Prison.

    According to Iran Human Rights, a male prisoner was executed in Urmia Central Prison in the early hours of this morning, March 14. His identity has been established as 32 year-old Bukan native, Nasser Valizadeh, who was sentenced to qisas (retribution-in-kind) for murder.

    Nasser Valizadeh was transferred to solitary confinement in preparation for his execution from Wards 1 and 2 of Urmia Central Prison.

    At the time of writing, Nasser Valizadeh’s execution has not been reported by domestic media or officials in Iran.

    Prisoner Arash Varesi Executed in Zanjan; Fate of Brother Unknown

    Two brothers named Arash and Nejat Varesi who had been sentenced to qisas (retribution-in-kind) for murder, were sent to the gallows in Zanjan Central Prison and at least one of them was executed.

    According to Iran Human Rights, at least one male prisoner was executed in Zanjan Central Prison on the morning of March 14. The prisoner whose identity has been established as 35 year-old Bijar native, Arash Varesi, who had been sentenced to qisas (retribution-in-kind) for murder.

    Arash Varesi and his brother, Nejat, 31, were transferred to solitary confinement in preparation for their executions on March 12. They had their last visit with their family at 3pm that afternoon.

    An informed source told IHR: “Arash and Nejat were arrested on murder charges in 2010. While they were trying to prepare their sister’s dowry, they got into a fight with someone who owed them 8 million Tomans and killed him with a stone. They executed Arash on Sunday morning. But they kept Nejat, it’s not clear what fate awaits him.”

    At the time of writing, Arash Varesi’s execution has not been reported by domestic media or officials in Iran.

    Four Prisoners Sentenced for Rape in Mashhad

    Four prisoners sentenced to death on charges of rape, have been executed in Mashhad Central Prison.

    According to Fars News Agency who quoted the Public Relations and Communications of the Khorasan Razavi judiciary, four prisoners were executed in Mashhad Central Prison on the morning of March 15. The four men were sentenced to death on charges of “kidnapping and rape and threatening violence and rape.”

    Their identities were announced as Ruhollah Javidi-Rad, Mohammad Sayadi Baghsangani, Mohammad Hosseini and Mohammad Vatandoust.

    They were accused of raping a woman in the Sefid Sang Fariman mountain region. Their hasty executions raise questions about the due process and their right to a fair trial.

    In cases involving rape, the likelihood of defendants being tortured to force a confession and issuing the death sentence based on the false confession, is very high. Iran is one of the few remaining countries to issue the death penalty for rape.
