    FOX 5 Atlanta

ATLANTA - Atlanta police are on the lookout for an "armed and dangerous" suspect accused of shooting a Florida police officer in the head.

Officials say a $100,000 reward is available for anyone who can help them find and arrest 29-year-old Othal Wallace, who police say shot the officer while he was investigating a "suspicious incident" in Daytona Beach.

"After several minutes passed, the officer stopped responding to other units calling him on the radio. Officers responded to his location where he was found lying on the ground suffering from a gunshot wound," the Daytona Beach Police Department wrote on Twitter.

The officer, whose identity has not been released, was transported to a nearby hospital. Volusia County Sheriff Mike Chitwood told FOX 35 the officer's condition was "really bad". After undergoing surgery early Thursday morning, the officer remains at the hospital in critical condition.

The agency also released body camera video worn by the victim showing the officer talking to a man they identify as Wallace shortly before the shooting.

Atlanta police have confirmed with FOX 5 that law enforcement in the metro Atlanta area has been advised to be on the lookout for Wallace.

According to investigators, his vehicle was last "pinged" in an area around Stockbridge, Georgia.

The wanted suspect was last seen driving a gray 2016 Honda HRV bearing California license plate 7TNX532.

Daytona Beach Police Officer Jason Raynor dies after June shooting

    By WFLA News Staff

DAYTONA BEACH, Fla. (WFLA) – – The Daytona Beach Police Department announced on Tuesday that Officer Jason Raynor has died.

Officer Raynor was shot in the head on June 23.

A manhunt for the suspect, Othal Wallace, went nationwide, with Wallace eventually being tracked down in Georgia days later.

Wallace escaped custody and was found hiding in a treehouse near Atlanta, officials say. Wallace has since been extradited back to Volusia County and has faced a judge who found probable cause to have him charged with attempted murder of a law enforcement officer.

Raynor remained in critical condition until his death.

Man accused of killing Daytona Beach police officer faces judge on new charges

State seeks death penalty against man accused of shooting Officer Jason Raynor

    By clickorlando.com

VOLUSIA COUNTY, Fla. – The 7th District State Attorney’s Office said it would be seeking the death penalty against the man accused of shooting a Daytona Beach police officer in June following the officer’s death 55 days after he was shot in the line of duty.

The state attorney’s office said investigators with the Daytona Beach Police Department along with their office served an arrest warrant for Othal Wallace, 29, on an upgraded murder charge after Office Jason Raynor, 26, passed away Tuesday from his injuries sustained in the shooting.

Wallace previously faced a charge of attempted first-degree murder of a law enforcement officer.

“Our thoughts and prayers are with the family of Officer Jason Raynor, the Daytona Beach Police Department, and all our brothers and sisters in law enforcement today,” State Attorney R.J. Larizza said in a release. “And we will proceed with our solemn mission to hold Officer Jason Raynor’s murderer accountable. Justice equals accountability and justice demands the death penalty.”

Raynor, who had been with the Daytona Beach Police Department for about three years, was rushed to Halifax Health in grave condition after he was shot in the head. He had remained in critical condition following his surgery until Tuesday when officials said he died as the result of his injuries.

Following the shooting, Volusia County was put on lockdown for about three hours as search efforts got underway after Wallace fled the scene. Multiple agencies searched for Wallace after the shooting, including the FBI. The Daytona Beach Police Department said Raynor was investigating a suspicious vehicle when he stopped responding, prompting other officers to respond to the area.

After a 56-hour manhunt, Wallace was captured in a Georgia treehouse.

“Jason’s sacrifice will never be forgotten,” Daytona Beach Police Chief Jakari Young said.

Wallace will appear in court Wednesday afternoon on the upgraded charge. He previously pleaded not guilty to the charge of attempted first-degree murder of a law enforcement officer.

Daytona Beach Police Officer Jason Raynor honored at funeral 2 months after shooting

Officer Jason Raynor, a 5-year veteran of the force, was memorialized during a funeral at Daytona Beach’s Ocean Center Convention Center, followed by a public procession

    By Stephanie Pagones
    Fox News

Hundreds of friends, loved ones and Florida officials said their final goodbyes on Monday to the fallen Daytona Beach, Florida, police officer who died 55 days after he was shot in the head while on patrol.

Officer Jason Raynor, a five-year veteran of the force, was memorialized during a funeral at Daytona Beach’s Ocean Center Convention Center, followed by a public procession along International Speedway Boulevard, on Monday – two months to the day since the 26-year-old officer was gunned down in the line of duty.

Florida Gov. Ron DeSantis ordered flags be flown at half-staff "from sunrise to sunset" on Monday at the Daytona Beach Police Department and the Volusia County Courthouse.

During the funeral, a radio call aired by dispatch played a message that stated, in part: "Officer Jason Raynor, we thank you for your dedication and service to the citizens of Daytona Beach … no other boots on the ground can take your place. Rest easy. We have it from here."

Fellow Daytona Beach officers partook in ceremonies inside and outside the center, including a 21-gun salute and a flyover, FOX 35 Orlando reported. Images from the subsequent procession show members of the public lining the streets in parts of the stretch, waving "Blue Lives Matter" and American flags.

Othal Wallace, 29, has been charged with first-degree murder in Raynor’s June 23 death. Prosecutors have said they plan to seek the death penalty.

Wallace is accused of shooting Raynor in the head while the officer tried to question him in the parking lot of an apartment building, according to a charging affidavit.

Raynor and other officers were in the area after complaints from citizens about crime there.

Police later released body camera footage of the shooting. Wallace fled the area after opening fire, but was arrested three days later following a massive manhunt.

Daytona Beach Police Chief Jakari Young announced Raynor’s passing on Tuesday evening, noting that the beloved officer had his immediate family by his side at the time.

"The outpouring of love and support that all of you have shown to our police department and to Officer Raynor’s family since he was severely injured has been nothing short of amazing," Young wrote.

He later added: "Now more than ever, we ask for all of you to embrace the Raynor family and the Daytona Beach Police Department in your hearts during this devastating time and pray that God will give us all the strength to persevere through this senseless tragedy."

In a Friday release, DeSantis lauded Raynor for helping a woman who was threatening to jump from a bridge in 2018.

The governor added: "Officer Raynor will be remembered for his selfless courage to protect the lives of others at the cost of his own."

Video shows treehouse where Othal Wallace was found after he police said he shot officer

    By Frank Fernandez
    The Daytona Beach News-Journal

The treehouse where Othal Wallace was captured last summer after authorities said he shot a Daytona Beach Police officer was roomy, with bunk beds and shelves and an assault-style rifle mounted on a wall.

A nearly one-minute-long video taken by law enforcement reveals the interior of the treehouse in a rural property in DeKalb County, Georgia, where Wallace was found after a three-day manhunt, The State Attorney’s Office released the video at the request of The Daytona Beach News-Journal.

Wallace, 29, was indicted on a charge of first-degree murder of a law enforcement officer in the killing of Officer Jason Raynor, 26. Prosecutors are seeking the death penalty.

Circuit Judge Raul Zambrano set a case management conference for Wallace on Dec. 28 at the Volusia County Branch Jail, where Wallace is being held without bond.

Wallace was sitting in his car on June 23 outside an apartment building at 133 Kingston Ave. in Daytona Beach when Raynor tried to question him, according to a report and body camera video. Wallace had been living at the address with his girlfriend, who said Wallace was the father of her children.

Raynor had been patrolling the area because residents had complained about criminal activity.

Raynor asked Wallace if he lived there, the officer's body camera video showed. Wallace stood up as Raynor told him to sit back down in the car. The video then became shaky before it ended.

Wallace shot Raynor in the head, according to police. Raynor never unholstered his gun.

Raynor died on Aug. 17 at Halifax Health Medical Center, 55 days after he was shot.

On the night of the incident, a large dragnet of law enforcement sped to Daytona Beach to help capture Raynor's shooter.

Wallace was found about 2:30 a.m. on June 26 in the treehouse in DeKalb County outside of Atlanta by a law enforcement task force.

At least 30 officers from different agencies converged on the property, Frank Lempka, a spokesman for the U.S. Marshals Service in Georgia, said in a phone interview this week.

He said Wallace came out from inside the tree house as an officer climbed up.

“One of the Georgia SWAT officers went up the stairs into the tree house,” Lempka said. “That’s when he came out. He didn’t come out for several minutes while other areas were being checked.”

Wallace was not armed when he walked to the edge of the treehouse but he had guns nearby, Lempka said.

The law enforcement video of the treehouse begins with light from an officer’s flashlight shining down a wooden ladder toward the ground. The officer then turns toward the side and then inside of the treehouse.

The only sound except for the officer’s movements are birds chirping in the trees.

Bunk beds are placed along one wall inside the treehouse. There are also shelves containing bundles and some plastic containers.

Near the bunk beds there appeared to be a box for a Domino's pizza.

A rifle magazine is on a pegboard along one wall. Below the magazine is the assault-style rifle.

There also appeared to be some earmuffs used to protect against the sound of gunshots.

On a shelf nearby there are some other items but they are mostly out of view in the video.

Inside, the light illuminates shelves stocked with bundles and some plastic containers. Some sandals are on the wooden floor, as are what appear to be electrical cords. A can of what appears to be mosquito repellent is also on the floor.

Other items were on the floor including a pair of boots. A short string of Christmas lights hung on a wall.

Lempka said officers also found body armor in the treehouse. The property seemed like a training area for survivalists, he said..

Wallace was a member of the NFAC, a Black militia. But he had left the militia around the end of 2020 or the start of 2021.

While there were two other individuals on the property off Smith James Road in DeKalb County, no one else was arrested.

Wallace’s attorney, Assistant Public Defender Rosemarie Peoples, could not be reached for comment about the video. Public Defender Matt Metz called in her stead and declined to comment on the case.

Wallace had a hearing scheduled for Oct. 29, but Peoples filed a motion saying she needed more time to prepare for it. Peoples wrote that a COVID-19 outbreak at the jail delayed Wallace’s ability to fully review evidence in-person with his defense.

Peoples also wrote that she had not had the chance to schedule depositions with more than 60 witnesses listed by the prosecution in Volusia, Duval, Orange and Alachua counties in Florida or in Dekalb and Fulton counties in Georgia.

She also wrote there was not enough time to fully investigate mitigating issues or prepare for the penalty phase.

If Wallace is convicted, the jury will then decide whether to recommend he be sentenced to death. If the jury unanimously recommends death, then the judge can either sentence him to death or life without parole. If not all jurors recommend death, then the judge must sentence him to life without parole.

Death-penalty cases typically take at least two years to go to trial.

Judge plans for 2023 trial date for Othal Wallace, man accused of shooting Daytona Beach officer

    Brenda Argueta, Digital Journalist

VOLUSIA COUNTY, Fla. – A trial for the man accused of fatally shooting a Daytona Beach police officer in June could begin in 2023.

Othal Wallace, 29, could face the death penalty on first-degree murder charges if convicted in the death of 26-year-old Officer Jason Raynor. During a case management hearing Tuesday, a judge set a target date for the start of the trial as spring 2023 to give attorneys ample time to gather evidence and witnesses. He also set another hearing on the case for March 4 to check on them.

The 7th District State Attorney’s Office announced it would be seeking the death penalty against Wallace after the death of Raynor, who died 55 days after being shot in the head in the line of duty while investigating a suspicious vehicle. Police said Raynor stopped responding, prompting other officers to respond to the area.

“The homicide was committed in the cold, calculated and premeditated manner,” State Attorney RJ Larizza said during a September news conference.

Raynor, who had been with the Daytona Beach Police Department for about three years, was rushed to Halifax Health in grave condition after he was shot in the head. He had remained in critical condition following surgery until officials said on Aug. 17 he died as the result of his injuries. Raynor was laid to rest on Aug. 23 in a tribute that took place across Volusia County.

Wallace was arrested after a multi-state manhunt 56 hours after the shooting. He previously faced a charge of attempted first-degree murder of a law enforcement officer before an arrest warrant with an upgraded murder charge was served.

Othal Wallace, suspect in Volusia police officer's death, switches to private attorney

The request by Othal Wallace, the man accused of fatally shooting Daytona Beach Police officer Jason Raynor in June 2021, to switch to a private attorney has been granted, according to court documents.

Terry J. Shoemaker is now the counsel of record instead of the public defender who had been appointed to represent Wallace, according to an order released by the 7th Judicial Circuit Court in Volusia County.

A case management conference is scheduled for 3 p.m. March 4. Wallace's trial is scheduled to begin in April 2023.

On Dec. 28, Judge Raul Zambrano had scheduled that conference, indicating he was concerned that not much progress was being made on the case over six months. At that time, Zambrano was adamant that he wanted progress to be made.

He asked why none of the state’s 65 witnesses had been deposed yet. Wallace’s lawyers then said they were still in the discovery phase and were still in the process of retaining experts.

“I am giving you both ample time to get what you need but we need to start pecking at it because if we don’t do anything then the case will become stale,” Zambrano said last month.

The state is seeking the death penalty against Wallace, who has been charged with shooting Raynor during a routine traffic stop in June. Wallace was captured days later in Georgia, and Raynor died from his injuries nearly 2 months later. ?

Accused cop killer Othal Wallace will not stand trial until April 2023 at the earliest

Tentative date of April 3, 2023, was set for jury selection to begin

    By Thomas Mates
    clickorlando.com

VOLUSIA COUNTY, Fla. – Othal Wallace, the man accused of shooting and killing Daytona Beach police officer Jason Raynor, appeared in court Friday for a hearing.

Wallace was flanked by his attorneys during the hearing in Volusia County court Friday.

The judge informed Wallace that his attorneys, who said they had been on his case for about a month, may not be qualified to serve in his criminal defense.

Wallace said that he had “been made aware” of those issues but said that his defense would be able to “bring someone in to handle” his defense and, as such, opted to stick with his current lawyers for the time being.

Wallace did not say much else during the hearing. A tentative date of April 3, 2023, was set for jury selection to begin Wallace’s murder trial.

If convicted on first-degree murder charges, Wallace could face the death penalty.

He is accused of shooting Raynor in the head on June 23, 2021 as the 26-year-old officer was investigating a suspicious vehicle, according to police.

Following the shooting, Wallace was arrested 56 hours later while hiding in Georgia.

Wallace is expected back in court in June for another hearing.
