KINGSTREE, S.C. (WCIV) — The man accused of shooting and killing a pair of women in a small South Carolina town in 2010 was arrested and taken into custody in Colorado on Thursday.
Joseph Jermaine Brand is charged with two counts of homicide, burglary, armed robbery and possession of a weapon during the commission of a violent crime.
Brand is accused of killing Thelma Haddock, 73, and Naomi Johnson, 65, in Kingstree in 2010.
Brand, however, was ruled incompetent by reason of mental illness and committed to a mental health facility. As a result, his charges were dropped in 2012 with the possibility that he could be charged once again if he was later deemed competent.
In late April, family members of the victims reported seeing Brand walking the streets of Kingstree.
On May 10, the Williamsburg County Sheriff's Office obtained an Order for Pickup of Brand, but he had left the area.
Agents with the South Carolina Law Enforcement Division (SLED) worked with Pueblo Police to bring Brand into custody on Thursday. He is awaiting extradition back to Williamsburg County to face his charges.
