    2 men charged in double homicide discovered after Cumberland County house fire

    Two men were arrested Tuesday morning in connection to a double homicide discovered inside the charred remains of a Shippensburg home last month, federal authorities announced.

    The two still unidentified victims were found Feb. 23 in a home on the 100 block of Neil Road in Southampton Township, Pennsylvania State Police said. Authorities ruled their deaths homicides, but did not reveal their names or causes of death.

    Emergency responders initially rushed to the scene around 6:02 a.m. after receiving reports of a house fire, state police said.

    Cordaryl and Larry Burns have been charged with homicide and related offenses in the deaths of these two people, the U.S. Marshals said Tuesday afternoon.

    Both men were arrested around 8 a.m. Tuesday. Authorities said Cordaryl was taken into custody in Detroit, Michigan; while Larry Burns was arrested in Lumberton, North Carolina. The men are awaiting extradition to Pennsylvania.

    “It’s the Marshals Services’ duty to ensure that those charged with violent crimes have their day in court,” Marshal Martin J. Pane said in a news release. “It is my sincere hope that members of the affected communities will find some measure of comfort knowing this suspect will face justice.”

    ‘Somebody ain’t gonna survive this:’ Man tracked down, killed 2 men in Cumberland County over jealousy: police

    A 59-year-old man killed two men and burned down a Shippensburg home belonging to a third man because he was jealous and wanted a 31-year-old woman who was staying there “returned” to him, according to court records.

    Larry Burns, 59, who was known as “Koo Koo Bird,” appeared May 12 in Cumberland County court for a preliminary hearing on charges of criminal homicide, arson, conspiracy and related offenses in connection with the Feb. 23 killings in the 100 block of Neil Road in Southampton Township.

    Newly-unsealed court documents detail a trail of physical and digital evidence connecting Burns and one of his relatives to the February killings of Frankie Thomas and Eddie Shaw on a quiet street outside Shippensburg.

    Pennsylvania State Police allege Burns was “obsessed” with Jasmine Forbes, who was now dating the homeowner on Neil Road. Burns repeatedly called and sent messages to the homeowner and others demanding they “return” Forbes and threatening to kill “a whole lot of (expletives)” and their family members if she didn’t return to his home in Chambersburg.

    Burns also was trying to recruit the homeowner to sell drugs for him, police said, and disliked Thomas and Shaw because they were close to Forbes, who went missing after the killings. Burns previously put a $50,000 bounty on one of the men for “hiding” the woman from him, according to court records.

    Thomas used to date Forbes’ mother and was protective of her, police said.

    Thomas and Shaw were both shot before the home was set on fire. Thomas was discovered in a silver Lincoln parked outside the home and Shaw was found later amid the rubble inside the home.

    Thomas, 37, died of gunshot wounds to his head and neck, according to Coroner Charley Hall. Shaw, 54 — who had burns on most of his body — also died of a gunshot wound to the head, Hall said.

    Someone close to Larry Burns told state police Burns asked her for help finding Thomas, Shaw and Immanuel Kharigub, the owner of the Neil Road home where Thomas, Shaw and Forbes were staying because they were homeless.

    Larry Burns allegedly told the witness not to tell Thomas, Shaw or Kharigub he was looking for them. The affidavit said Larry Burns left multiple voicemails for Kharigub, asking him to have Forbes return Burns’ calls.

    “Yeah. Put Jazz on the phone, because somebody ain’t gonna survive this right here... ok....,” Burns said in one of the voicemails, according to the affidavit.

    Larry Burns was obsessed with Forbes and he brought her up in nearly every conversation, the witness said, according to the affidavit. Burns was reportedly upset that Forbes was now dating Kharigub and didn’t want anything to do with Burns.

    State police reported Forbes missing after the fire and at least initially believed she was in danger. She is still missing as of Friday, according to District Attorney Sean McCormack.

    While searching Larry Burns’ Chambersburg apartment, state police said they found an empty pistol, as well as ammunition, Glock magazines, and other firearms accessories and paperwork. They also found a bloody rag, paper towels and blood on a pair of Nike shoes. Evidence Larry Burns was involved in the drug-dealing was also in the apartment, the affidavit said, along with a bag of marijuana and some white pills.

    Shaw’s blood and an empty gas can were found in Larry Burns’ van, state police said.

    A Ring doorbell camera recorded a man wearing a ski mask and carrying a pistol walk into Larry Burns’ apartment hours before the homicides. Between about 2 and 4:30 a.m. Feb. 23, Burns and the man in the ski mask were recorded walking back and forth from Burns’ apartment to his Dodge Caravan. At one point, the doorbell camera captured the man in the ski mask putting a gas can into Burns’ van, according to the affidavit.

    Police found a loaded Glock discarded in a field across from the burned home, near where a van had been seen parked by neighbors. Blood on the gun matched Shaw, according to court records.

    State police said the man in the ski mask was later identified as Cordaryl Burns. Cordaryl is related to Larry Burns, and it’s unclear whether he personally knew the people he is accused of killing.

    Traffic cameras recorded Larry and Cordaryl Burns taking the Dodge Caravan out of Chambersburg Borough at 4:47 a.m. Feb. 23 and returning at 5:31 a.m., the affidavit said.

    A passerby reported the house fire around 6:02 a.m. Kharigub was at work at the time of the killings, and came home to his house on fire, neighbors said.

    A neighbor who lives several hundred yards away on Neil Road described what he saw when his attention was drawn by first responders headed to the scene.

    “The flames were coming out those bottom (first-floor) windows, wrapping up around the porch and as high as the porch roof,” the man, who did not want to be identified, told PennLive. “That was about 6 a.m., and from 6:30 to about 7:30, if you’d look down there you couldn’t see it for the smoke.”

    Fire officials said they could not safely enter the home when they got on the scene, and were left to battle the fire from outside.

    The day after the homicides, Larry Burns called Franklin County dispatch to report his Dodge Caravan as stolen, according to the affidavit. Burns said the van had Florida tags and had been parked in an alley. The affidavit said he abruptly hung up and did not answer dispatchers’ return calls.

    According to the affidavit, cell phone and data records showed Cordaryl and Larry Burns were together in central Pennsylvania before, during and immediately after the homicides took place.

    After the killings, Larry and Cordaryl Burns fled Pennsylvania and were moving from state to state even as homicide charges were filed March 16, state police said in the affidavit. Surveillance cameras at one point recorded the pair together at a West Virginia gas station. Larry Burns reportedly called his landlord in Pennsylvania and said he was never coming back.

    The U.S. Marshals arrested Larry Burns around 8 a.m. March 22 in Lumberton, North Carolina. Cordaryl Burns was taken into custody around the same time in Detroit, Michigan, where he lived, according to court documents. McCormack said Cordaryl Burns remains in custody at a Detroit prison and has an extradition hearing scheduled for June 14.

    SHIPPENSBURG, Pa. — One of two suspects accused of killing two people and setting their Cumberland County home on fire in February will face the death penalty if convicted, prosecutors announced on Tuesday.

    Larry Burns was formally arraigned on charges of criminal homicide, arson, criminal conspiracy, and other offenses related to a Feb. 23 incident where two people were found dead inside a burning home in Southampton Township, according to the Cumberland County District Attorney's Office.

    Prosecutors in the case filed a Notice of Aggravating Circumstances, stating their intention to seek the death penalty if Burns is convicted of first-degree murder.

    Burns and his alleged co-conspirator, Cordaryl Burns, are accused of shooting and killing Frankie Dean Thomas, 37, of Fayetteville, and Eddie Lee Shaw, 54, of Chambersburg, inside a home on the 100 block of Neil Road, then setting the home on fire.

    Additional details in the case have not been released.

    Both suspects fled the state after the incident and were apprehended in March by members of the U.S. Marshals Fugitive Task Force.

    Larry Burns was captured in Lumberton, North Carolina, while Cordaryl Burns was apprehended in Detroit.

    Cordaryl Burns will have an extradition hearing Thursday in Detroit. All other decisions concerning his case will be made after that hearing, the Cumberland County District Attorney's Office said.

    Larry Burns is currently scheduled for a pre-trial Conference in September, according to Cumberland County prosecutors.
