    Police: Capital murder charges likely in undercover cop's death

    HOUSTON — Two men arrested in the fatal shooting of a North Texas undercover police officer during a bar robbery are expected to face capital murder charges, police said Saturday.

    Samuel Mayfield and Timothy Huff remained jailed Saturday on bonds totaling $850,000 for each individual. Each suspect has been charged with 10 counts of aggravated robbery and two counts of criminal attempted capital murder.

    Police said that Mayfield and Huff, both 33, and another suspect, Dacion Steptoe, 23, were confronted by Officer Garrett Hull and a team of undercover and uniformed officers after the trio robbed a Fort Worth Bar early Friday morning.

    The 40-year-old officer was shot by Steptoe during a foot chase. Hull was taken to a hospital where he died late Friday night. Steptoe was killed at the scene by another officer who returned fire.

    Fort Worth police said Saturday that with Hull's death, authorities expect to upgrade the charges faced by Huff and Mayfield.

    Police say one of the attempted capital murder counts each man faces is expected to be upgraded to capital murder. The remaining attempted capital murder charge relates to another officer that police say was shot at by the suspects.

    Jail records didn't list attorneys for Huff and Mayfield.

    Police said Mayfield, Huff and Steptoe are suspected in 17 robberies in and around Fort Worth in recent months, and that they primarily targeted Latino bars.

    Hull is being remembered by police and city officials as a brilliant officer and a great husband and father.

    "Our whole department is hurting right now," said Fort Worth Police Chief Joel Fitzgerald.

    The police chief said that Hull was an organ donor.

    "Over the next few days as candidates are matched up with him, we will see him prolong the lives of other folks that potentially can live a long and prosperous life because of the sacrifice that he made," Fitzgerald said.

    Fort Worth Mayor Betsy Price called Hull a hero who was "the glue that held his unit together."

    Hull, who is survived by a wife and two daughters, had served 17 years with the department.

    Surveillance Video Released From Before Officer Shot, Robber Killed

    FORT WORTH – Surveillance video from Los Vaqueros bar shows gunmen with faces covered holding guns to peoples heads.

    People were pushed down and forced to hand over wallets, purses, cash, anything of value.

    “Just came in the back door and told us to hit the floor,” said Los Vaqueros owner Victor Zepeda. “We hit the floor.”

    Undercover Fort Worth Police Officer Garrett Hull was shot Friday outside the bar in the 400 block of Biddison Street. Hull died late Friday night.

    Bartender Carlos Herrera remembers every detail of the July night that he and dozens of customers were robbed at gunpoint at a Fort Worth bar, but it gets worse.

    “One of them started knocking one of my friends down, they put him on the ground and they started kicking him in the floor,” says Herrera. “He started bleeding. So I got scared. I thought I was going to die.”

    In late July, Fort Worth police released surveillance video of the suspects– noting that they had been involved in at least four violent armed robberies, adding, “A victim was shot in the face, another was kicked in the head and knocked unconscious.”

    The suspect shot dead in a gun battle with police has been identified as Dacion Steptoe, who has a lengthy criminal history and who police say shot officer Garrett Hull in the head.

    The suspects, police say, preyed on those who would perhaps be too afraid to come forward. Officials are pleading for more witnesses to do so now.

    “Whether it’s an after hours bar or some other thing taking place where people think that if they call they’re gonna receive some scrutiny, we wanna relieve them of any fear that calling us is gonna cause a problem,” says Fort Worth Police Chief Joel Fitzgerald. “I thoroughly expect that there will be more people coming forward from this city and others to say they have been victimized.”

    In fact, police believe the robbery suspects– one in custody identified as Samuel Mayfield– may have been involved in as many as 17 violent armed robberies.

    “Wow! That’s amazing,” said Herrera, when told police believe they had arrested his attackers and one was dead. “Everybody needs to pay for what they do.”

    Police arrested a third suspect at the scene, Timothy Huff.

    People Flock To Memorial For FWPD Officer Killed In The Line Of Duty

    FORT WORTH (CBSDFW.COM) – People are flocking to Cowtown to honor a Fort Worth police officer killed in the line of duty.

    Plans for a funeral service for Officer Garrett Hull are still in the works, but the community is already showing its support as a memorial for the fallen officer continues to take shape at police headquarters.

    Of the people seen stopping by the memorial, by a CBS 11 News crew, most have been officers – some with black bands over their police badges. But residents from Fort Worth and other parts of North Texas are paying their respects, too.

    Garrett Hull, 40, was shot by a suspect early Friday morning while taking part in an undercover operation to arrest a group of robbers. He died later that night.

    Over the weekend, people began placing flowers and notes on a squad car outside the public safety complex.

    This morning Carrie Moebus added her own tribute. She made a flag, and printed thousands of black and blue stickers with Officer Hull’s end of watch date.

    Moebus didn’t know Hull, but said her next door neighbor is a Fort Worth police officer and she wanted to show her support. “I wish I didn’t have to. I wish this sort of thing didn’t happen,” she said. “I wish I was giving these out with just the blue line and the Texas state… just to support the police [and] not with a name on the line.”

    Hull, a 17-year veteran of the Fort Worth Police Department, leaves behind a wife and two daughters.

    Officials with FWPD will soon meet to discuss plans for a funeral service. They expect to have more information to share with the public later today.

    FORT WORTH - The two surviving suspects in the Friday shooting of a Fort Worth undercover police officer now face charges of capital murder, police said Saturday.

    Garrett Hull, a 17-year veteran described as the “cement” of his robbery unit, died Friday night after being shot early Friday morning as he tried to apprehend three robbery suspects.

    Police shot and killed Dacion Steptoe, 23, during the incident. He died in the driveway of a house in the 3500 block of May Street, about a block away from the Los Vaqueros bar he and two other suspects robbed, according to the Tarrant County medical examiner and police.

    Neither of the suspects who survived, 23-year-old Samuel Mayfield and 33-year-old Timothy Huff, are believed to have fired a weapon during the confrontation, police said.

    Police Chief Joel Fitzgerald said Mayfield had active warrants for assault causing bodily injury, possession of marijuana and theft when he was arrested.

    Mayfield also faces charges of 10 counts of aggravated robbery, because there were 10 patrons in the bar, and one count of attempted capital murder, because another officer was near Hull when Steptoe opened fire, police said.

    Huff is also facing 10 counts of aggravated robbery and one count of attempted capital murder.

    Jail records did not indicate where the suspects were from or whether bond has been set.

    “We’ve lost a true hero, someone that has dedicated more than one tour of service to this great city and was senselessly killed by three known criminals, two of which are in custody now,” Fitzgerald said in a news conference late Friday night.

    FBI releases details in investigation, shooting that led to Fort Worth officer’s death

    FORT WORTH - More details of what led to the shooting death of police officer Garrett Hull in September were released on Monday by the Federal Bureau of Investigation.

    Hull, 41, was a criminal intelligence officer with the Fort Worth Police Department and was fatally shot on Sept. 14 by a man suspected in a string of armed robberies that had been occurring at Hispanic bars and cantinas over the summer and into September.

    Days before the robbery, detectives identified two possible suspect vehicles — a truck and an SUV — from surveillance video related to two of the robberies, according to the FBI.

    Officers had identified the driver of the SUV and on Sept. 9, a robbery detective requested a Special Response Team to keep watch of the SUV. Officers then saw the driver of the SUV meet up with a truck that matched the description of the second vehicle.

    Detectives didn't have enough information to issue an arrest warrant yet, so they began surveillance on the two vehicles, the FBI said.

    On Sept. 13, officers from several different units — including the criminal intelligence unit — followed the driver of the SUV to a bar at 403 W. Biddison St., in the Worth Heights neighborhood.

    The occupants of the SUV watched the bar until just after 10 p.m. They then left and picked up a third person at a nearby gas station.

    The three suspects were later identified as Timothy Huff, 33, Dacion Steptoe, 23, and Samuel Mayfield, 33.

    At 11:28 p.m., the SUV parked at a vacant home near the bar. About 30 minutes later, the surveillance footage at the bar showed that the men went into the back patio of the bar. Two of the men immediately pointed handguns at customers. The customers were forced to the ground and their belongings stolen. One of the men went inside and continued to rob patrons, the FBI said.

    Detectives who were watching outside became aware of the ongoing robbery when a customer ran out of the bar followed by a masked man who pointed a gun at the runner. The suspect ran back inside the bar, the FBI said.

    Meanwhile, uniformed officers in an unmarked van and truck parked close to the front and rear bumpers of the suspects’ SUV. They took positions around the vehicle, the FBI said.

    Huff, Steptoe and Mayfield ran out of the bar and toward the SUV, but when they saw officers, they turned and ran in different directions.

    Officers spread out to chase the men. One officer followed a banging sound that came from a nearby home and found that the door had been kicked in. Mayfield was standing inside the home. He complied with the officer’s order to lie down on the ground and was arrested.

    A the same time, Steptoe was spotted by an officer after he jumped a fence behind another home. He ignored commands to stop and continued to run.

    The FBI said that one of the officers yelled, “Gun, gun, gun!”

    Hull, a 17-year police veteran, had just left the area where Mayfield was arrested and joined the chase of Steptoe.

    Just before midnight, Steptoe ran through a small opening between the front of a parked truck and the corner of a house. An overhead floodlight lit the opening, but everything beyond the hood of the truck was in darkness, the FBI said.

    When Hull reached the opening, Steptoe fired three shots with a 9mm handgun. Hull took cover and shot back at Steptoe, but Steptoe continued to shoot and hit Hull in the head.

    Another officer returned gunfire and Steptoe fell to the ground. Steptoe began to stand up with the firearm in his hand, the FBI said, and a third officer commanded him to stop moving, but Steptoe didn’t comply. Two officers fired again, and Steptoe fell with his firearm still in his hand. He was later pronounced dead.

    At the same time, other officers ran to Hull and put him into a marked patrol vehicle. He was pronounced dead later that day.

    Huff was found by officers in a nearby garage. Police found a weapon, mask and “proceeds” from the bar robbery near where he was caught, according to an arrest affidavit.

    Both Huff and Mayfield are jailed and charged with capital murder in Hull’s death. Bail in the capital murder case is set at $1 million for each.

    In December, Huff’s attorney filed a motion seeking a reduction in bond. It was denied.

    On April 23, state prosecutors filed a notice that they will seek the death penalty for both men.

    Trial dates have not yet been set.

    Details of the deadly night were released in the FBI’s report on officers killed and assaulted in 2018. Hull was one of three officers killed in Texas last year. A 37-year-old officer with the Richardson Police Department was shot and killed in an ambush on Feb. 7.

    In Dallas, a 27-year-old officer was killed on April 24.

    Last month, Hull’s wife, Sabrina Hull, announced an initiative to keep her husband’s memory alive.

    Mission 3105 asks people to carry out a random act of kidness every day during the month of May. Hull’s badge number was 3105.

    A capital murder trial is set to begin Tuesday for one of two surviving men accused of being involved in a deadly robbery that killed a Fort Worth police officer over three and a half years ago.

    After weeks of jury selection, where each potential juror was individually questioned, ended Wednesday. Timothy Huff, 36, will go on trial for his alleged involvement in the death of Garrett Hull, a 17-year police veteran, who was fatally shot in September 2018.

    Opening statements are scheduled to start at 8:30 a.m. Tuesday in Tarrant County’s 396th District Court.

    Huff is one of three men accused of participating in an aggravated robbery of the Los Vaqueros bar. Authorities have said he was joined by Dacion Steptoe and Samuel Mayfield, who were both 23 years old at the time of the incident.

    Steptoe, who is believed to have shot and killed Hull, died after police returned gunfire while trying to apprehend the three men. Neither Mayfield nor Huff are believed to have fired a weapon during the confrontation, police said back in 2018.

    Huff and Mayfield are both charged with murder for their alleged involvement in the robbery that led to Hull’s death, and prosecutors are seeking the death penalty.

    Mayfield is expected to be tried separately. His attorney filed a motion in early May asking for a trial date to be set.

    “The Defendant is being substantially prejudiced because of the failure of the State to afford him a speedy trial. In this regard, the Defendant has suffered oppressive pretrial incarceration,” Mayfield’s attorneys argued. “The Defendant is prejudiced by being denied a speedy and public trial in that witnesses become harder to locate, memories fade, and facts become unclear and harder to prove as time passes.”

    The defendant convicted of capital murder in the death of a Fort Worth police officer was sentenced to life in prison without parole hours after taking the stand Wednesday in the punishment phase of a Tarrant County trial.

    Jurors began deliberating on the sentence about 4 p.m. Wednesday and returned with the verdict shortly after 10:30 p.m.

    The jury found Timothy Huff, 36, guilty of capital murder on Monday for the death of Garrett Hull, an officer who was posthumously promoted to corporal after he was killed in September 2018.

    Huff did not shoot Hull, but according to prosecutors, was one of two accomplices in a robbery that preceded the shooting.

    Man sentenced to 60 years in prison for murder of Fort Worth police officer

    FORT WORTH, Texas (CBSDFW.COM) — A 37-year-old man has been sentenced to 60 years in prison for the shooting death of a Fort Worth police officer back in 2018.

    Samuel Mayfield pled guilty Tuesday afternoon to the September 2018 murder of Officer Garrett Hull.

    When Mayfield pled guilty and was given his sentence, Hull's widow closed her eyes and nodded, Tarrant County District Attorney Phil Sorrells said in a press release.

    Hull was killed Sept. 14, 2018, during a confrontation with "a group of armed robbery suspects who had been targeting Hispanic-run bars," Sorrells said.

    "Police had staked out the area where a robbery was planned at the Los Vaqueros bar. After robbing customers inside, three men – Mayfield, Timothy Huff and Dacion Steptoe – came out, saw police, and ran in different directions. Hull was among the officers who chased Steptoe.

    Steptoe fired at the officers. They fired back at him. Hull was shot in the head and rushed to the hospital, where he was later pronounced dead. Steptoe was shot and killed."

    Mayfield and Huff were caught and subsequently charged with Hull's murder.

    To note, Texas law allows a person to be criminally responsible for the actions of others when there was a conspiracy to commit one crime and another occurs.

    Huff was found guilty in Hull's murder last year and was sentenced to life in prison without parole.
