    The panel hearing Speer's appeal will be made up of Judges Jones (Reagan), Stewart (Clinton) and Costa (Obama).

    On February 25, 2021, the Fifth Circuit DENIED a further appeal by Speer.

    They granted panel rehearing, not en banc. And after rehearing the claims, they withdrew the February 25 opinion and substituted a new opinion, in which they affirmed the District Court and denied Speer's claims and requests.
    Don't ask questions, just consume product and then get excited for next products.

    En banc is the entire court. Panel just means the same three judge panel reheard it.
    Don't ask questions, just consume product and then get excited for next products.
