    Beebe resumes setting executions

    Gov. Mike Beebe has resumed setting execution dates despite some ongoing court deliberations on death penalty challenges. His announcement:

    Governor Mike Beebe has received four letters in recent months from Attorney General Dustin McDaniel certifying that appeals have run their course for death-row inmates.

    Beebe did not immediately set the execution dates, as there were other death-penalty cases already stayed and awaiting additional Court decisions.

    At this point, Governor Beebe has decided that he is obligated to begin setting these execution dates, pending additional actions by the courts.

    The execution date for Frank Williams, Jr., ADC# SK-924, will be June 22, 2011.

    The execution date for Marcel W. Williams, ADC# SK-943, will be July 12, 2011.

    Frank Williams' previous date had been cancelled, but legal issues have now been cleared, a spokesman for Beebe said. This is the first date set by the governor for Marcel Williams. At least three other Death Row inmates are enmeshed in new challenges based on execution procedures. The governor is aware of those pending issues, but decided "you could only wait so long before you try to proceed."

    AR Supreme Court grants stay of execution for Frank Williams Jr; killer was set to die June 22

    The Arkansas Supreme Court has granted a stay of execution for a convicted murderer who was scheduled to die by lethal injection on June 22.

    The court issued a one-paragraph order Thursday granting the stay for Frank Williams Jr.

    The court said it was granting the stay because two appeals involving constitutional issues regarding the death penalty are pending before the court.

    The justices didn't specify which lawsuits were in question. Williams is involved in two court actions, one of which challenges a drug used in the lethal injection process.

    Williams was sentenced to die for the 1992 killing of Lafayette County farmer Clyde Spence. Williams had worked for Spence as a work-release prisoner at his farm.

    Arkansas hasn't executed an inmate since 2005.

    So why did the governor even set the date? Just getting the victims family's hopes up to have them dashed. Anyway, as far as I understand, Frank Williams was recomended clemency on his last date and the governor doesn't appeared to have acted on it. Will there be a new hearing or will he have to act on his last hearing when Williams recieves his next date?

    Yes, Williams was recommended Clemency in his last parole board hearing but I believe it's nonbinding on the governor anyway. Beebe supports the death penalty. I think ultimately the Governor will follow the choice of the victims family.

    Ark. governor appoints justice to death row case

    LITTLE ROCK, Ark. — Arkansas' governor has appointed a special justice to a state Supreme Court case involving a death row inmate.

    Gov. Mike Beebe's office on Tuesday said Steven Quattlebaum will serve as a special associate justice for a case involving death row inmate Frank Williams, Jr.

    Quattlebaum's appointment comes after Justice Donald Corbin recused himself. Corbin didn't cite a reason for leaving the case, which raises concerns about Williams' mental health.

    Williams was sentenced to death for the 1992 killing of Lafayette County farmer Clyde Spence.

    He was set to die by lethal injection this summer, but the state's high court issued a stay for his execution.

    One of Williams' lawyers, Josh Lee, declined to comment.

    Lawyers for Frank Williams says his case deserves new look

    An attorney for an Arkansas death row inmate says lawyers who previously represented the man weren't effective and that his case deserves another look.

    Lawyer Deborah Czuba made her arguments on behalf of Frank Williams before the state Supreme Court on Thursday. Williams was sentenced to death for the 1992 killing of Lafayette County farmer Clyde Spence. Williams had been set for execution over the summer but the justices granted a stay.

    Czuba argued that problems with Williams' previous legal team warranted another review. Assistant Attorney General Karen Wallace disagreed.

    Justices on Thursday also asked questions about Williams' mental health.

    Prosecutors say Spence had fired Williams from his farm and that Williams shot Spence.

    Williams is also challenging the state's execution procedures as part of another lawsuit.

    Arkansas Supreme Court reverses death sentence of inmate convicted of Lafayette Co. slaying

    The Arkansas Supreme Court has reversed a death row inmate's sentence because of what the justices called a breakdown in the appeals process.

    The state's highest court on Thursday said Frank Williams should be resentenced. The court also reopened his direct appeal.

    Williams' attorneys argued that his case deserves another look, in part because they say his previous attorneys weren't effective. An assistant attorney general disagreed during oral arguments earlier this month.

    Williams was sentenced to death for the 1992 shooting death of Lafayette County farmer Clyde Spence.

    Prosecutors say Williams shot Spence with a .25-caliber pistol after Spence fired him.
