    Execution issues likely on tap in Ark. session

    State lawmakers will likely tackle execution reform in the upcoming legislative session after Arkansas' top court struck down the state's 2009 execution law earlier this year.

    Sen. Jeremy Hutchinson, R-Benton, has been tapped to lead the Senate Judiciary Committee. He says execution legislation will probably be the most important issue the committee handles in the next session, which begins Jan. 14.

    Arkansas hasn't put anyone to death since 2005 — in part because of legal challenges like the one facing the state Supreme Court earlier this year.

    In tossing out the 2009 execution law, the high court in June sided with a number of death row inmates who argued that the law violated part of the state's constitution that deals with separating the branches of government.

    Lawmakers to hear from Ark. prisons official

    Legislators are expected to hear from the head of the Arkansas Department of Correction after the state's top court threw out a 2009 execution law earlier this year.

    Department of Correction Director Ray Hobbs is slated to address the Senate Judiciary Committee Tuesday ahead of the 2013 legislative session.

    Hobbs' visit to the Capitol comes after justices in June sided with a number of death row inmates who argued that the 2009 law violated part of the state's constitution that deals with separating the branches of government.

    The 2009 law said death sentences are to be carried out by lethal injection of one or more chemicals that the director of the Department of Correction chooses.

    Arkansas hasn't put anyone to death since 2005, in part because of legal challenges.

    Beebe: Would sign death-penalty repeal

    Gov. Mike Beebe says he would sign a bill to repeal the death penalty in Arkansas if the legislature sent it to him.

    Beebe was asked whether he would sign the hypothetical bill banning capital punishment during a Wednesday meeting of the Political Animals Club.

    "I'd sign it," Beebe said, going on to call signing a death warrant "next to the hardest thing I've ever had to do."

    Beebe said he doesn't expect to see such a bill.

    Beebe has signed four death warrants after doing extensive research on each case, but because of additional appeals, none was carried out.

    No executions have occurred during Beebe's time as governor.

    "It is an agonizing process whether you are for the death penalty or against the death penalty," Beebe said.

    He said his view has evolved over the years, noting that having to sign the death warrant is sobering.

    Speaking in response to a variety of questions at the meeting at the Governor's Mansion, Beebe also said he believes the sentencing-reform laws he backed are "working."

    And, he said, he thinks hiring more school resource officers will be a better way to improve school safety than "having a bunch of volunteers go up there with gun permits."

    Ark. lawmaker proposes changes on execution rules

    An Arkansas lawmaker is proposing changes to a state law that spells out who can attend executions.

    Republican Sen. Bart Hester of Cave Springs filed legislation Wednesday that would allow certain relatives of the victim of a crime for which a death row inmate is being executed to be present at the inmate's execution.

    Current law says adult relatives of such a victim can watch the execution on a closed-circuit TV.

    Arkansas Department of Correction spokeswoman Shea Wilson says the agency is reviewing Hester's bill

    Wilson says the area for execution witnesses is small and emotions tend to run high during executions.

    Ark. corrections board backs change to executions

    The Arkansas Board of Corrections is backing a push to move from a three-drug cocktail to a single drug in lethal injections.

    Department of Correction spokeswoman Shea Wilson says the board voted Friday to back the attorney general's office going forward with legislation that would involve a single-drug protocol in executions.

    Attorney General Dustin McDaniel's spokesman Aaron Sadler says legislation could be filed in the next week or two.

    The move comes after the Arkansas Supreme Court last year threw out the state's lethal injection law, siding with death row inmates who said it violated part of the state's constitution that deals with separating the branches of government.

    Wilson says the board hopes that narrowing the drug protocol will take care of the court's concerns.

    An Arkansas Senate committee is considering legislation to rewrite the state's lethal injection law after it was thrown out by the state Supreme Court last year.

    The Senate Judiciary Committee is expected to vote Wednesday on a bill that would spell out how the Arkansas Department of Correction is to carry out executions.

    The state Supreme Court ruled last year that the Legislature had violated the state Constitution in leaving it up to the Department of Correction to determine which chemicals to use to execute an inmate.

    Republican Sen. Bart Hester of Cave Springs is sponsoring the bill and Attorney General Dustin McDaniel is expected to speak in favor of the measure.

    An Arkansas Senate panel has approved legislation rewriting the state’s lethal injection law, which was thrown out by the state Supreme Court last year.

    The Senate Judiciary Committee voted Wednesday to advance a bill that spells out how the Arkansas Department of Correction is to carry out executions. Last year the state Supreme Court ruled that the Legislature could not leave it up to the Department of Correction to choose the chemicals used to execute an inmate.

    Attorney General Dustin McDaniel told lawmakers he believes the bill resolves the court’s concerns and will allow the state to resume executions that are constitutionally-sound. The proposal specifies that the state use a lethal dose of a barbiturate.

    Republican Sen. Bart Hester is sponsoring the bill, which now heads to the Senate.

    AR Senate approves changes in death penalty law

    The state Senate approved a bill that its sponsors claim will overcome the state Supreme Court's concerns about how Arkansas executes prisoners. On a 33-0 vote, senators approved revisions to the state's injection procedures, including naming a chemical to be used.

    A 2009 law let the Correction Department director pick the drug. Justices threw out the law last year, ruling the state constitution required the Legislature to make the decision.

    Arkansas has not put anyone to death since 2005. Of the 37 inmates on death row, eight men exhausted their appeals and await executions, according to the attorney general, although more challenges are expected.

    Gov. Mike Beebe said he would sign a bill outlawing executions, but no such bill is expected.

    The House Judiciary Committee is slated to vote Thursday on a measure that would spell out how the Arkansas Department of Correction is to carry out executions.

    Republican Sen. Bart Hester of Cave Springs introduced the proposal after the Arkansas Supreme Court struck down a 2009 lethal injection law in June. The high court sided with a group of death row inmates who said the lethal injection law violated part of the state's constitution that deals with separating the branches of government.

    The Senate approved Hester's proposal last week.
