    Stephen Lynn Hugueley - Tennessee




    Summary of Offense:

    Stephen Lynn Hugueley was convicted in September 2003 of the murder of a counselor at the Hardeman County prison where he was being held on a life sentence for the murder of his mother in 1986 in their home. He had also received a life sentence in February 1992 after the murder of an inmate in the West Tennessee State Penitentiary in Henning. On January 17, 2002, Delbert Steed, a correctional counselor at the Hardeman County Correctional Facility, was stabbed to death by Hugueley.

    Hugueley was sentenced to death on September 16, 2003.

    On August 20, 2009, Hugueley filed a habeas petition in Federal District Court.

    In today's United States Supreme Court orders, Hugueley's petition for writ of certiorari was DENIED.

    He's not the guy you'd want to take home to mom.

    But one death row inmate — convicted of murdering three people, including his mother — appears to be looking for love and drugs in all the wrong places after posting an ad on a popular dating website.

    Stephen Hugueley's tattooed mug was recently unearthed on social media site Mocospace, showing the 47-year-old killer in photos taken from his Tennessee prison cell apparently with a smuggled smartphone, WSMV-TV reported.

    In addition to posing for photos and making nearly 80 online friends while locked inside Nashville's Riverbend Maximum Security Institution, the conniving jailbird appears soliciting for drugs and illegal contraband from the outside.

    "Would u like 2 earn an extra grand or so each week? NO SEX OR NUDITY INVOLVED. however it is ILLEGAL," read a post under his username "deathrowprisoner68."

    The post, since taken down, goes on to list prices for someone willing to smuggle in a $25 cell phone, a pound of tobacco and an ounce of marijuana.

    Hugueley, who in addition to murdering his mother in 1986 was convicted of killing a prison counselor and a fellow inmate, expressed zero remorse for his actions when reached by WSMV in a jailhouse interview.

    "I will not apologize for any of the crimes I've committed, never," the Swastika-marked inmate said. "I requested anger management; they said I didn't have a problem with anger. My response was well, I know a couple people you can dig up and ask them."

    A spokeswoman for Tennessee's Department of Corrections, reached by the station, called smuggled cell phones an "ongoing problem that every corrections agency is aware of and diligently working against."

    "The TDOC continues to be proactive by countering the issue with available technology and continuing to seek out additional methods. The agency also aggressively pursues criminal prosecution against anyone who introduce or attempt to introduce cellular phones into our facilities. We remain vigilant in our fight to reduce contraband in our facilities," their statement concluded.

    "Death Row inmate" sends letter to WTVC, claims inmates are "pampered"

    On Friday, NewsChannel 9 received a letter addressed from the Riverbend Maximum Security Institution. The note appears to be written by a Stephen Hugueley, who, according to the Tennessee Department of Corrections, is a Tennessee death row inmate as of September 16th, 2003.

    A judge sentenced the 48-year-old Hugueley to life in 1986 for the murder of his mother, and given a second life sentence after murdering an inmate at the West Tennessee State Penitentiary in 1992. Hugueley was sentenced to death row in 2003 for the 2002 murder of Hardeman County Correctional counselor Delbert Steed.

    NewsChannel 9 is currently checking the letter's authenticity. It was postmarked October 11th, 2016. On the envelope, there appears to be a stamp from the Riverbend Maximum Security Institution mail room. The letter is written in cursive with a pencil and it is signed by Stephen Hugueley.

    The writer begins the letter with introducing themselves as Stephen Hugueley, a death row inmate and a subject of MSNBC's "Lock-Up" series. The writer then goes into specific detail on how he believes the public would be "outraged" if they knew how "pampered the death row inmates are," comparing his stay within death row to "living in a very nice hotel."

    The writer lists seven points, each describing life on death row. The letter suggests inmates are easily smuggling in contraband cell phones, using taxpayers' money for school/work, and able to order food outside out the institution.

    NewsChannel 9 has requested an interview with Stephen Hugueley, but according to Neysa Taylor with the Tennessee Department of Correction, per policy, the department does not allow inmate specific interviews.

    Here is the full text of the letter, which we have transcribed:

    "Dear Sir/Madam,

    My name is Stephen Hugueley and I am on Tennessee's death row. I've been on MSNBC's "Lock-Up" and I was considered one of their top interviews of 2007. Over the years, TDOC has made an effort to keep the public from knowing certain facts about the prison system, especially about the pampered lives of death row prisoners. Compliant or not, by omission, the media has aided the TDOC in keeping information from the public. If the citizens of Tennessee, especially the families of victims, knew how pampered the death row inmates are, they would be outraged. When you compare Tennessee's death row to those in all other states, Tennessee is like living in a very nice hotel.

    The TDOC does not allow us to do face-to-face interviews anymore, and recently they fixed the phone system to prevent us from calling the media. Even if they allowed us to do interviews, I'm the ONLY death row prisoner who will tell you the truth about the pampered lives of death row prisoners.

    The following are a few things that I hope you'll investigate and report to the public who has a right to know:

    1) In the last five years, there have been approximately 35-40 cell phones found on the death row unit. Most recently, on July 25th, 2016, four cell phones and one prison shank were found. The fact that cell phones are found on death row should be of major concern to the public, because the phones can be used to plan escapes to occur while being transferred to and from court to the hospital. Most cell phones are found on "Trustee" death row prisoners. See 3 below.

    2) Gangs are taking over the death row unit. There was a recent gang fight among "Trustee" death row prisoners.

    3) There are approximately 67 prisoners on death row and approximately 40-50 of those have a type of "Trustee" status (also known as A-level) and they're allowed out of their cell 8-14 hours a day to play ping pong, handball, basketball, lift weights, etc. (it should be noted that anytime the media or politicians are on the unit, they lock down almost all of these so nobody can see how wide open death row is).

    4) There are approximately 40-50 death row prisoners paid at taxpayers' expense to go to school, work, etc.

    5) Death row prisoners are allowed weekly contact visits with family and friends, even though they've been caught having sex on their visits in the past.

    6) The warden on occasion allows the "Trustee" death row prisoners order food from outside the prison and allows volunteers and visitors to bring food to the unit to feed them.

    7) 99% of the time there are less than five guards working the floor on death row when there should be at least 8 on the floor.

    On March 11, 2020, oral argument will be heard in Hugueley's appeal before the United States Court of Appeals for the Sixth Circuit. The panel will be made up of Senior Judge Boggs (Reagan), Judge Griffin (G.W. Bush) and Kethledge (G.W. Bush).
