    Summary of Offense:

    In the summer of 1996, police searched for months for nine-year-old Jackie Beard. Jackie disappeared in July 1996 while picking blackberries near her home in Clarksville. Four months later, police found her body and later charged Rogers with kidnapping, raping and murdering her.

    Rogers was sentenced to death on January 21, 2000.

    Death row inmate denied relief by Judge Gasaway

    A death row inmate, who claims he was not represented properly during his January 2000 murder trial has been denied post conviction relief by Judge John H. Gasaway.

    Williams Glenn Rogers, 48, was convicted of first degree premeditated murder, 2 counts of felony 1st degree murder, especially aggravated kidnapping, rape of a child and tow counts of criminal impersonation for the brutal murder of 9-year-old Jacqueline "Jackie" Beard.

    On July 8, 1996, Jackie Beard was last seen picking blackberries from her Potters Lane yard. Exactly four months later, Jackie's body was found at Land Between the Lakes in Stewart County by hunters.

    Rogers was arrested 3 days after her disappearance and charged with murder.

    Following his trial he was sentenced to death.

    In June 2004 the Tennessee Court of Criminal Appeals, upheld Rogers’ convictions and sentences. In Feb. 2006, the Tennessee Supreme Court upheld the conviction and sentences and in 2006 the United States Supreme Court denied Rogers' petition for relief.

    Rogers was set to be executed May 23, 2009 but Judge Gasaway issued a stay of execution so that a post-conviction relief hearing involving claims of ineffective counsel could be held.

    On March 30 and 31, 2010, Rogers had his 2nd post-conviction relief hearing and after considering all the claims Judge Gasaway denied his appeal.

    In a 194-page opinion, Judge Gasaway denies numerous claims of ineffective counsel that Rogers said occurred during his January 2000 jury trial and sentencing phase.

    The Tennessee Court of Criminal Appeals has upheld the ruling of Judge John H. Gasaway, who denied post conviction relief for convicted murderer and death row inmate William Glenn Rogers.

    Rogers, 50, was convicted of first-degree premeditated murder, two counts of first-degree murder, especially aggravated kidnapping, rape of a child and two counts of criminal impersonation for the brutal murder of nine-year-old Jacqueline “Jackie” Beard.

    On July 8, 1996, Jackie was last seen picking blackberries in her Potters Lane yard. Four months later, Jackie’s body was found by hunters at Land Between the Lakes in Stewart County.

    Rogers was arrested three days after her disappearance and charged with her murder. He was sentenced to death.

    He has filed numerous appeals since his conviction in 2000 and had several stays of execution.

    In August 2010, in a 194-page opinion, Judge Gasaway denied numerous claims Rogers had about his January 2000 trial and sentencing.

    According to the Court of Appeals, Roger appealed the post-conviction court’s order denying his initial and amended petitions for post-conviction relief challenging his merged first-degree murder conviction and death sentence for the killing of nine-year-old Jacqueline Beard, as well as his convictions for especially aggravated kidnapping, rape of a child and two counts of criminal impersonation.

    On appeal, Rogers claims the post-conviction court erred in denying relief because defense counsel provided ineffective assistance in both the trial and appellate proceedings related to his convictions and sentences and because multiple other constitutional violations call into question the validity of these convictions and sentences.

    After a review of the record, the Court of Appeals affirmed the denial of post-conviction relief.

    Rogers will next most likely appeal to the Tennessee Supreme Court, and then the case will go to the federal level, according to John Carney, District Attorney.

    On October 26, 2021, oral argument will be heard in Rogers' appeal before the Sixth Circuit. The same panel will preside.
