    Facts of the Crime:

    On December 8, 1993, at about 9:00 p.m., Simpson, along with three co-conspirators, abducted Andrew Haynes from somewhere in the vicinity of 18th and Tioga Streets in North Philadelphia. Rasheed placed a phone call and wanted $20,000 within 15 minutes - if not, they would kill Haynes. The family could only offer $3,000 and two vehicles. Simpson and his co-conspirators refused the offer. At about midnight the same evening, officers with the Philadelphia Police Department responded to a report of a dead body found in a vacant lot at 18th and Somerset Streets, a location in close proximity to both Washington's residence and the site of the kidnapping. At that location, they discovered the victim's dead body. His hands were tied behind his back and a hat partially covered his face. The victim had suffered four bullet wounds to the back of his head.

    Simpson was sentenced to death in Philadelphia County on December 22, 1997.

    On July 20, 2000, the Pennsylvania Supreme Court upheld Simpson's death sentence on direct appeal.

    Appellant Rasheed Simpson appealed a court of common pleas order that dismissed his petition without a hearing. In it, appellant sought relief under the Post Conviction Relief Act (PCRA) for his conviction of first degree murder, kidnapping, robbery, conspiracy and possession of an instrument of crime. Appellant was tried jointly with one of his co-conspirators, Malik Bowers. Appellant filed a pro se petition for relief under the PCRA in 2001. Counsel was appointed and filed an amended petition in 2002, and a supplemental amended petition in 2003. The Commonwealth filed a motion to dismiss in 2004. Appellant filed a reply on in 2005, and later that year, the PCRA court granted the Commonwealth's motion without a hearing, concluding Appellant's petition raised no genuine issues of material fact. Upon review, the Supreme Court affirmed the order of the PCRA court with respect to all issues, except Appellant's claim regarding trial counsel's ineffectiveness for failing to elicit testimony concerning the alleged motive and bias of a testifying witness against Appellant, as well as allegations concerning the failure to present other witnesses. The PCRA court's order in this regard was vacated, and the matter remanded back to the PCRA court for further proceedings.

    The Post Conviction Relief Act (PCRA) court, after a hearing, rendered an opinion in which it resolved several issues on remand from the Supreme Court. Pertinent to this appeal, the issue was whether appellant received ineffective assistance of trial counsel, and was therefore entitled to relief. With the remand proceedings complete, the Supreme Court considered the issue of whether appellant was entitled to relief based on the cumulative prejudicial effect of all of the alleged errors he set forth in his petition. The Court held that the PCRA court properly resolved the ineffectiveness claims before it, and the Supreme Court concluded that appellant was not entitled to relief on his claim of cumulative prejudice. Thus, the Court affirmed the order of the PCRA court and dismissed all of appellant's claims.
