Facts of the Crime:
On April 17, 1996, Monroe murdered 31-year-old Travinna Simmons and 33-year-old Deccarla Quincy in Quincy's Columbus apartment. Monroe and an accomplice, Shannon Boyd, believed that Simmons and Quincy had access to large amounts of drugs and money. Monroe forced Boyd to bound the women. Monroe then stabbed and shot each of the women in the head. At the time of his trial, Monroe was already serving a life sentence for an unrelated 1999 murder conviction.
