    Widow of slain Norfolk officer awaits word on death benefits

    Five months ago, Dawn Decker got the call: Her husband, a Norfolk police officer, had been found shot to death by the side of Oceana Boulevard.

    A few days later, she buried her love of more than seven years. She has since tried to maintain a normal life for their daughter Charlotte, now 13 months old.

    But their future remains uncertain, largely hinging on one question: Was Victor Decker doing police work the morning of his murder?

    The answer may mean the difference between a secure financial future for Dawn and Charlotte Decker and an uncertain one.

    If detectives determine that Decker was acting as a police officer, his family should qualify for state and federal line-of-duty death benefits totaling more than $400,000.

    Decker's family should get the benefits, supporters say, especially if reports that he was wearing his police badge turn out to be true.

    "If he had his badge around his neck, that meant he was trying to enforce some sort of law enforcement activity," said Mike McKenna, former president of the local police union that represents Norfolk. "And we would like to see him get those benefits."

    The details of what happened early the morning of Oct. 26 remain a mystery.

    According to accounts from friends and police, the night before his death, Decker attended a breast cancer fundraiser with friends at Atlantis Gentleman's Club at 446 Oceana Blvd. He left to take a friend home and returned.

    At the end of the night, around 2 a.m., he chatted with friends in Atlantis' parking lot. He walked two to their cars and then agreed to meet at Central 111, a bar a few miles away that serves food late. But he never showed up.

    About five hours later, a motorist spotted Decker's truck parked about 100 yards from Atlantis, stopped to help and discovered his body lying nearby, a gunshot wound to the head.

    His police badge was hanging around his neck, Bruce Marquis, the retiring Norfolk police chief, said at the time.

    His widow believes he might have intervened in something.

    "Victor was the type of person who, if he saw a situation, he would've stepped in," Dawn Decker said. At the time of his death, she was out of town visiting family.

    Detectives have obtained cell phone tower records and interviewed hundreds of people but have not pinned down a motive or suspect, according to police spokesmen and search warrant affidavits filed in Virginia Beach Circuit Court.

    The Virginia Beach Police Department has two homicide detectives dedicated to the case full-time. They requested Norfolk's file on a fatal shooting involving Decker but have not said whether there may be a connection to his murder. In that incident the night of March 19, 2009, Decker was patrolling downtown Norfolk when he encountered and fatally shot an armed man fleeing a robbery and fatal shooting.

    Dawn Decker calls weekly to check on the investigation and is starting a support group for the families of fallen officers.

    She said Charlotte doesn't notice her father's absence quite so much anymore. Charlotte once mistook a blond police officer for "Dada" but realized her mistake when she saw the man's face. And she's mostly stopped looking for him when she wakes up each morning, Dawn Decker said.

    Dawn Decker has a mortgage to pay and, one day, Charlotte's college tuition to think about. She works for her family's business, selling dog food bowls to retailers. She's expecting a payment soon from her husband's life insurance and said she's received more than $20,000 in donations from the community.

    She's grateful, but she holds out hope that investigators will determine her husband was acting as an officer when he died. Once detectives complete their investigation, Dawn Decker can apply to the state comptroller's office and the Department of Justice for state and federal line-of-duty death benefits. But if the case goes cold, she may be out of luck.

    Robert Cuthrell, president of Blue Soul, a local nonprofit group that offers assistance to the families of fallen police officers, said he plans to start a petition asking that Dawn and Charlotte Decker be given line-of-duty benefits. McKenna, who's now a national representative for the International Brotherhood of Police Officers, said the union is also willing to step in, possibly taking the case to court if they have to.

    "These are people who we require to be on duty 24 hours a day, seven days a week," Cuthrell said. "If it could go either way, then we should give the benefit of the doubt to the officer."

    Victor Decker was gunned down one year ago

    VIRGINIA BEACH, Va. (WAVY) - October 26 marks one year since someone killed a Norfolk police officer outside a nightclub in Virginia Beach.

    Officer Victor Decker, who patrolled downtown Norfolk, was found shot to death on Oceana Boulevard. He was just 25.

    As the anniversary approaches, Virginia Beach Police ask for the public's "continued support, assistance and patience as investigators pursue every available lead."

    Spokesman Adam Bernstein said, "The Virginia Beach Police Department and the many other criminal justice agencies assisting us have remained steadfast in our conviction to bring the perpetrators of this crime to justice."

    Arrest made in Officer Decker's death

    VIRGINIA BEACH, Va. (WAVY) - After an almost two-year investigation, Virginia Beach Police have charged a suspect in the 2010 murder of Norfolk Police Officer Victor Decker .

    The suspect is identified as 20-year-old Raymond Lewis Perry, formerly of the 6400 block of South Stoney Point in Norfolk. He is charged with First Degree Murder, Armed Robbery and two counts Use of a Firearm. Police say Perry is serving an 88-year sentence in South Carolina for a series of robberies in Virginia Beach and other jurisdictions.

    The Virginia Beach Commonwealth's Attorney's Office will institute extradition proceedings, but Macie Pridgen with the office says Perry won't be in Virginia Beach for at least 3 to 6 weeks.

    Officers say more than 200 sources of information were interviewed in this case.

    The following agencies were involved in the investigation: Norfolk Police Department’s Uniform and Detectives Divisions and Special Investigations Unit, Virginia State Police, Alcohol, Tobacco and Firearms (ATF), Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Portsmouth Police Department, and Virginia Beach’s and Norfolk’s Commonwealth Attorney’s Offices.

    Following Perry's arrest, Norfolk Police Chief Mike Goldsmith released the following statement:

    "On behalf of the Norfolk Police Department I would like to thank Chief Jim Cervera and the Virginia Beach Police Department for their relentless determination over the last 18 months to solve the murder of Officer Victor Decker. Their efforts and the hundreds of hours put into this investigation has resulted in an arrest that will provide a level of closure for the men and women of the Norfolk Police Department, particularly those who worked with Vic on a daily basis. I would also like to thank the public for their support during this time.

    Finally, and most importantly, let me remind you to continue to keep Victor's wife, Dawn and daughter, Charlotte, in your thoughts and prayers. While they too must be experiencing a measure of relief at the arrest, they will soon face the difficulty of the upcoming trial.

    Decker was found the morning of Oct. 26, 2010, on the ground beside his truck parked along Oceana Boulevard with his Norfolk police badge hanging around his neck . Norfolk Police Chief Bruce Marquis confirmed that Decker's gun was at his house not with him. The night of his death, Decker was at the Atlantis Go-Go Club for a breast cancer fundraiser . A passerby found Decker's body just after 7 a.m. the next day. Police tell 10 On Your Side Decker was shot at close range, and someone took his wallet, which was recovered a couple of days later.

    Decker was one of seven Virginia officers who received the 2009 VACP/VPCF Award for Valor . He left behind a wife and infant daughter at the time of his death.

    Although an arrest has been made, the case remains under investigation by the VBPD's Homicide Unit.

    Man charged with capital murder in officer’s death

    A man charged with robbing and fatally shooting an off-duty Norfolk police officer is now facing a capital murder charge, making him eligible for life in prison or the death penalty.

    A grand jury today indicted Raymond Lewis Perry, 21, on one charge of capital murder under the state code section that makes killing someone while committing a robbery a capital offense, said Macie Pridgen, a spokeswoman for the Commonwealth’s Attorney’s Office. The grand jury also certified Perry’s previous charges: first-degree murder, robbery and two counts of using a firearm in the commission of a felony, she said.

    Detectives charged Perry this past summer, nearly two years after a passerby found the officer, 25-year-old Victor Decker, shot to death by the side of Oceana Boulevard the morning of Oct. 26, 2010. Police have said little about what led them to Perry, but a preliminary hearing Oct. 17 in General District Court included testimony from several current and former inmates who said they either saw Perry near the murder scene the morning of Decker’s death or heard him admit the crime while sharing a jail cell with him.

    Perry, who is originally from Norfolk, is serving a nearly 97-year sentence in federal prison in Bennettsville, S.C., for a string of violent robberies here and in North Carolina the month before Decker’s death.

    It’s unclear yet whether prosecutors will pursue the death penalty for Perry, if he’s convicted, Pridgen said. His next court date is Nov. 7.

    Second man charged in officer's murder

    The Virginia Beach Commonwealth's Attorney has charged a second suspect in the murder of Norfolk police officer Victor Decker.

    Decker was found dead two years ago near a gentlemen's club on Oceana Boulevard. This summer Raymond Perry was charged with Decker's murder.

    Marcie Pridgen with the Virginia Beach Commonwealth Attorney's Office said Kareem Hasson Turner was arraigned and charged with second degree murder in Decker's death on Friday. Court documents also show Turner was charged with robbing a residence the same day Decker's body was found on Oct. 26, 2010.

    Business owners who knew Decker from his Granby Street patrols say they want justice in his death. It's been two years since his death, but many business owners on Granby Street say the pain lingers.

    "It took a toll on us on the restaurant, the community, the regular customers, and employees here at 'Hell's Kitchen' It was a huge loss. We still feel it even today," Hell's Kitchen owner, Ginger Davenport said.

    "He's really, really, really missed. There will never be anyone else like him around here," said Alexander Laws, a Hell's Kitchen employee.

    News of a second arrest in Decker's murder has brought a renewed desire for justice in his death.

    "I hope they find every single person linked to this, and I hope they all pay," said Davenport.

    "We want to know that our friend didn't die in vain," said Laws.

    But, no arrest or time passed could ever erase the pain felt by the of this officer, father, and friend.

    "It could be 25 years later, it wouldn't be different. He was a beautiful man, and a great person. He helped everyone out no matter what the cost.

    Perry is currently in South Carolina serving time for a string of violent robberies. He maintains his innocence. Turner is now behind bars in a Virginia Beach jail.

    Turner's arrest brings back painful emotions for business owners on Granby Street in Norfolk, the area Decker patrolled before his death.

    "He was never out for himself," said Alexander Laws, of Hell's Kitchen on Granby Street. "He was always looking out for somebody; that's why justice has to be served. I don't get it. It hurts, and his absence is still felt."

    Turner is now in custody and scheduled to appear in court Dec. 14.

    VIRGINIA BEACH - Prosecutors say they'll pursue the death penalty in the trial of accused killer Raymond Perry.

    But first, he'll need a new lawyer. Greg Turpin asked to be removed from the case because he's running for Va. Beach Commonwealth's Attorney. He was removed and there will be a hearing on January 30 to formally appoint someone else, said Commonwealth's Attorney Macie Pridgen.

    Perry, 21, and 24-year-old Kareem Turner are charged in the October 2010 murder of Victor Decker, who was off duty when he attended a fundraising event at Atlantis nightclub on Oceana Blvd. Decker's body was found beside his truck on October 26.

    During an October 2012 hearing, witnesses testified that Perry told them he robbed or shot Decker, or they saw him acting suspicious outside the gentleman's club that night, prosecutors said.

    In an August jailhouse interview following his arrest in July, Perry told 13News he didn't kill Decker, that he didn't know him, had never met him, had never seen him before and wasn't at the club that night. Perry said he thought perhaps inmates were giving police false information in hopes of getting reduced time behind bars.

    Perry is charged with capital murder, 1st degree, robbery and two counts of use of firearm. Turner is charged with second degree murder and has a preliminary hearing set for March 14.

    VIRGINIA BEACH - A man accused of killing an off-duty Norfolk policeman will stand trial a year from now.

    Raymond Perry is one of two men charged in the murder of Officer Victor Decker, who had been at a fundraising event at Atlantis gentlemen's club near Oceana. His body was found next to his truck in October 2010.

    At a hearing Wednesday, Perry was appointed a second attorney and waived his right to a speedy trial to make the February 25, 2014 date possible.

    Perry is charged with capital murder, 1st degree, robbery and two counts of use of firearm. Va. Beach prosecutors said last month they'll pursue the death penalty in this case.

    24-year-old Kareem Turner is charged with second degree murder and has a preliminary hearing set for March 14.

    Case to go forward in death of off-duty Norfolk officer

    It was a chilly October morning as the Atlantis Gentlemen's Club prepared to close.

    Outside, Lamont Davenport and friends waited in a car, looking for an acquaintance they planned to rob, he said in court Thursday.

    That's when two hooded men caught their attention as they walked from the strip club down Oceana Boulevard, Davenport said. He got out to investigate and heard a gunshot.

    A few hours later, a passer-by would find the body of 25-year-old Victor Edward Decker, a husband, father and off-duty Norfolk police officer, dead of a gunshot wound, lying next to his pickup, his wallet missing.

    After the shot, when the hooded duo came running back, Davenport recognized one as Raymond Lewis Perry, a man he knew "from the streets" as "Buck," he testified. The other he thought he knew, too, as Kareem Hasson Turner, though he was less certain, he said.

    Davenport and friends left before more trouble came, and for a while kept what they'd seen to themselves.

    The case went unsolved for nearly two years after Decker's Oct. 26, 2010, death until informants such as Davenport led police last summer to charge Perry - a 21-year-old federal prisoner with an extensive criminal history - and, about six months later, Turner - a 24-year-old demolition worker with only minor criminal convictions.

    A General District Court judge Thursday ruled there was enough evidence to go forward with the case against Turner, despite arguments from defense attorney James Broccoletti that prosecutors offered no forensic proof or credible witnesses.

    So far the cases against the two men accused of committing one of Virginia Beach's highest-profile crimes have hinged on the testimony of jailhouse informants with their own sometimes-lengthy criminal pasts.

    Davenport, 38, is serving more than 12 years in federal prison for cocaine distribution, though he said in court he'll serve less time for cooperating in a federal case. He hopes to further reduce his sentence by testifying in the Decker case, he said.

    Witness Aaron Lundy, 24, said he, too, is hoping for a reduced sentence on his own charges, which include grand larceny and credit card theft.

    Lundy testified he first met Turner last fall in the Virginia Beach Correctional Center as they sat in a holding cell, trading stories on how they'd ended up there.

    Turner told him his fingerprints had been found on the gun used to kill Decker, Lundy testified. Turner said he'd provided Perry with the gun and participated in the robbery, but didn't know Decker was a policeman and didn't pull the trigger, Lundy said.

    Detective John Allen said police recovered a shell casing from the scene and found Decker's wallet on the nearest Interstate 264 West on-ramp.

    Turner's and Perry's lives are on the line. Their charges - including murder, robbery, and using a firearm - could land them in prison for life. Perry also faces a capital murder charge, punishable by the death penalty.

    The men have denied their involvement.

    Perry said in a jail interview he didn't commit the crimes. Turner declined an interview request, but he told a magistrate he'd been mistaken for someone else, according to court records.

    It's unclear from court records or testimony how the two are connected.

    Perry is scheduled for trial next year. Turner's case will go to a Circuit Court grand jury, which will determine whether he stands trial.

    A suspect in the slaying of an off-duty Norfolk police officer in Virginia Beach has been indicted on second-degree murder, robbery and related charges.

    Media outlets report that a Virginia Beach grand jury indicted 25-year-old Kareem Hassan Turner on Monday.
