Autopsy: S.A. teacher's killer, Ronnie Joe Neal, hoarded pills, overdosed

The mugshot of Ronnie Joe Neal and a shank he made out of a bucket in prison that he planned to use during an escape, used as evidence during Neal's trial for the murder of Diane Tilly, in 2006.

Just as his family suspected, convicted killer Ronnie Joe Neal, 39, hoarded his prescription anti-depressants and overdosed on them in June in his cell in Livingston, an autopsy report reveals.

Neal had attempted suicide by overdose twice before, once at age 14 and again while incarcerated at the Bexar County Jail. The second attempt was in April 2006, shortly after he and his daughter Pearl Ann Cruz were convicted in the November 2004 robbery, rape and death of Diane Tilly, 58, a Robbins Academy teacher in San Antonio.

Upon learning of Neal's death, Tilly's son Stephen, 34, said he was relieved that Neal could no longer appeal his sentence.

“I am thankful that he has taken his last breath on this earth,” he said, but added that it wouldn't bring back his mother, who was found shot to death in a Northeast Bexar County field nearly two weeks after she was reported missing.

Neal took nearly 10 times the quantity of nortriptyline, a trycyclic antidepressant, considered toxic, according to the University of Texas Medical Branch report.

Two weeks before guards found Neal unresponsive in his cell at the Texas Department of Criminal Justice's Polunsky Unit, he had been caught with about 100 nortriptyline pills, the report reveals.

John Moriarty, the TDCJ inspector general, said an internal investigation was begun to determine any possible wrongdoing by prison or medical staff. After guards found the stash of pills in Neal's cell, he was not placed on suicide watch, Moriarty said.

“The death investigation is now closed,” Moriarty said by telephone Thursday. “We opened an administrative investigation to determine if there was a violation in policies in the distribution of the medication.”

Neal was prescribed nortriptyline and was HIV-positive and had bipolar disorder, hypertension and auditory hallucinations, the autopsy report states. Medical staff and guards who distributed Neal's prescriptions should have made sure the pills were ingested, Moriarty said, but Neal was somehow able to collect enough nortriptyline to cause a massive overdose.

“Where there's a will, there's a way, they say,” Moriarty said. “It's really difficult to try to stop them, unless they're specifically on suicide watch.”

Neal's sister, Debra Blount, said in an interview shortly after his death that Neal had grown tired of fighting after years on death row. The same day she and other relatives learned Neal had died, his suicide note had arrived in the mail.

“By the time you receive this letter I will be dead,” the letter read.

Cruz, now 21, received a 30-year prison term and was released last year from a Texas Youth Commission facility. She's now on parole in Austin, according to the TDCJ.

Since 1974, at least 11 death row inmates have committed suicide, according to a TDCJ database.
