    Three Juvenille Offenders executed in Southern Iran

    Iran Human Rights, April 18, 2014: Four prisoners were hanged in the prison of Bandar Abbas (Southern Iran) yesterday April 17. According to the group “Human Rights and Democracy activists in Iran” (HRDAI) five prisoners were transferred to solitary confinement on Wednesday April 17, for implementation of their death sentences.

    Four of the prisoners were executed on Thursday morning. These prisoners were identified as: Zargham Jahangiri (27) been 5 years in prison; and three Juvenile offenders: Ahmad Rahimi (21) been in the prison since he was 17 year old (Juvenile offender); Ali Fouladi (22) been in the prison since he was 16 year old and Ali Sharifi (29) been in the prison since he was 14 year old.

    Execution of a fifth prisoner was interrupted two minutes after being hanged and his execution was postponed. He is identified as Falak Nazmoradi (60) been 18 years in the prison. He is reported to be in a serious condition at the prison hospital.

    Iran Human Rights (IHR) has confirmed this information through two independent sources.

    Despite ratification of the UN convention on the rights of the child which bans death penalty for offences committed at under 18 years of age, Iran stays as the biggest executioner of juvenile offenders in the world. In 2013 at least 8 juvenile offenders were executed in Iran.

    Five Prisoners hanged at Gohardasht prison

    NCRI - The Iranian regime hanged five prisoners including a 68 year-old man on Tuesday in Gohardasht prison in city of Karaj.

    The prisoners were among a group of six who had been transferred to solitary cells from sections 3,4 and 6 of the prison.

    The names of four of the victims are: Ali-asghar Kokabi, 68, Hormoze Rezaei, 33, Farhad Mullah-hassani, 28, Akbar Nobakht Saran, 37.

    Meanwhile, a 24 year-old man was hanged on Monday in the main prison in north-eastern city of Mashhad, state-run daily Khorasan reported.

    Four Juvenile Executions in Four Days

    Iran Human Rights, April 22, 2014: According to reports from Iran a juvenile offender identified as “Ebrahim Hajati” was hanged in the Vakilabad prison of Mashhad on Sunday April 20.

    Ebrahim was convicted of murdering Abdollah (19) under a fight in a village outside Mashhad four years ago. At that time Ebrahim was 16 year old. He was sentenced to qesas (qisas; retribution in kind), and his execution was carried out on Sunday 22. April 2014.

    Last week Iran Human Rights (IHR) reported about execution of three juvenile offenders in Bandar Abbas. So far in 2014 at least six juvenile offenders have been executed in Iran.

    IHR strongly condemns execution of juvenile offenders by the Iranian authorities. Mahmood Amiry-Moghaddam, the spokesperson of IHR said: These executions are clear violations of Iran’s international obligations. We urge the international community, especially the United Nations to react to the ongoing execution of juveniles in Iran”.

    Iran has ratified the UN Convention on the Rights of the Child which bans death penalty for the offences committed under 18 years of age. In 2013 at least 8 juvenile offenders were executed and so far in 2014 at least 6 juvenile offenders have been executed in Iran.

    Three Prisoners Hanged Publicly in Iranian Town of Zabol

    Three prisoners who were charged with the assassination of the prosecutor of Zabol in November 2013, were hanged publicly at the site of the assassination early this morning.

    According to the state run Iranian news agency Fars, the prisoners were identified as Omid Piri, Iman Galavi, Alireza Dehmardeh.

    The prisoners were sentenced by the Revolutionary Court on February 24, and their sentences were approved by the Supreme Court on April 7.

    IHR strongly condemns today’s executions. Mahmood Amiry-Moghaddam, the spokesperson of IHR said: “These prisoners have been subjected to unfair trials and possibly torture, followed by public execution which is an inhumane and brutal punishment meant to spread fear in the society.”

    Iranian rape victim to be hanged unless she apologizes for sex assault claims

    Interior designer Reyhaneh Jabbari killed Moreteza Abdolai Sarbandi after Jabbari was called to do some for work and was allegedly assaulted by Sarbandi. Now his 26-year-old son, who has the power to grant clemency, says he will only do so if she exposes her ‘true intentions’ and reveals who he says was the second man present at the scene.

    More Than Two Executions Everyday in 2014 in Iran

    According to official and unofficial reports at least 320 prisoners have been executed in the first 5 months of 2014 in Iran. This makes an average of more than two executions everyday. Iran Human Rights urges the international community to react.



    Iran Human Rights, June 3, 2014: One prisoner was hanged in the prison of Semnan (Northern Iran) on June 1, reported the official website of the Iranian Judiciary in Semnan.

    The prisoner who was identified as “J. L.” (39 year old from Zabol), was charged with possession and trafficking of 1750 grams of the narcotic substance crack, said the report.edam6_4

    According to the reports collected by Iran Human Rights (IHR), at least 320 prisoners have been executed in 2014 in Iran. Iranian official sources have announced at least 147 executions in the period between 1. January and 1. June 2014. In addition, more than 180 executions have been reported by human rights groups and not announced by the official sources. Based on these numbers, the Iranian authorities have executed in average, more than 2 people every day in the first five months of 2014. This is despite the fact that there has been a 3 week’s halt in the executions around the Iranian new year in March.

    IHR urges the international community to react to the execution wave in Iran. Mahmood Amiry-Moghaddam, the spokesperson of IHR, said: Iranian authorities have once again broken their own records with regards to the extensive use of the death penalty. The United Nations and the international community must take serious measures to stop the unprecedented wave of the executions in Iran”

    According to IHR’s annual report on the death penalty at least 687 prisoners were executed in 2013,
    which was the highest number of reported executions in more than 15 years. It seems that the execution wave that started after the presidential elections of 2013 is increasing even more in 2014.

    Iranian child bride faces execution for killing the man she was forced to marry

    Razieh Ebrahimi was forced to marry at the age of 14, became a mother at 15, and killed her husband at 17. Now at 21, she is on Iran’s death row.

    Ebrahimi, who shot dead her hubsand while he was sleeping, faces imminent execution, despite international laws prohibiting execution for crimes committed by juveniles.

    Human Rights Watch, has urged Iran’s judiciary to halt the execution. Earlier this week, Ebrahimi’s lawyer also asked judges to consider a retrial, the semi-official Mehr news agency reported.

    “I married our neighbour’s son when I was only 14 because my dad insisted,” Ebrahimi was quoted as telling officials working on her case, according to Mehr. “My dad insisted I should marry him because he was educated and was working as a teacher. I was 15 when I gave birth to my child.” Her child is believed to be now six years old.

    “I didn’t know who I am or what is life all about,” she said soon after being arrested. “My husband mistreated me. He used any excuse to insult me, even attacking me physically.”

    Ebrahimi is said to have admitted to killing her husband with his own gun before burying him in the garden. Ebrahimi initially told the police her husband was missing but her own father found the dead body and gave her in to the police.

    Iran is signatory to the international convenant of civil and political rights (ICCPR) which prohibits death penalty for convicts if their act of crime is committed while they were under the age of 18.

    HRW called on the judiciary, which is independent of the Iranian government, to reverse its decision.

    “Every time an Iranian judge issues a death sentence for a child offender like Ebrahimi, he should remember he is in flagrantly violating his legal responsibilities to administer justice fairly and equitably,” said HRW’s Joe Stork. “Iran’s judiciary should reverse its execution order of a battered child bride.”

    Althought a death penalty for Ebrahimi was handed down by the judges, her victim’s family have until the very last minute to pardon her, a decision they have so far refused. Under Iranian law the victim’s family have a final say over the death penalty.

    In April an Iranian mother pardoned the man who had killed her sonjust moments before he was to be executed. Samereh Alinejad’s act of forgiveness, has since inspired dozens of other families across Iran to pardon convicts at last minute.

    Iran’s judicial authorities have previously denied accusations of juvenile executions, but according to HRW, the country has executed at least 10 juvenile offenders since 2009.

    The dispute appears to arise from Iran’s own definition of a juvenile. The country does not provide a clear distinction between the age of majority – when minors cease to legally be considered children – and the minimum age of criminal responsibility, which is 15 for boys and nine for girls under Iranian law. Under the current civil code, girls can marry at 13 and boys at 15, HRW said.

    In 2013, Iran and Iraq were responsible for more than two-thirds of the executions that happened worldwide, according to Amnesty. Iran says most of its executions are related to drug-offences.

    Shadi Sadr, a London-based Iranian lawyer with the rights group Justice for Iran, told the Guardian Ebrahimi’s case underlined a hidden social and legal issue in Iran.

    “Forced girl marriage in Iran is a hidden social and legal issue,” she said. “However, it should be noted that Maryam Ebrahimi’s case is not a unique case at all. This March, for instance, Farzaneh Moradi, 28, was executed for murdering her husband. She was forced to marriage at 15, gave birth at 16, fell in love with another man at 19 and was accused of murdering her husband at 20.”

    She added: “Women such as Maryam or Farzaneh, who are forced to marriage at childhood, are actually being raped constantly under the name of marriage. While they should go to school at that age, they are instead experiencing a life full of violence with no legal support. They eventually kill themselves or their husbands to end this vicious circle.”

    Sade said Justice for Iran’s research shows in 2012 alone, 1,537 girls under the age of of 10 and 29,827 girls between the ages of 10 and 14 were registered for marriage in Iran.

    Three Americans still held prisoner in Iran, Rep. Smith calls for justice

    New Jersey Rep. Chris Smith asked the Chief Justice of Iran on Thursday to appoint personal representatives to three Americans being held prisoner in the country, review the trial processes, and allow the Swiss Ambassador to report on their condition.

    Pastor Saeed Abedini has been imprisoned in Iran since September 2012, former Marine Amir Mirzaei Hekmati since August 2011, and retired FBI agent Robert Levinson since March 2007. The Chief Justice can recommend pardons and sentence reductions to the Supreme Leader.


    Rep. Smith is also the Chairman of the U.S. House Subcommittee on Africa, Global Health, Global Human Rights, and International Organizations. In a letter to Iranian Chief Justice Ayatollah Sadeq Ardeshir Amoli Larijani published Thursday, Smith said that he has also urged Iran's President and Foreign Minister to take action. According to the Iranian constitution, however, Ayatollah is "responsible for the implementation of justice."

    Abedini, who became a Christian in 2000, was arrested for proselytizing, but maintains that he traveled to his native country to help build a state-run orphanage. He has been beaten by inmates and guards while incarcerated, and was temporarily transferred to a hospital after suffering internal injuries from the assaults. He was sentenced to eight years in prison in January 2013.

    Hekmati was visiting his family in Iran when he was captured and accused of being a CIA agent. He is currently on death row after confessing on video that he is a spy. His family says the confession was coerced.


    A 20-year FBI veteran, Levinson was reportedly on a CIA mission when he was kidnapped by Iranian authorities. Both the U.S. government and Levinson's family denied for years that he was on a CIA mission, stating instead that he was working as a private investigator. In December, the family admitted the truth, and provided proof of the government relationship. Iran has not admitted that they are holding Levinson.

    Rep. Smith said that these cases need to be the focus of future U.S. negotiations with Iran.

    "Ironically, Iran wants the world to lift sanctions and trust them with nuclear capabilities despite continued and violent disregard for even basic human rights," he wrote.

    "The U.S. government must not waste another opportunity to secure the release of these three Americans... Time is running out."

    Iran pressures lesbians, gays to have sex change operations – report

    When Arshkan, a young Iranian man, told a psychiatrist he was homosexual he was astonished to get a letter telling him to start hormone therapy in preparation for a sex change.

    Sara, a student in Tehran, was similarly advised to change sex after confiding to a psychologist that she preferred girls to boys.

    Rights campaigners say Iranian doctors routinely pressure lesbians and gays to undergo sex change operations including sterilisation.

    While homosexuality is considered a sin in Iran, transsexuality is viewed as a legitimate health problem which can be cured through surgery, according to a report by Justice For Iran (JFI) and 6Rang, an Iranian lesbian and transgender network.

    “Most healthcare professionals in Iran believe homosexuality is a form of mental illness,” said the report’s author and 6Rang founder Shadi Amin. “Lesbians and gays are often told they have gender identity disorder.”

    Transsexuality was legalised after revolutionary leader Ayatollah Khomeini issued a religious edict in 1985 authorising sex change operations.

    Today, Iran carries out among the highest number of sex changes in the world and is the only country which imposes the death penalty for homosexual behaviour while permitting sex changes, Amin said.

    There are no official statistics for sex change operations, but the report says applications made to the Legal Medicine Organisation of Iran (LMOI) have soared in recent years.

    There were 1,366 applications between 2006 and 2010, but campaigners say anecdotal evidence from doctors suggests the number of operations is far higher.

    A leading LMOI psychiatrist is quoted in the report as linking the high number of applicants to Iran’s rejection of homosexual lifestyles.

    A prominent surgeon is also quoted as saying in 2005 that he had performed at least eight times as many sex change operations as he would have done if practising in Europe - a fact he attributed to the ban on homosexuality.

    STIGMA

    Iran is one of a handful of countries where certain homosexual acts are punishable by death. The penalty for lesbian sexual acts is flogging, but anyone convicted a fourth time faces execution.

    Rights campaigner Amin said Iran was a “highly gendered society” where the law defines a true man as one who is attracted to women and a true woman as one who is attracted to men.

    People perceived as lesbian or gay risk discrimination, arbitrary arrest, torture and violence from their communities and families.

    Amin said the lack of information on sexuality combined with the demonisation of homosexuality and criminalisation of homosexual acts pushed lesbians and gays into having psychiatric, hormonal or surgical treatment.

    While some doctors advise people to change their gender, others try to switch patients’ sexual orientation using nausea-inducing psychoactive medications or electroshock treatment, the report says.

    “I think psychiatrists in Iran … want to either electroshock you into being straight or remove your testicles. This is a very prevalent attitude,” one gay man comments.

    STERILISATION

    Amin believes that homophobia is often so internalised in Iran that some people prefer to identify themselves as transgender rather than admit they are lesbian or gay.

    The rights campaigner, who has lived in Germany since the 1980s, believes she would also have opted for a sex change if she were growing up in Iran now, even though she has never felt male.

    “When I was young I thought there was something wrong with me. I thought it wasn’t normal that I loved women and wanted to be like a boy so I thought I should change myself,” she said.

    “I’m really glad that at that time there was not this discourse around sex change operations. If I was that young girl today, I’m sure I would have decided to have sex reassignment.”

    Amin said Iran’s official acceptance of transsexuality “doesn’t make it a paradise for transsexuals”.

    She said transgender people could not obtain legal recognition of their preferred gender unless they underwent sex reassignment, including forced sterilisation.

    The report - which includes shocking testimonies from people who have undergone harmful therapies and surgery - says operations are often carried out in “a reckless and substandard fashion” with little or no aftercare.

    “The doctors who do this are not specialists for transsexuals. Any surgeon or gynaecologist can do it,” Amin said.

    She said transgender people she interviewed had been left with serious problems including severe back pain, chest pain, debilitating infections, loss of sexual sensation and incontinence.

    The report will be launched at a gay pride event on Thursday in Istanbul in Turkey, where many Iranian gays and lesbians have sought refuge.

    It calls on Iran to abolish the death penalty, repeal laws criminalising homosexual conduct and outlaw forced sterilisation and sex reassignment surgery without informed consent.

    Stay execution of Iran woman UN pleads

    The UN human rights chief appealed to Iran on Thursday not to execute a woman convicted of murdering her husband at age 17.

    Razieh Ebrahimi, imprisoned in Ahwaz, is among some 160 people thought to be on death row in Iran for crimes committed before they turned 18, UN High Commissioner for Human Rights Navi Pillay said in a statement.

    More than 250 people are believed to have been executed in Iran this year, Pillay said.

    "The imminent execution of Razieh Ebrahimi has once again brought into stark focus the unacceptable use of the death penalty against juvenile offenders in Iran," she said.

    Ebrahimi was married at 14 years old and gave birth to a child a year later. She says that her husband subjected her to domestic violence, according to the statement. She was arrested in 2010.

    "Regardless of the circumstances of the crime, the execution of juvenile offenders is clearly prohibited by international human rights law," said Pillay, a former international judge.

    500 executions in 2013

    Jannat Mir, a 17-year-old Afghan, was hanged in April in Isfahan prison in Iran for drug-related crimes, she said, raising concerns about whether he had a fair trial, because he was said not to have had access to a lawyer or consular services. Five other Afghans were executed with him for similar offences.

    Four "political prisoners" from the Kurdish minority - named as Hamed Ahmadi, Kamal Malaee, Jahangir Dehghani and Jamshed Dehghani - are also at imminent risk of execution, Pillay said.

    They were convicted in 2010 on charges of Moharebeh (enmity against God) and Mofsid fil Arz (corruption on earth) after trials that fell short of the international fair trial standards, she said.

    At least six political prisoners are among more than 250 people believed to have been executed in Iran this year, while some sources suggested a "considerably higher figure", she said.

    Most of the executions were for drug-related offences, which do not meet the threshold of "most serious crimes" for which the death penalty may be applied in international law, Pillay said.

    At least 500 people are known to have been executed in Iran in 2013, including 57 in public, she said.

    Call to abolish death penalty

    President Hassan Rouhani has failed to fulfil campaign promises to allow greater freedom of expression and there has been a sharp rise in executions since his election, UN Secretary General Ban Ki-moon said in March.

    The UN Human Rights Council on Thursday called on all states to ensure that the death penalty is not imposed for crimes committed by under-18s and to work toward abolition of the death penalty.

    China, India, Japan, Pakistan and Saudi Arabia were among member states voting against the resolution brought by the European Union on behalf of a group of sponsors at the forum.

    It was adopted by 29 states in favour, with 10 against and 8 abstentions. Russia and the United States abstained.

    "We cannot agree with the slant of this resolution in favour of a moratorium or abolition, nor with the generality expressed that use of the death penalty inevitably leads to violations of human rights," US ambassador Keith Harper told the talks.
