    Facts of the Crime:

    Convicted and sentenced to death in the 1986 murder of Sarah Anne Lee. The evidence showed that, on March 8, 1986, Huggins broke into Sarah Anne Lee’s home in Castro Valley, robbed her of her shotgun, and shot her to death with that shotgun from close range. Huggins admitted killing Lee but claimed he did so accidentally. The prosecution theorized that Huggins broke into Lee’s empty house, found her shotgun, ambushed her at her front door when she returned home, tried to rape her, and killed her with the shotgun when she resisted.

    Huggins was sentenced to death on December 17, 1993.

    On November 22, 2006, Huggins filed a habeas petition in Federal District Court.

    On August 26, 2015, the California Supreme Court remanded Huggins' case to Alameda County Superior Court for an Atkins (mental retardation) determination.

    Schizophrenia, paranoid type (contested)

    Competence

    Described as psychotic, suicidal and engaging in bizarre behavior. Details of current psychiatric exams filed in court are sealed.

    Legal

    Competency questions in Huggins’ 2006 federal appeal have been raised since 2012, while the state Supreme Court has set a hearing in June on whether Huggins should be resentenced to life because of low intelligence.
