    Lebanon

A Lebanese military court sentenced a man to death on charges of spying for Israel's Mossad and providing the agency with information on the militant group Hezbollah, a judicial official said Friday.

"A military court has sentenced Amin Ibrahim al-Baba to death ... for contacting Israeli intelligence and providing information that aided Israeli attacks on Lebanon," the official told AFP.

The charge sheet said Baba, 44, had opened an Internet cafe in southern Lebanon through which he sent information to Israel, including information that facilitated the 2006 assassination of brothers Mahmud and Nidal Mazjoub of the Sunni Islamic Jihad movement.

Baba was arrested in April 2006 in the southern coastal city of Sidon.

Earlier reports said he had been active in attacks in the 1980s and 90s against Israeli troops, which occupied southern Lebanon from 1978 until 2000, before being recruited to work for Mossad.

For years before his arrest, Baba had been monitoring members of the Islamic Jihad and Hezbollah, and providing Israel with information on the Iranian-backed Shiite movement's equipment and arsenal, the charge sheet said.

Friday's verdict brings to six the number of men sentenced to death on spying charges since 2009, including one found guilty of aiding Israel during its devastating 2006 war with Hezbollah.

Lebanon and Israel remain technically in a state of war.

Convicted spies face life in prison with hard labour or the death penalty if found guilty of contributing to Lebanese loss of life.

Death penalty sought in Hezbollah official's killing

Lebanon’s military investigative judge called Thursday for the death penalty against four Lebanese and an Egyptian in the case of the 2004 assassination of a high-ranking Hezbollah official.

Judge Imad Zein issued an indictment accusing four Lebanese and an Egyptian in the assassination of Hezbollah official Ghaleb Awali, who was killed in a car bomb near his apartment building in Beirut’s southern suburbs.

Two other Lebanese allegedly involved in the crime are fugitives.

The Lebanese and the Egyptian nationals were also accused of carrying out “terrorist acts,” collaborating with Israel and attempted assassination.

The Egyptian was the janitor at the building where Awali resided and monitored the movement of the Hezbollah official prior to the bombing in July of 2004.

The Lebanese, who were arrested for their involvement in the killing, have confessed to collaborating with Israel’s Mossad.

Their case was referred to the Military Tribunal.

Hezbollah’s Secretary-General Sayyed Hasan Nasrallah has accused the Jewish state of being behind the assassination of Awali, who was captured by Israeli troops during the 1982 invasion of Lebanon.

    He also assisted Palestinian groups.

Lebanese Colonel Gets Death Penalty over Spying for Israel

A judicial source told The Daily Star on Saturday that Ghassan al-Jidd, a retired Lebanese Army colonel, was convicted with spying for Israel. He fled the country in 2009.

Hezbollah Secretary-General Seyed Hassan Nasrallah said in a speech in 2010 that Jidd was present near the scene of former Prime Minister Rafik Hariri’s 2005 assassination a day before the attack.

Nasrallah also accused Jidd of involvement in the assassination of Hezbollah commander Ghaleb Awali in 2004 in the Beirut Southern suburbs.

The Lebanese judiciary has handed down several death sentences against collaborators with Israel over the past years but none has been executed.

The Military Tribunal also sentenced Palestinian Asaad Khatib to 10 years behind bars on similar charges, said the source, who spoke on condition of anonymity.

Brothers sentenced to death for Israel collaboration

BEIRUT: Lebanon's Military Tribunal handed down a death sentence in absentia to two brothers for collaborating with Israel during the 2006 war.

The court, headed by Brigadier Nizar Khalil, handed down the sentence to Joseph and Natan alyaho Kalash after the two were convicted with "collaborating with the Israeli enemy, providing it with coordinates for the Lebanese Army and Hezbollah."

The two also provided Israel with coordinates of brigades which were bombed during the 2006 war.

They were stripped of their civil rights and their arrest warrants have been reissued.

The court also sentenced Mahdi Ali al-Mestrah with 10 years of hard labor after he was convicted with collaborating with the Israeli intelligence, providing information about Hezbollah's movements in Beirut's southern suburbs.

Death penalty sought for radical Sunni cleric Assir

Lebanon will seek the death penalty for a radical Sunni cleric who has been at large since deadly clashes between his followers and the army last year, a judicial source said Friday.

Military judge Riad Abu Ghida recommended seeking death sentences for Ahmad al-Assir and 53 others, including singer-turned-fundamentalist Fadel Shaker.

The sentences are being sought in connection with the summer clashes in the southern city of Sidon, which left at least 18 soldiers and 11 gunmen dead.

The suspects are accused of "having formed armed groups that attacked an institution of the state, the army, killed officers and soldiers, took explosive materials and light and heavy weapons and used them against the army," the indictment says.

The judicial source said Abu Ghida, the investigator responsible for recommending charges and penalties, has also recommended prison sentences for around 20 other people.

Assir and a number of his supporters, including Shaker, have been on the run since the clashes in June.

The cleric gained notoriety for his fierce opposition to Lebanese Shiite movement Hezbollah, particularly following the group's decision to back the Syrian regime in the country's civil war.

Hezbollah is a key supporter of President Bashar al-Assad and has sent fighters across the border to Syria to bolster regime forces which have been battling an uprising since March 2011.

Since becoming a fugitive, Assir has released a number of audio recordings and several tweets renewing his criticism of Hezbollah, its ally Iran.

He has also accused the Lebanese army of failing to protect the country's Sunnis.

Syria's conflict, pitting a Sunni-dominated uprising against Assad, who is a member of the Alawite community, and his regime has deepened existing tensions in Lebanon.

Lebanon: Rise in Crime Rate Spurs Calls for Death Penalty

    By Caroline Akoum
    Asharq Al-awsat English

Beirut – A rise in cold-blooded murders in Lebanon has been met with demands for re-enacting the death penalty which has been frozen since 2004.

The latest crime was the killing of a 23-year-old man by a gunman north of Beirut earlier this week.

The gunman killed Roy Hamouche after their cars collided on a highway.

His murder led to widespread condemnation and demands to re-enact the death penalty despite the rejection of several civil society and human rights organizations that said limiting such crimes should come through the restraint of guns.

On Friday, Interior Minister Nouhad al-Mashnouq called for the implementation of the death penalty during a speech celebrating the 156th anniversary of the Internal Security Forces in Lebanon.

He called for stricter punishment for criminals, saying that Lebanon should “re-enact the death penalty, especially in cases of deliberate murder.”

Lebanon’s last execution took place in 2004, former Justice Minister Shakib Qortbawi told Asharq Al-Awsat.

Despite the significant time since the last execution, capital punishment continues to be legal in Lebanon, he said.

Following a judge’s verdict, carrying out the death penalty requires a decision from the justice minister, which is later sent to the prime minister and the president to issue a special decree, Qortbawi told the newspaper.

But no justice minister has done that since 2009, he said.

While rejecting capital punishment, the former minister said that the real problem lies in the proliferation of arms in addition to the high rate of drug use among all communities in the country.

“The solution should come by abolishing all arms licenses,” Qortbawi said.

Abdel Salam Sidahmed, the Regional Representative of the UN Human Rights Office of the High Commissioner, told Asharq Al-Awsat the OHCHR encourages countries to abolish the death penalty in line with international conventions and a resolution issued by the UN calling for the abolishment of capital punishment.

A criminal can be punished through other verdicts such as life in prison, he said.

The OHCHR is in continuous contact with the Lebanese authorities on human rights issues and encourages officials to hold onto the moratorium of the death penalty, he added.

Military Tribunal issues death penalty over soldiers deaths

The Military Tribunal Wednesday issued the death penalty for 2 men found guilty of involvement in the beheading of 2 Lebanese soldiers.

Bilal Mikati was given the death penalty for the execution of soldier Sgt. Ali al-Sayyed on Aug. 28, 2014, and for involvement in executing soldier Pvt. Abbas Medlej on Sept. 6, 2014.

The Tribunal, headed by Brig. Gen. Hussein Abdullah, also sentenced Mikati's cousin, Omar Mikati, to death after finding him guilty of involvement in Medlej's beheading as well as mutilating Sayyed's body.

The 2 soldiers were killed by Daesh (ISIS) after being taken hostage when the militants and Jabhat Fatah al-Sham - previously known as the Nusra Front - briefly overran the northeastern town of Arsal.

Bilal al-Atar was also sentenced to death for belonging to Ahmad Mikati's militant group and planning to establish a so-called "wilayah" or province of Daesh's self-proclaimed caliphate.

Among the verdicts issued, the Military Tribunal sentenced Ahmad Kasha to 7 years in prison for belonging to terrorist groups and attacking Army posts on Aug.2, 2014.

Abdullah al-Jghabeer was acquitted of the charges of kidnapping Army soldiers.

They are among the 23 suspect handed verdicts, the Military Tribunal sentenced some to life while others were acquitted.

Although the death penalty is still part of the Lebanese penal code, no death sentences have been carried out since 2003. Most often the sentence translates to life in prison.

Rebecca Dykes: Death sentence for killer of British embassy worker

    By BBC News

Uber driver Tariq Houshieh confessed to murdering Rebecca Dykes, whose body was found by the roadside in December 2017.

The 30-year-old had been strangled with a rope.

Lebanese judges routinely call for death sentences in murder cases, but no executions have been carried out since 2004.

The British embassy in Beirut said Ms Dykes was "much loved and is deeply missed", describing her as "a talented, devoted humanitarian, whose skill, expertise and passion improved the lives of many people".

The embassy said it hoped the court's decision would provide "a degree of closure" for those close to Ms Dykes, but added that the UK government continued to oppose the death penalty "in all circumstances".

Ms Dykes had been working for the Department for International Development since January 2017, helping Lebanon to cope with the influx of refugees from the war in neighbouring Syria.

She had reportedly been due to fly home to the UK for Christmas.

But she was abducted after leaving a bar in the popular Gemmayzeh district of Beirut where she went for a colleague's leaving party.

Her body was found close to a motorway on the outskirts of the city.

Police traced Houshieh's car on traffic management CCTV and he was arrested days after the killing.

He had previously served several prison sentences, a senior Lebanese security source told the BBC at the time of his arrest.

Her family set up the Rebecca Dykes Foundation, which aims to continue her work to improve the lives of refugees in Lebanon. In a statement after her death, they said she was "irreplaceable".

The University of Manchester also posthumously awarded her an Outstanding Alumni award in July 2019, saying that her work led to Syrian and Palestinian refugee communities "becoming more peaceful".

Before her posting in Beirut, Ms Dykes worked for the Foreign Office as a policy manager for its Libya team and as an Iraq research analyst.

She graduated with a degree in social anthropology at the University of Manchester in 2005, and also had a master's in international security and global governance from Birkbeck, University of London.

A former pupil of Malvern Girls' College and Rugby School, she had also taught English at a Chinese international school. On social media, she said she was originally from London.
