    Full verdict released, no bar to execute Mufti Hannan

    The Supreme Court today released full verdict on the review petition of militant leader Mufti Abdul Hannan, that upheld his death for a 2004 grenade attack on UK envoy in Dhaka.

    The release of the full verdict has cleared the way for the jail authorities to start the process for executing the convicts, Additional Registrar of the High Court, Sabbir Faiz told The Daily Star.

    He said the verdict will now be sent to the trial court and jail authorities in Sylhet.

    Then , the jail authorities will ask Mufti Hannan and two others-- Sharif Shahedul Alam Bipul and Delwar Hossain Ripon – whether they will seek presidential clemency as a last resort.

    If they do not seek presidential mercy or if the president rejects their mercy petition upon their filing, jail authorities will execute them, Sabbir Faiz said.

    The Supreme Court on Sunday dismissed the petitions by accused Harkat-ul-Jihad al-Islam (Huji) militants, including its chief Mufti Abdul Hannan, seeking reviews of the SC's previous verdict upholding their death sentences.

    In 2004, the then UK envoy Anwar Chowdhury, who was born in Bangladesh, and 70 others were injured in the attack at the shrine of Hazrat Shahjalal (RA) in Sylhet. Three people, including a police officer, were killed.

    On December 23, 2008, the Sylhet Divisional Speedy Trial Tribunal sentenced Mufti Hannan, Bipul and Ripon to death. Two other members of the now banned militant outfit were given life time in jail. They are Muhibullah alias Muhibur Rahman alias Ovi and Mufti Main Uddin alias Abu Zandal.

    On December 7 last year, the SC upheld the death penalty of Hannan, Bipul and Ripon.

    The trio filed for reviews on February 23 this year.

    Earlier on February 11 last year, the High Court confirmed the capital punishments for the three and upheld the life sentences of Ovi and Abu Zandal.

    Mufti Hannan and Bipul later filed appeals with the SC challenging the HC verdict.

    Looking at Bangladesh's history with Appeals ,Mufti Hannan and his cohorts will be get an execution date within the next five days and that means they are simply dead men in their cells.

    Mufti was involved in a least 5 terror attacks that killed at least 40 people. It's good to see other countries stand up to scum like this guy.

    Mufti Hannan’s execution any time

    President Abdul Hamid has rejected mercy petitions of three condemned prisoners, including Huji kingpin Mufti Hannan, paving the way for their execution.

    They were condemned to death for launching a grenade attack in 2011 that left three police officials dead and many others, including the then British High Commissioner Anwar Chowdhury, injured.

    The two other death-row convicts are Sharif Shahedul Alam alias Bipul and Delwar Hossain alias Ripon. They are also Huji leaders and took part in the attack.

    Mufti Hannan and Bipul are now in high security prison at Kashimpur in Gazipur while Ripon is staying in Sylhet jail.

    The jail authorities will hang them any time after getting permission from the government.

    On March 27, Mufti Hannan and Ripon submitted their mercy petitions to the President through the jail authorities. The mercy petitions were sent to the President through the law and home ministries.

    A Sylhet court issued death warrants against Mufti Hannan and his two accomplices on March 22.

    As per law, the trial court has to issue a death warrant against a condemned prisoner if the apex court upholds his/her death penalty.

    Sources said the jail authorities will take step to hang the trio after receiving order of rejection of mercy petitions via two ministries.

    A death-row convict gets seven days time to seek presidential clemency. As per the Jail Code, a condemned prisoner has to be hanged between 22 and 28 days after the pronouncement of the conclusive order of the Supreme Court.

    On Mar 19, the Supreme Court rejected the review petitions of Mufti Hannan and his two aides.

    On December 7 last year, the Supreme Court upheld the High Court verdict that confirmed death sentences of three persons.

    In an instant reaction, the British High Commission hailed the conviction of the trio but opposed death penalty.

    Mufti Hannan is the first man who promoted ‘armed militancy’ in the country after his return to Bangladesh from Afghanistan. He went to Afghanistan to fight against the former Soviet forces and got arms training there.

    He hailed from Kotalipara in Gopalganj. He was educated in madrasa.

    He has allegedly been involved in planting a 76-kg bomb at Kotalipara of Gopalganj near the meeting venue of the then prime minister Sheikh Hasina in July 2000, and attacks on the Sylhet City Corporation mayor in December 2005 and a rally of Awami League leader Suranjit Sengupta in Sunamganj in July, 2001.

    Anwar Choudhury came under attack at Hazrat Shahjalal shrine in Sylhet on May 21, 2004. Three people, including two police officers, were killed in the attack.

    Nearly 50 persons, including the Bangladeshi-origin British High Commissioner and the Sylhet Deputy Commissioner, were injured in the bombing.

    A lower court in Sylhet on December 23 in 2008 sentenced Mufti Hannan, Sharif Shahedul Alam Bipul and Delwar Hossain Ripon to death in the case.

    Huji militant chief Hannan, 2 aides HANGED

    Bangladesh today executed a top Islamist militant leader Mufti Abdul Hannan and his two associates for 2004 grenade attack on the then UK High Commissioner Anwar Choudhury.

    Hannan, chief of banned militant outfit Harkatul Jihad al Islami (Huji), and his aide Sharif Shahedul Alam Bipul were hanged at Kashimpur High Security Prison in Gazipur around 10:00pm, Inspector General of Prisons Brig Gen Syed Iftekhar Uddin confirmed The Daily Star.

    The other Huji militant Delwar Hossain alias Ripon was also executed at Sylhet Central Jail around 10:00pm, he added.

    Three people were killed and some 70 others, including Anwar Choudhury, were injured in the grenade attack at the shrine of Hazrat Shahjalal (RA) in Sylhet after the Juma prayers on May 21, 2004.

    The Bangladesh-born British diplomat suffered minor leg injuries barely 18 days into his new assignment.

    The Sylhet Divisional Speedy Trial Tribunal awarded death sentence to the trio on December 23 in 2008 in connection with the case.

    The tribunal also awarded life terms to two other accused in the case-- Hannan's brother Muhibullah alias Muhibur Rahman alias Ovi and Mufti Main Uddin alias Abu Zandal.

    On December 7 last year, the Supreme Court upheld the death penalties for the Huji militants.

    After the three condemned militants filed mercy petitions, Home Minister Asaduzzaman Khan on Sunday told reporters that the president rejected them.

    Last Moments of Executions

    The authorities this evening beefed up security in and around the Kashimpur jail, where condemned Huji militant Sharif Shahedul Alam Bipul was kept with Hannan.

    Nearby roads have been made off-limit for commoners and business establishments within 500 yards of the jail were kept shut down since the evening.

    Two ambulances were seen entering the jail around 6:30pm.

    Deputy Inspector General-Prisons Touhidul Islam and Addition Inspector General-prison Iqbal Hossain entered the jail 6:37pm and 7:33pm respectively.

    Meanwhile, the family members of Delwar Hossain alias Ripon, the other condemned Huji militant, entered Sylhet Central Jail around 6:45pm to meet him, reports our Sylhet correspondent quoting Senior Jail Super Sagir Mian.

    Earlier in the morning, family members of Hannan met him at Kashimpur Central Jail. Hannan’s wife, two daughters and elder brother met him in the jail around 7:45am.

    Ripon’s family members also met him at the Sylhet jail yesterday.

    5pm: Home Minister Asaduzzaman Khan Kamal says: “All the legal preparations to execute Mufti Hannan has been completed. It will be done at anytime.”

    High Court says it reduced death sentences because convicts tried to save Rakib

    The bench of Justice Jahangir Hossain and Justice Md Jahangir Hossain issued the verdict on death references and appeals of convicts Omar Sharif and Mintu Khan on Apr 4.

    The full verdict entailing 69 pages was published on Wednesday.

    Rakib used to work at a motor workshop owned by one ‘Sharif’ in Khulna’s Tutpara. ‘Sharif’ and his uncle ‘Mintu’ was mad at him after he had left the job.

    On Aug 3, 2015, they inserted a high-pressure air pump nozzle into his rectum. The high air pressure tore the 12-year-old boy’s intestines, rectum and bladder causing profuse internal bleeding in the stomach.

    The incident shocked the nation and calls to bring the perpetrators to justice reverberated throughout Bangladesh.

    In November the same year, a Khulna court handed death penalty to Sharif and Mintu.

    Commuting the death penalty to life term, the High Court said, "From the evidence of aforesaid witnesses it is found that the accused persons removed the victim from the place of occurrence to the hospitals soon after incident."

    "It is also evident ... that the accused persons were beaten by angry mobs after occurrence meaning that the accused persons did not flea away rather they tried to save the life of the victim when they felt that they committed serious crime on the victim by pumping air into his belly by inflator," it added.

    The High Court also slapped the duo with a Tk 50,000 fine each. They have to serve two more years in jail in case of failing to hand over the money to Rakib’s family.

    The court also cited that the two convicts have no other criminal record.

    Rakib's father Nurul Alam Hawlader expressed his frustration when the summary verdict was issued.

    After the full verdict was published on Wednesday, he told bdnews24.com that he would challenge the High Court verdict in the Appellate Division.

    Bangladesh Society for the Enforcement of Human Rights, which provided legal aid to Rakib's family, has said it will continue to assist the family in the appeal against the commutation of the death sentence.

    Deputy Attorney General Zahirul Haque said the State will also contest the High Court verdict.

    After the summary verdict, the defence lawyers said their clients got 'partial justice'.

    On Wednesday Md Chowdhury Alal, the counsel for Sharif, told bdnews24.com that the convict was yet to decide about challenging the High Court verdict.

    Death penalty for carrying Yaba pills

    Govt to amend narcotics law

    The government is going to amend the “Narcotics Control Act 1990” to include death penalty for carrying over 250 pieces (25 grams) of ATS (amphetamine-type stimulants) drugs such as Yaba.

    The maximum punishment under the law for carrying same quantity of ATS is 15 years of imprisonment.

    This new provision has been included in the law's draft amendment, Mukul Jyoti Chakma, deputy director of Department of Narcotics Control (DNC), told The Daily Star yesterday. “Several other changes will also be brought in the law, including power to conduct mobile court to ensure capital punishment for drug traders,” he also said.

    According to DNC, the draft of “Narcotics Control Act 2017” was sent to the home ministry on March 21 this year.

    Meanwhile, Home Minister Asaduzzaman Khan Kamal at a programme yesterday said, “We have already taken steps to amend the Narcotics Control Act 1990 to ensure the highest punishment for drug traders.”

    The minister was addressing a discussion on the occasion of International Day against Drug Abuse and Illicit Trafficking 2017 in the capital. Dhaka Ahsania Mission was awarded first prize for its contribution in the field of drug prevention at the programme.

    Omar Faruk Chowdhury, MP and member of the Parliamentary Standing Committee on home ministry; Farid Uddin Ahmed Chowdhury, secretary of security services division of home ministry; and Jamal Uddin Ahmed, director general of DNC; also spoke.

    10 get death penalty over plot to assassinate Hasina

    Dhaka (IANS) - A tribunal here in Bangladesh on Sunday awarded death penalty to 10 people for planting a bomb in 2000 to assassinate then opposition leader and now Prime Minister Sheikh Hasina.

    Dhaka's Special Trial Tribunal Judge Momtaz Begum gave the order in the presence of several accused from the banned Harkat-ul-Jehad-al-Islami (HUJI), which has been accused of planting a 76-kg bomb, Xinhua news agency reported.

    The judge also sentenced one person to life imprisonment and nine others to 20 years in jail. Subject to confirmation of the apex court, the judge said the death row convicts would be executed by firing squad.

    The bomb was found when a stage was being set up at a college ground in Gopalganj district on July 21, 2000 where Hasina was to address an election campaign rally the next day.

    Of the 25 accused, HUJI chief Mufti Hannan was executed for the 2004 grenade attack on then British High Commissioner to Bangladesh.

    Defence lawyer Faruk Ahammad told reporters that eight accused were currently behind the bars, one had got bail while 15 others were fugitives.

    Hannan was a key suspect in the plotting to assassinate Hasina and blow up courts, secular institutions as well as shrines and churches.

    He came in the limelight after the militant group announced at a public rally of Islamists in 1999 to establish a Taliban like government in Bangladesh by 2000.

    Hannan, arrested in August 2005 and hanged in April this year, was also the mastermind of the nationwide bombings on August 17, 2005. Hannan had participated in the war in Afghanistan against the former Soviet Union.

    Two hanged in Jessore for murdering freedom fighter in 1994

    The authorities in Jessore Central Jail have executed death sentences of two for murdering freedom fighter Monwar Hossain 23 years ago.

    Senior Superintendent of the jail Kamal Hossain told reporters that the executioners hanged the convicts, Golam Rasul Jhorhu, 75, and Abdul Mokim, 60, at 11:45pm on Thursday.

    Both the convicts from Alamdanga Upazila's Durlovpur village in Chuadanga were members of extremist group Purbo Bangla Communist Party.

    Kamal said they handed the bodies of the convicts to their families after post-mortem examination.

    Jessore Deputy Commissioner Ashraf Uddin, Superintendent of Police Anisur Rahman and Civil Surgeon Dilip Kumar Roy were present during the execution.

    Before the execution of the death sentence the imam of the jail mosque administered Tawba of the two convicts.

    Referring to case dossier, Kamal said some members of the extremist group hacked freedom fighter and Kumari union council member Monwar to death at Durlovpur village on June 28, 1994.

    Monwar’s brother Ahim Uddin started a case at Alamdanga Police Station, naming 21 people, on the following day.

    Chuadanga District and Sessions Judge’s court sentenced three to death, two to lifetime imprisonment and acquitted the 16 others on Apr 17, 2008.

    Two of those sentenced to life in prison are Amirul Islam and ‘Hiya’ from the same village.

    Monwar’s son Jahangir Alam, who is a member of Kumari union council now, told bdnews24.com that the jail officials informed them about the execution of the death sentences some days ago.

    He said members of extremist group ‘Janajuddha’ threatened his family several times to save the murderers of his father. “We are happy now as the two have been hanged.”

    Monwar’s widow China Khatun said, “We shed tears for years…now it’s the turn of the murderers’ families.”

    Shazneen Tasnim Rahman, daughter of Transcom Group chairman Latifur Rahman who was a grade IX student of Scholastica School, was raped and murdered at her residence 18 years ago

    Shahidul Islam alias Shahid, 42, the convicted killer of Scholastica student Shazneen Tasnim Rahman, was hanged at Kashimpur High Security Central Jail on Wednesday night.

    The execution was performed around 9:45pm, Jailer of Kashimpur Central Jail Bikash Rayhan confirmed.

    Shahidul’s brother Mohidul Islam received the body from the jail authorities after execution.

    Five relatives, including Mahidul, met Shahid at the jail earlier in the day, said jail sources.

    On April 23, 1998, Shazneen Tasnim Rahman, a grade IX student of Scholastica School in Dhaka and daughter of Transcom Group chairman Latifur Rahman, was raped and murdered at her residence.

    Judge of the Women and Children Repression Prevention Tribunal Kazi Rahmatullah handed down death penalty to six accused for their involvement in planning and executing the murder on September 2, 2003.

    The convicts were Syed Sazzad Mainuddin Hasan, a contractor who was appointed to repair the house, Shahidul Islam, a domestic help, Sazzad’s assistant Badal, carpenter Shaniram Mandal, and maids Estema Khatun Minu and Parvin.

    On July 10, 2006, the High Court upheld the death penalty of five convicts and acquitted carpenter Shaniram Mandal of all charges.

    Later, four of the convicts filed a leave-to-appeal with the Supreme Court against the High Court order that was granted by the Appellate Division on April 26, 2009. Shahidul filed a jail appeal

    A bench of five judges of Appellate Division, led by the then Chief Justice Surendra Kumar Sinha, on August 2 last year, upheld the death sentence of Shahidul and acquitted four convicts in the sensational killing case.

    2 Moulvibazar war criminals get death

    3 awarded jail until death

    A special tribunal in Dhaka today handed death penalty to two Razakars from Moulvibazar and jail until death to three others for committing crimes during the Liberation War in 1971.

    The condemned are Ujer Ahmed Chowdhury, 63, and Nesar Ali, 75, while Yunus Ahmed, 71, Samsul Hossain Tarafder, 65, and Mobarak Mia, 66, were awarded imprisonment until death.

    Of them, Yunus and Ujer are in jail while the rest are on the run.

    The three-member tribunal led by Justice Md Shahinur Islam pronounced the verdict. It said the condemned will have to be executed by hanging.

    Meanwhile, the tribunal also directed the secretary of home affairs and inspector general of police (IGP) to take steps to arrest the three fugitives convicted of war crimes.

    The prosecutors pressed five charges against the accused on May 26 last year. The charges include abducting, torturing and killing one Danu Mia; looting and torching three houses; confining three people; abducting, confining and torturing another three and looting and torching houses of one Harendra Bhattacharya between November 22 and December 5.

    The remaining charges are abducting and torturing four people and killing two between November 29 and December 8; and an act of genocide through killing 14 Hindus on December 29.

    The case proceedings ended on November 20 last year after the prosecution and defence completed their closing arguments.
