Iraq executes Saddam’s chief guard and top aide

Saddam Hussein’s trusted personal secretary, once No. 4 on the U.S. most-wanted list in Iraq, was executed by hanging yesterday, the Iraqi Justice Ministry said. Abed Hamid Hmoud was the latest in a series of former senior regime officials to be executed by Iraq’s new rulers since the toppling of Saddam during a U.S.-led invasion 9 years ago. Hmoud’s body was to be handed over to his family later yesterday, officials said.

Hmoud, a distant cousin of Saddam, was captured by U.S. forces in June 2003, 3 months after the invasion. At the time, he was No. 4 on the list of wanted regime officials, after Saddam and sons Qusai and Odai. He was known as the “ace of diamonds” on the U.S. deck of cards that ranked leaders of Saddam’s government.

Hmoud, in his mid-50s, was executed for persecuting members of the Shiite opposition and religious parties that were banned under Saddam, a court official said, speaking on condition of anonymity because he was not authorized to discuss the case with reporters. Hmoud was also among 15 high-profile defendants tried for their role in the brutal crushing of a Shiite uprising after the 1991 Gulf War.

As Saddam’s secretary, Hmoud controlled access to the Iraqi president and was one of the few people he was said to have trusted completely, U.S. officials said in 2003. Like Saddam, who was executed in 2006, Hmoud was from the northern Iraqi town of Tikrit.

The last execution of a former regime official took place in January 2010, when Saddam’s notorious cousin, known as “Chemical Ali” for his role in poison gas attacks, was put to death by hanging. Saddam’s long-term foreign minister, Tariq Aziz, was sentenced to death in 2010 and awaits execution.

Iraq announces 21 executions in single day

Iraq has executed 21 people convicted of terror-related charges, including three women, on the same day, a spokesman said on Tuesday, bringing to 91 the number of people executed so far this year.

The executions come despite a call from the UN’s human rights chief for a moratorium on the use of the death penalty in Iraq, amid concerns over the lack of transparency in court proceedings.

“The justice ministry carried out 21 executions against those condemned of terrorist charges, including three women terrorists,” Haidar al-Saadi said in a text message. He did not give any further details.

A justice ministry official said the executions were carried out on Monday morning.

Iraq has carried out several mass executions in 2012, including one in which 14 people were put to death on February 7, and another in which 17 were executed on January 31.

UN High Commissioner for Human Rights Navi Pillay expressed shock earlier this year at the number of executions, criticising the lack of transparency in court proceedings and calling for an immediate suspension of the death penalty.

“Even if the most scrupulous fair trial standards were observed, this would be a terrifying number of executions to take place in a single day,” she said in January.

Pillay voiced concern over a “lack of transparency in court proceedings, major concerns about due process and fairness of trials, and the very wide range of offences for which the death penalty can be imposed in Iraq.”In June, Amnesty International also condemned the “alarming” increase in executions in Iraq.

It also called on authorities to “refrain from using the death penalty, commute the sentences of all those on death row, believed to number several hundred, and declare a moratorium on executions.”

Iraq executes five convicts, 26 in three days

Iraq executed five more people on Wednesday, including a Syrian national, a justice ministry spokesman said, two days after 21 people were executed.

The executions, which bring to at least 96 the number of people executed so far this year, come despite a call from the U.N.'s human rights chief for a moratorium on the use of the death penalty in Iraq, amid concerns over the lack of transparency in court proceedings.

"Five persons were executed after being convicted of terrorist crimes," Haidar al-Saadi said, adding that among the five was a Syrian national.

Wednesday's executions take to 26 the number of executions in Iraq since Monday, when 21 convicts were executed, including three women and one Saudi national.

Iraq has carried out several other mass executions this year, including one in which 14 people were put to death on February 7, and another in which 17 were executed on January 31.

U.N. High Commissioner for Human Rights, Navi Pillay, expressed shock earlier this year at the number of executions, criticizing the lack of transparency in court proceedings and calling for an immediate suspension of the death penalty.

"Even if the most scrupulous fair trial standards were observed, this would be a terrifying number of executions to take place in a single day," she said in January.

In June, Amnesty International condemned the "alarming" increase in executions in Iraq.

It also called on authorities to "refrain from using the death penalty, commute the sentences of all those on death row, believed to number several hundred, and declare a moratorium on executions."

Iraq executes 6 people despite moratorium calls

Iraq executed six people on Thursday despite calls for a moratorium, a justice ministry official said, bringing the number of people put to death this year to at least 102, according to an AFP tally.
One of the six was among 23 inmates who were recaptured after a prison breakout in Tikrit last week, according to the official, who spoke on condition of anonymity.
Of the 102 prisoners who escaped from the jail north of Baghdad, 47 had been sentenced to death as members of Al-Qaeda front group, the Islamic State of Iraq, the interior ministry said at the time.
Executions this year have already far outstripped 2011, when Iraq put 68 people to death.
On Aug.27, Iraq executed 21 people in a single day.
The executions have sparked calls for a moratorium from the UN assistance mission in Iraq, from Britain, the European Union and human rights group Amnesty International.
UN High Commissioner for Human Rights Navi Pillay expressed shock earlier this year at the number of executions, criticising the lack of transparency in court proceedings and calling for an immediate suspension of the death penalty.

Iraq executes 11 despite international outcry

IRAQI authorities executed 11 more people on Sunday - 10 Iraqis and one Algerian - despite widespread international calls for a moratorium on Baghdad's use of the death penalty.

The latest executions bring to at least 113 the number of times Iraq has followed through on death sentences so far this year, according to an AFP tally, already far outpacing 2011 when 68 people were put to death.

"Eleven persons - 10 Iraqis and one Algerian - were executed this morning because they were convicted of terrorist activities," a justice ministry official said, speaking on condition of anonymity.

Sunday also marks the latest of several occasions that Baghdad has carried out multiple executions on a single day. On August 27, Iraq put 21 people to death in a single day.

    Iraqi authorities execute 6 inmates

Iraqi authorities executed six inmates Monday, the nation's Justice Ministry said.

Four of them were convicted of terrorism, and two others were convicted of kidnapping and killings, the ministry said in a statement.

Despite a United Nations call for restraint, Iraqi authorities have executed dozens of inmates in recent months.

Authorities executed 11 prisoners Sunday and six others Thursday after terrorism convictions, officials said. More than 100 people have been put to death since November, according to a CNN tally.

The execution of large groups of prisoners has drawn attention from human rights advocates, who have raised concerns about the fairness of trials and transparency of court proceedings.

"Our main concern is, what were these people actually convicted of?" Joe Stork, deputy Middle East director at Human Rights Watch, told CNN in August. " 'Terrorism' does not tell us very much."

After 34 inmates were executed on one day this year, the United Nations' top human rights official said she was shocked and called on the country to implement a moratorium on the death penalty.

"Even if the most scrupulous fair trial standards were observed, this would be a terrifying number of executions to take place in a single day," U.N. High Commissioner for Human Rights Navi Pillay said at the time.

The executions come as Iraq smolders with sectarian tension and political infighting.

Violence in Iraq surged last month, with 365 deaths reported, the Interior Ministry said Monday. That's the deadliest single month since August 2010, when the toll reached 426, the ministry said.

Insurgent attacks against civilians and security forces persist in the country, though violence has dropped dramatically since the peak of Sunni-Shiite clashes in 2006 and 2007.

Baghdad's Shiite-dominated government has blamed the recent attacks on Sunni insurgents with ties to al Qaeda.

    Iraq executes 10, including Egyptian

Iraqi authorities executed 10 men on Sunday, a spokesman said, bringing to 129 the number of people put to death this year, defying international calls for a halt to Baghdad's use of capital punishment.

The mass executions were the first in around a month in Iraq, which has been roundly condemned by European governments and international human rights organisations for its use of the death penalty.

"Ten people were executed, including one Egyptian," a justice ministry official told AFP, speaking on condition of anonymity. "They were accused of terrorist crimes."

The official did not provide further details about the men, or the specific crimes of which they were convicted.

Executions in Iraq are normally carried out by hanging.

Sunday was the latest of several days this year that Baghdad has carried out multiple executions.

The executions have sparked calls for a moratorium from the UN mission in Iraq, as well as Britain, the European Union and human rights groups Amnesty International and Human Rights Watch.

UN High Commissioner for Human Rights Navi Pillay expressed shock earlier this year at the number of executions in Iraq, criticising the lack of transparency in court proceedings and calling for an immediate suspension of the death penalty.
