Off the top of my head, I'd say that the Fourth, the Fifth, the Tenth and the Eleventh Circuit Courts uphold the majority of capital cases that come before them.
That's absolutely correct. The 6th circuit is more like a 60:40 ratio and the 9th circuit has actually become much more Pro-DP in recent years. The only 9th Circuit Judges who will strike down a death sentence and already make pre-made decisions on cases are Harry Pregerson, Stephen Reinhardt and Betty Fletcher. Sidney Thomas and William Fletcher are very liberal as well but not as the other 3. Thankfully, Pregerson, Reinhardt and Fletcher are all either in their 90's or coming close to that age of retirement.
