OSBI to Take Over Carina Saunders Murder Case

The Oklahoma State Bureau of Investigation is helping Bethany Police investigate the murder of Carina Saunders.

The 19-year-old's body was found dismembered in a duffel bag near Homeland grocery store in October 2011.

In July 2012, two men were charged in her murder. Jimmy Lee Massey and Luis Ruiz were both arrested and charged with first degree murder.

Bethany Police Department said in a press release it would be best served by allowing an agency with greater resources and a "fresh set of eyes" to take over the complex case.

Murder charges dropped against men accused of killing Bethany teen

OKLAHOMA CITY – A shocking twist in a high profile murder case.

The victim, Carina Saunders, was found inside a duffle bag, near a Bethany grocery store in Oct. 2011.

Now the criminal charges against two men accused of the brutal murder have been dropped by the district attorney’s office.

District attorney David Prater dismissed the murder charges without prejudice.

That means the charges can be re-filed against the suspects in the future.

In the meantime, it raises a lot of questions about the quality of the investigation performed by Bethany police.

Court records detailed how one suspect, Jimmy Massey, allegedly bragged, “He was involved in the homicide and described the fact they cut the girls arms and legs off.”

A second witness implicated Luis Ruiz and described seeing a video of the killing.

The dismissal of the murder charges against both Massey and Ruiz now casts doubt on that story.

“This dismissal means they’re having all sorts of problems with the case and with witnesses,” attorney David Slane said.

Attorney Slane represented one woman who claimed to have witnessed Saunders’ death but later recanted.

Slane points out the dismissal does not mean Ruiz and Massey are free from suspicion.

“The district attorney’s office is free to re-file at a later time if they choose but at this time they’re looking for more evidence to support those charges,” Slane said.

In fact, right now the OSBI continues to investigate who is responsible for Saunders’ murder.

“The case is still open and active,” OSBI spokesperson Jessica Brown said. “The OSBI has the duty to look through it and build a stronger case and we will do that.”

Massey continues to be held on a separate drug-related charge.

Neither the district attorney nor the Bethany police chief would talk about the case.

Carina Saunders' family is still seeking answers -- 'This is a brutal murder. We want justice.'

Family and friends of Carina Saunders grasped hands and prayed for justice before walking miles to blanket Oklahoma City with flyers advertising a reward for solving her murder case.

Saunders, 19, was slain Oct. 11, 2011, and her dismembered body was found two days later near a Bethany grocery store. Murder complaints in her case were dropped in February, and Oklahoma State Bureau of Investigation officers have since taken over the case.

Investigators are searching for new leads. They are offering a $10,000 reward for information leading to a conviction in the case. Anyone with information can call (800)522-8017.

Saunders was a 2010 Mustang High School graduate.

Her father Richard Saunders said his family and their friends are trying to do whatever they can to aid in the investigation. He called the past 18 months a nightmare for his family.

“This just ain’t a shooting,” he said. “This ain’t a stabbing. This is a brutal murder. We want justice. We are out here to get what we can done and to help out.”

The Saunders family made 25,000 flyers and started on April 20 to cover Bethany and south Oklahoma City neighborhoods. Dozens of her friends gathered near her weathered cross at NW 23rd Street and Rockwell Avenue to plan their chore. Some wrote new messages in magic marker on the cross around others that were sun faded. Children from her family ran and played around the cross, as adults straightened up flowers and pulled a few weeds.

Carina Saunders’ aunt Patti Chesser said her grief still feels fresh, and her family needs closure.

“She is a part of us, always … it just doesn’t seem like she’s not here,” Chesser said. “It’s still not real.”

Her daughter Kaydi Bloodworth has Carina’s name and a butterfly tattooed over her right eyebrow. She said she felt like she lost her sister and best friend when Carina died.

“She looked up to me,” she said. “I have a lot of guilt. It’s just one day at a time.”

Bloodworth described her cousin as sweet and smart. Carina Saunders loved to sing and was in the MHS choir. She was thinking about going back to school to study accounting.

Childhood friend Destanie Dale said Carina’s death opened her eyes and killed her own sense of security.

“It was insane that it happened to her,” Dale said. “They did make their point. I hope people learned that little girls don’t need to be walking around on their own. It did get across to younger women that they need to stay safe. It did to me.”

Carina’s sister Sara Saunders said her family and friends need to help bring the killers to justice, not only for themselves, but because others could still be in danger.

“If this keeps going the way that it is, who is to say they won’t do the same thing over and over again,” she said. “Do it to somebody else’s little sister, somebody else’s niece. If we don’t stand up for what we believe and for Carina, it can happen over and over again. We don’t want somebody else’s family to go through what we are going through. It’s not OK.”

Benjamin Saunders said he has heard from young women involved in human trafficking and drugs that his sister’s homicide motivated them to get help and try to stay sober. Some have stopped to pray with his family and for justice for Carina.

He said he hopes someone is brave enough to come forward and help solve this mystery.

Richard Saunders said he still has faith that investigators will do all they can to bring his daughter’s killers to trial and conviction. His family will continue to spread the word about the reward.

“I couldn’t see any other way to get this done — 18 months later and we are still trying to find out something,” he said. “If they really want to put their nose to the grind, I know they can do it.”

OSBI offers reward in Carina Saunders murder

The Oklahoma State Bureau of Investigations (OSBI) is offering $10,000 for information leading to the arrest and conviction of Carina Saunders murderer or murderers. If you’ll recall the 19-year-old’s body was found dismembered in a duffel bag behind a store in Bethany, Oklahoma.

Originally investigators thought that the murder may have been committed by a Juggalo which brought this story top my attention. That Juggalo was soon ruled out as a suspect. Then police arrested two men under the assumption that Carina was tortured and killed to intimidate others into working for a drug and human trafficking ring. The charges against those two suspects were dropped due to lack of evidence. Since then the Bethany police have turned over the investigation to the OSBI.

If anyone has any information, knows of any evidence in this case, they are urged to call 1-800-522-8017. The $10,000 reward is the maximum state law allows OSBI to offer.
For the sake of Carina’s family and friends I hope this reward leads to a valid arrest very soon.

Former suspect in Carina Saunders murder denied parole in Oklahoma

Former suspect in Carina Saunders murder case suing Bethany police for wrongful arrest

Authorities continue to investigate a horrific murder that shocked the city and a former suspect is now suing the City of Bethany and several police officers for allegedly violating his Constitutional rights.

On Oct. 13, 2011, officers were called to the Homeland store on N.W. 23rd St. after receiving numerous reports of a foul odor.

When they arrived, investigators found a black bag with a severed human head and other dismembered body parts inside.

Shortly after the discovery, authorities learned the body belonged to 19-year-old Carina Brianne Saunders.

Throughout the investigation, officials learned Saunders may have been tortured and killed at an abandoned house in southwest Oklahoma City before her body was dumped in Bethany.

On June 27, 2012, the Bethany Police Department filed a probable cause affidavit for the arrest of 37-year-old Luis Ruiz.

He was arrested and charged with first-degree murder.

Another man, Jimmy Massey, was arrested a short time later after police learned of his alleged involvement in the crime.

For the next eight months, Ruiz remained in police custody before the charges were dropped.

Ruiz and Massey were both released and investigators continue to hunt for the teen’s killer.

Thursday, Ruiz filed a complaint against the City of Bethany, Bethany Chief of Police Phil Cole, former officer Austin Warfield, former police Capt. Jack Jencks and other unknown officers and agents.

In the court papers, Ruiz claims the officers used illegal tactics to detain him for a crime he claims he did not commit.Luis E. Ruiz

According to the report, “Police officers indicated that they interviewed in excess of 80 witnesses and had followed up on hundreds of investigative leads. However, during the investigative process, the “defendants” employed deceptive, misleading, manipulative and illegal tactics to manipulate and fabricate the criminal case.”

10 Years Since Investigators Found The Body Of Carina Saunders

    By Lisa Monahan
    news9.com

The twisted killing of 19-year-old Carina Saunders reaches a grim milestone.

“It just seems like it gets harder each year,” Margie Queen, Carina’s mother, said.

A painful reality haunts the family a decade later –someone savagely killed Carina and continues to get away with it.

Saunders’ dismembered body was found in bags behind a grocery store near Northwest 23rd and Rockwell Avenue in Bethany, Oklahoma on October 13, 2011.

The case has been shrouded in mystery from day one but is more difficult to accept today.

“This is one more year without answers, one more year without justice, one more year without those people responsible behind bars,” Queen said.

Local and state investigators have run down hundreds of leads, to no avail.

“It's daunting at times, it's hard to remain strong” Queen explained.

And yet she maintains her strength by drawing from deep within and it is fueled by a desire to know more about the murder. Perhaps, even solve it herself.

“There's several people that I would like to talk to,” Queen said,

She said she’d ask Saunders’ killer(s) what happened to her daughter and why.

At this point, the unknowns are most frustrating for Carina Saunders’ family.

Margie said she and countless others have retraced Saunders’ final steps in hopes of finding new leads in the case.

Her investigative efforts and those of law enforcement have yet to uncover a crime scene or a motive.

Several possibilities have been explored starting with the state investigators affirming that she left the Newcastle Casino in a red Ford truck on October 8, 2011.

From there, the timeline splinters into theory and speculation, with wide-ranging and often conflicting stories and statements from witnesses, persons of interests, and two initial suspects.

One fact that is still undisputable, Saunders' murder was as heinous as any ever committed in Oklahoma and that it remains unsolved is unbelievable for many.

“Why is her murder, in such a way that 10 years later, we don't have answers, why has no one come forward?” Margie questioned.

If you have any information that could help answer any of those questions, call the Oklahoma State Bureau of Investigation at 1-800-522-8017 or tips@osbi.ok.gov. You can remain anonymous.
