    Japan executes three inmates

    The first executions since Shinzo Abe took over as prime minister in December were carried out Thursday as three inmates were hanged, including a repeat sex offender who kidnapped and killed a 7-year-old girl.

    Kaoru Kobayashi, 44, murdered his young victim in Nara Prefecture in 2004.

    The other two prisoners executed were Masahiro Kanagawa, 29, who was involved in a 2008 serial murder case in Tsuchiura, Ibaraki Prefecture, and Keiki Kano, 62, convicted of a 2002 murder in Nagoya.

    “Each (murder) incident was cruel that took away precious lives,” Justice Minister Sadakazu Tanigaki said during a hastily arranged news conference.

    According to the Justice Ministry, there were 133 inmates on death row as of Dec. 31, the most on record.

    Tanigaki expressed a positive stance toward executions in a news conference in December when he was appointed justice minister.

    “The death penalty system has adequate grounds and I will perform my duties under relevant laws,” he said.

    Nine people were hanged during the three years and three months that the Democratic Party of Japan was in power until Abe took over.

    The Justice Ministry established a panel to study capital punishment in 2010, but it was later terminated by Justice Minister Toshio Ogawa, who assumed his post in January 2012.

    Under the DPJ administration, the ministry’s top officials discussed the method — hanging — and whether inmates should be informed beforehand of their execution.

    Japan is one of only a few advanced countries that still has capital punishment.

    TOKYO (AP) — Japan has hanged two inmates convicted of murder, its fourth and fifth executions this year.

    The Justice Ministry said the executions were carried out early Friday in Tokyo. Former yakuza members Katsuji Hamasaki, 64, and Yoshihide Miyagi, 56, were convicted of shooting to death two rival gangsters outside a restaurant in Chiba, just outside Tokyo, in 2005. The victims were shot several times each.

    Justice Minister Sadakazu Tanigaki said it was “heinous and brutal” and the two deserved to be executed. He said he took into consideration the feelings of the victims’ families and court documents when ordering they be put to death.

    Human rights group Amnesty International Japan condemned the hangings. Japan and the United States are the only Group of Eight countries that have not banned the death penalty.

    Capital punishment in Japan has been widely criticized by human rights groups, but polls show the public supports it. Japan’s government releases few details about executions and inmates are not informed of their pending execution until immediately before it is carried out.

    Executions in Japan are done by hanging. Japan executed three inmates in February. It now has 134 inmates on death row.

    Japan hanged a 73-year-old man on Thursday, bringing to six the number of inmates executed since the conservative government of Shinzo Abe came to power in December.

    Justice Minister Sadakazu Tanigaki announced the execution of Tokuhisa Kumagai, who was convicted of shooting dead the owner of a Chinese restaurant in a May 2004 robbery, among other crimes.

    The execution was the first since two gangsters were sent to the gallows in April and took place despite repeated protests from European governments and human rights groups.

    Japan now has 132 inmates on death row, according to the justice ministry.

    Tokyo did not execute anyone in 2011, the first full year in nearly two decades without an execution amid muted debate on the rights and wrongs of a policy that enjoys wide public support.

    But in March last year it abruptly resumed its use of capital punishment, dispatching three multiple murderers.

    Apart from the United States, Japan is the only major industrialised democracy to use capital punishment.

    International advocacy groups say the system is cruel because inmates can wait for their executions for many years in solitary confinement and are only told of their impending death a few hours ahead of time.

    Iwao Hakamada, 77, is believed to be the world's longest-serving condemned inmate.

    He was arrested in 1966, accused of the grisly murder of his boss and the man's family. Supporters, who question his guilt, say the long wait has exacted a huge mental toll on him.

    Hakamada ran out of avenues for appeal in 1980, when the Supreme Court upheld his sentence.

    2 executed over ‘brutal’ murders

    Two death row prisoners were executed Thursday, bringing to eight the number of inmates put to death since Prime Minister Shinzo Abe took office in December last year.

    The last execution was carried out on Sept. 12.

    The two men executed were Ryoji Kagayama, 63, and Mitsuo Fujishima, 55, each found guilty of two murders. The Justice Ministry said there are now 129 inmates on death row.

    At a press conference, Justice Minister Sadakazu Tanigaki said he ordered the executions after careful consideration. “They committed extremely brutal crimes in which they took the precious lives of the victims for selfish reasons,” Tanigaki said.

    He said he believes there is no change in the government’s position of maintaining the capital punishment system. “I believe the public basically supports the system, although there is a lot of criticism and argument,” he said.

    According to a final court ruling, Kagayama fatally stabbed a 24-year-old Chinese student on a street in Osaka in July 2000. In February 2008, Kagayama killed a 30-year-old company employee by stabbing him in the chest.

    Ryoji Kagayama. He was executed one year and four months after sentencing.

    Mitsuo Fujishima was convicted of murdering his ex-wife's aunt and another male in 1986 in Yamanashi and Niigata prefectures. He was executed 18 years and five months after sentencing.
