    State Police confirm Master Trooper J.A. Walker killed

    Virginia State Police confirm a veteran State Trooper was shot and killed Thursday afternoon on Interstate 85 south.

    Master Trooper J. A. Walker was 60 years old and had been with Virginia State Police since 1973. He lived and worked in Dinwiddie since 1986.

    He was shot and killed by a man around 1:20 p.m. on I-85 in Dinwiddie. All lanes of Interstate 85 south are closed at mile marker 45, according to VDOT. They are expected to remain closed until 8 or 9 p.m.

    Another trooper responded to a call of shots fired and found Trooper Walker's patrol car in the woods off the right side of the highway. The responding trooper saw a man standing outside Walker's car and repeatedly firing into it, according to VSP Spokesperson Corinne Geller. The responding trooper shot at the man, who ran into the woods. He was arrested 40 minutes later by the Dinwiddie County Sheriff's Office and is now in State Police custody. Charges are pending and his name is not yet being released.

    Master Trooper Walker was transported to MCV Hospital in Richmond, where he died.

    Police determined a second suspect was not involved. A weapon was recovered at the scene, but police have not confirmed if it was the weapon used by the suspect.

    Russell E. Brown, 28, of Chesterfield, Virginia was charged Friday with capital murder for the shooting death of Virginia State Police trooper Junius A. Walker.

    Walker, who was fatally shot on a section of Interstate 85 south, is a 35-year veteran and leaves behind a wife and two adult daughters.

    Police say the incident occurred on I-85 southbound at the 45-mile marker. The trooper, who was patrolling alone, called for backup after being fired upon just before 1:30 p.m. The second trooper arrived within two minutes and saw a male suspect firing into the injured trooper's vehicle, which was down an embankment off the interstate near the woods, Virginia State Police spokeswoman Corrine Geller said.

    The second trooper fired at Brownt, who fled into the woods. He was found nearby a short time later and was arrested and later charged.

    Geller said authorities found a weapon and were trying to determine if it was the one used in the shooting.

    Governor Bob McDonnell issued a statement on Walker's death, which read, in part:

    “Virginia’s public safety professionals are on the front lines every day protecting their fellow citizens from harm and pursuing those individuals whose actions put others in danger. These men and women are heroes who place their lives on the line to protect their fellow Virginians.

    20 years since a Virginia State Police officer was shot and killed

    State police grapple with the shooting death of long-time trooper, Master Trooper Junius Walker, age 63. And it’s been 20 years since the last Virginia trooper was shot and killed.

    Walker was shot several time off Interstate 85, the suspect firing into his cruiser; witnessed by an officer arriving on scene. Walker’s car rolled into the woods and caught on fire.

    State police aren’t releasing much information yet about the man they have in custody, but police sources tell CBS 6 the suspect is from Chesterfield and Richmond area, and no stranger to law enforcement.

    Walker was a veteran officer, joining in 1973, who recently talked to his neighbors about retirement plans.

    “The trooper was shot multiple times and died at the scene,” Geller said.

    State police are in the early stages of their investigation.

    Around 1:20 p.m, troopers say Walker pulled alongside a black vehicle on the shoulder of I-85. A few moments later another trooper arrived to witness the shooting horror. The trooper’s car crashed into the woods and caught fire, as the suspect ran into the woods.

    Troopers are unsure if it was a traffic stop or if Walker was checking on a disabled vehicle.

    “He does not have a camera in his car, so it’s a little more difficult for us to put a sequence of events together,” Geller said.

    A K-9 found clothes and a weapon in the woods. “We have recovered a weapon and now we will send it off for ballistics tests to see if it was the murder weapon,” said Geller.

    Forty minutes later and half-mile from the scene, sources tell CBS 6 the suspect was found naked in an abandoned vehicle at this tow service parking lot. He was taken into custody as troopers began the search as to why the shooting happened.

    “I think it’s safe to say that everyone who knew this trooper, knew he was a great man, not only in size but personality, character and dedication to the citizens of the Commonwealth,” said Geller, her eyes filling with tears.

    Charges are pending, although the suspect will most likely face capital murder of a police officer and if found guilty, could face the death penalty.

    The VSP’s heavy-duty training and professionalism have largely kept them safe, but they’ve still lost plenty in the family, most of them struck by vehicles on the road they patrol.

    Just five months ago, Trooper Andrew Fox was struck and fatally injured while directing traffic outside of the Virginia State Fair.

    And there have been, on average, one trooper killed in crashes or vehicle strikes every other year.

    But it’s been 20 years since the last trooper was shot and killed.

    Trooper Jose Cavazos was shot in the chest six times by a speeding motorist in a stolen car on February 24, 1993. The killer, Lonnie Weeks, asked God to bless the Cavazos family just before he was executed by lethal injection 13 years ago.

    Another trooper died from gunshot wounds since then, in 1995, but Henry Noel Harmon had been shot in the neck by a man he arrested nearly 30 years earlier and had been left a quadriplegic.

    The worst run of recent murders came between 1984 and 1987, when five troopers were slain.

    Family of trooper shooting suspect believes he had "mental breakdown"

    The family of a Chesterfield man accused of killing a Virginia State Police trooper is offering some insight into the alleged shooter's mindset.

    Russell Brown's sister, cousin and aunt say he was suffering from a series of personal problems, including unemployment, eviction, the death of his mother and an ongoing child custody dispute.

    Brown had a custody hearing on February 25 related to his seven-year-old twins, Raven and Russell. They say he wasn't able to keep up with "enormous" child support payments and had lost visitation rights. The children moved out of state, which they believe led to a deep depression.

    "That's not my brother. I know him all my life and he's not that type of person to just go out and cold-bloodedly shoot someone or anyone," said his sister Michelle Brown. "I do think that he had a mental breakdown and I just think that it was so much pressure as far as his kids not being in his life."

    His family says they hadn't heard from Brown for the past two weeks, but his sister believes she noticed that something was wrong with him. She says he was acting more paranoid and was severely depressed. They were in complete shock by news of the shooting.

    Brown made his first court appearance Friday morning on an attempted capital murder and murder charge, where he seemed resigned to facing the death penalty.

    "Y'all are going to execute me anyway," Brown told the judge. "Why would I need an attorney?"

    Brown is accused of killing Master Trooper Junius A. Walker and engaging in a shoot-out with responding officers on Interstate 85 in Dinwiddie Thursday afternoon.

    His family members offered their condolences to the family of Virginia State Police Master Trooper J. A. Walker.

    "Our hearts go out to the family of Trooper Walker, most definitely," said his aunt Deone McWilliams. "Please forgive Russell for his actions and I know that God has a place in heaven for him and will heal the hurt upon the hearts of the family members."

    Brown was a Monacan High School graduate and most recently worked as a barber at Agape Barber Shop in the Southside Plaza.

    Suspect in trooper's death charged, faces death penalty

    Dinwiddie County Commonwealth's Attorney Lisa Caruso said she plans to seek the death penalty against Russell E. Brown, 28. "I believe this to be a case in which we should seek the death penalty," Caruso said.

    Caruso added that Brown, who appeared in court yesterday for an arraignment hearing, did not object to being put to death.

    "I'm fine with being executed," Brown said, according to Caruso.

    It is not Brown's first encounter with the law. Brown was convicted of obstructing justice in Richmond in 2007. Charges for carrying a concealed weapon and possession of marijuana in the same year were eventually withdrawn.

    Thursday was supposed to be one of the last work days for the 35-year seasoned trooper. Walker had turned in his retirement papers not long ago, according to Dinwiddie County Administrator Kevin Massengill.

    He had joined the department in 1973, and patrolled Dinwiddie since 1986.

    "He was a gentle giant, as I liked to call him. He was quiet, but when he spoke, you listened," said Major William Knott of the Dinwiddie County Sheriffs Office. "I was asked how I remember him, but not many didn't know him or will not remember him."

    Geller became visibly distraught as she delivered the news of Walker's death. Geller had personally known Walker throughout her time on the police force, she said.

    Even when Massengill was little, Walker's large stature did not scare him. He remembered the trooper mostly for his kindness.

    That compassion was evident when one of Massengill's family members was involved in a car accident, Massengill said.

    "He had a caring approach and took his job as a police officer very seriously. He was stern when he needed to be, but was really just extremely friendly," Massengill said.

    The soft-spoken man with a large stature also held a special place in the heart of the former State Police superintendent,

    W. Gerald Massengill, a retired colonel and former head of the State Police, was Walker's supervisor when Walker first began serving in Dinwiddie. It was only last year that the former head of the State Police, a Dinwiddie resident, presented Walker with an award from the Sutherland Ruritan Club for his longtime service. Walker was noted for his compassion, steadiness and professionalism, which were the same attributes he carried when out on pursuits, the former State Police superintendent said.

    "He was a very large man, and to look at him in that uniform, you could tell that he had a lot of authority and command, but when you got to know him, and you saw the way he carried out his duties, you saw that he was a true public servant. He knew how to solve a problem without creating a problem," Massengill said.

    The Brunswick County native loved living in a rural area and was comfortable with patrolling the roads, never desiring to move up in the ranks, Massengill said.

    Walker is survived by his wife and two adult daughters. One of his daughters currently serves in law enforcement and was previously a Dinwiddie County sheriff's deputy.

    "I know that J.A. was very proud of Clarissa for being in law enforcement. He was proud of both of his girls," Nancy Mayo, Walker's neighbor, said.

    Members of both the State Police and the Dinwiddie Sheriff's Department continue to mourn the death of one of their own.

    "For 35 years he served us proud as a mentor to multitudes of new troopers ... he was and always will be one of Virginia's finest," Col. W. Steven Flaherty, Virginia State Police superintendent, said in a statement.

    Dinwiddie Sheriff D.T. "Duck" Adams has received calls as far away as Orange County and southwestern Virginia inquiring about Walker's family.

    Those in Washington - including U.S. Sen. Tim Kaine, U.S. Sen. Mark Warner and U.S. Rep. Randy Forbes - have also expressed their condolences.

    "Virginia's public safety professionals are on the front lines every day protecting their fellow citizens from harm and pursuing those individuals whose actions put others in danger," Gov. Bob McDonnell said in a statement. "These men and women are heroes who place their lives on the line to protect their fellow Virginians."

    Brown's family members told Richmond television station WWBT that Brown had been under pressure because of unemployment, eviction, the death of his mother, unmanageable child support obligations and a dispute over custody and visitation rights involving his 7-year-old twins, who live in another state.

    Chesterfield Juvenile and Domestic Relations Court records showed that Brown owed more than $35,000 in child support as of Oct. 31, 2012. He had been ordered to pay $906 a month to the mother of the twins. A civil trial for failing to pay child support was set for April 5 and a pre-trial hearing was scheduled for March 14.

    He was found guilty for a variety of traffic charges in Chesterfield County. According to court records, Brown was found guilty of driving without a license as well as having an expired registration after he failed to show up for the court in November 2012.

    Walker's death is the 59th line-of-duty death for the Virginia State Police in its 81-year history. The department lost Trooper Andrew D. Fox on Oct. 5, 2012 in Hanover County when he was struck by a vehicle while directing traffic. It has been 20 years since a trooper was killed in an armed conflict, according to the state police website.

    Troopers, police honor fallen veteran trooper

    The loss of Master Trooper Junius Walker is taking its toll on those who knew him and the thin blue line in Central Virginia.

    While still trying to digest the death of the beloved and dedicated trooper, they want to be sure to honor his memory.

    A fixture will be missing outside Virginia Motor Sports Park in Dinwiddie. The late Master State Trooper Junius Walker would patrol the sprawling complex directing traffic and upholding the law during races.

    Owner Brian Pierce said Walker’s massive absence will be glaring.

    “He cared about this county he cared about this area and he cared about this racetrack. He was a big man with a big personality and he stood out from the crowd,” Pierce said. “My whole staff was like stunned… really stunned.”

    Trooper Walker was gunned down in his cruiser on I-85 in Dinwiddie Thursday afternoon. Those who knew the 63-year-old veteran trooper said Walker was tough, but fair and treated everyone with respect.

    Former Petersburg Magistrate Mike Wessel worked closely with the married father of two.

    “He was the life of the party,” Wessel said. “Any cop anywhere will tell you we lost a good one yesterday… One of the best.”

    Deputies in Dinwiddie County where Walker lived and died are wearing black across their badges as a grim reminder that a member of the family has fallen.

    Sheriff D.L. “Duck” Adams said he has never seen the community so shaken before.

    “It is just hard to believe he is gone,” Major William Knott said. “It hurts. There is nothing fun about being at work today. It’s what we have to do.”

    Retired trooper Jim Onley is trying to wrap his arms around the fact his dear friend is gone.

    “It is a kick in the gut,” he said. “It is a solemn feeling among the state police family. We’ve lost a good friend.”

    A candlelight prayer vigil, which the public is welcome, will be held for Walker on Monday at 7 p.m. at Smyrna Baptist Church on Carson Road in Dinwiddie.

    Since Virginia adopted the death penalty for the slaying of a law enforcement officer in 1977, seven state troopers have been murdered in the line of duty including Master Trooper Junius Walker.

    Trooper Johnny Rush Bowman Suspect identified but never charged do to lack of evidence

    Sergeant James Leroy Biggs Gregory Davis Frye was sentenced to death in 1984. The VA Supreme Court overturned the death sentence in 1986 and Frye was resentenced to life.


    Trooper Leo Whitt Gregory Beaver was convicted and sentenced to death. Beaver was executed December 03, 1996.

    Trooper Ricky Marshall McCoy Suspects committed suicide.

    Trooper Jerry Lynn Hines Dennis Eaton was executed June 18, 1998

    Trooper Jose M. Cavazos Lonnie Weeks Jr. was executed March 16, 2000
