    Jessica Chambers found burning to death: Mississippi police search for attacker named in final words

    Reuters: Mississippi investigators are searching for a "person of interest" in the death of a 19-year-old woman who US police said was set on fire after being doused with a flammable liquid.

    Deputies responded to a call on Saturday about a burning car in Courtland, Mississippi, and found Jessica Chambers on fire outside the vehicle, the Panola County Sheriff's Office said.

    She died of her injuries at a hospital, with preliminary autopsy results revealing severe burns over 98 per cent of her body,Panola County Coroner Gracie Gulledge said.

    Ms Chambers' sister, Amanda Prince, said on Tuesday that Ms Chambers was able to tell investigators the identity of her attacker before she died.

    Officials told Ms Chambers' family that the person may have been inside her car and may have poured accelerant down her throat and nose before setting her on fire, Ms Prince said.

    Ms Chambers' father, Ben Chambers, told WMC-TV that firefighters found her walking down the road, still on fire.

    "They [Ms Chambers' attacker] squirted lighter fluid down her throat and in her nose, and apparently they knocked her out," her father said.

    "She had a big gash on top of her head."

    "When the fire department got there, she was walking down the road on fire ... only part of her body that wasn't burned was the bottom of her feet," Mr Chambers said.

    "She told them, she told them, told him who done it," he said.

    Panola County Sheriff Dennis Darby said witnesses were being interviewed and deputies were zeroing in on a person of interest in the case.

    Ms Prince said Chambers called her mother about 6.45pm on Saturday and indicated she was going to pick up some food and clean out her car.

    "She never came home," Ms Prince said.

    Ms Prince described her sister as friendly and positive and said she did not know of anyone who might have wanted to harm her.

    "She was so much light. She was definitely put here for a reason," Ms Prince said.

    Jessica Chambers' phone provides leads, prosecutor says

    Batesville, Mississippi (CNN) -- In this patch of rural Northwest Mississippi, the tire tracks stand out. They lead up an embankment to a tree, partially scorched from the car fire that would ultimately kill Jessica Chambers.

    Much of the dirt, leaves and pine cones near the tree are burned as well.

    The area where firefighters found the teen with burns all over her body is otherwise nondescript, aside from the crime scene tape. A rural road with no dividing line leads to a green gate and dirt driveway that sits a few feet from the tree and skid marks.

    On Thursday, a CNN crew saw a man in a Panola County Sheriff's Office pickup truck collect something from the ground, less than 50 feet from the tree, place it in a paper bag and drive off. He stopped a short distance down the road and crouched by the roadside, placing something else in a paper bag and driving away.

    Later, several men from the sheriff's office, clad in fluorescent vests, arrived and began investigating the scene, picking items up and examining them as a canine unit assisted with the investigation.

    Questions abound about how the 19-year-old and her car ended up severely burned in this wooded area. Chambers died from her injuries on Sunday. Her family said she suffered burns over 98% of her body.

    After obtaining warrants and cracking a password, police were able to access Jessica Chambers' phone records and are following up on leads, a prosecutor said Thursday.

    Police are searching her data and text records after obtaining warrants Wednesday that compelled Google and her cell phone provider to give police access to her phone's content, said John Champion, district attorney for Mississippi's 17th Circuit.

    The prosecutor on Thursday also updated information he had given CNN the previous day that indicated Chambers had attended a party but police couldn't find anyone who had seen her there. Police have now spoken to witnesses who claim to have seen Chambers at the party, the prosecutor said.

    Champion said on Wednesday that when firefighters arrived at the scene near Courtland, Mississippi, Chambers approached one of them and spoke. She was not on fire, as has been widely reported, the prosecutor said.

    Champion didn't divulge the teen's words but said, "It has certainly given us a lead we're following up on."

    On Thursday, Champion spoke at a news conference, pleading for public help with the case and asking anyone with information, even if they think it's insignificant, to talk to police.

    "We're definitely treating this as an arson. We're still trying to determine through lab results as to what was the source of the arson," he said.

    He further told reporters he didn't expect an arrest in the immediate future.

    Asked who authorities had spoken to in the course of their investigation, he replied, "We've talked to many, many people."

    Though authorities are releasing sparse details of the crime and investigation -- at least some of which can be attributed to a dearth of information -- they have determined an accelerant was used in the blaze, but it's not clear whether the accelerant was poured on the car or Chambers herself, Champion has said previously.

    The state fire marshal is processing the evidence to determine what type of accelerant, and the Bureau of Alcohol, Tobacco, Firearms and Explosives in Atlanta is assisting, he said.

    Investigators believe her phone will be "the key to everything," the prosecutor said. She received a call before she left her house, he said.

    Her older sister, Amanda Prince, said Jessica called their mother from a gas station and told her she would be home right after she cleaned her car.

    The business, which Champion characterized as a rural mom-and-pop store, is about 2 miles from Chambers' home. It sells fried chicken, pizza and deli sandwiches, and there is a constant stream of people sharing rumors and random chatter about the killing that has rocked their area.

    The clerk who helped her said nothing seemed out of sorts.

    "She seemed normal," Ali Alsanai told CNN affiliate WREG. "She didn't seem like something was going wrong, you know? She just seemed normal. She just pumped some gas, we had a talk and she left."

    The clerk said on Thursday that one thing struck him as odd: Chambers pumped $14 worth of gas. She was a regular in the store, popping in every day or two, and she rarely pumped more than $5 in gas, he said.

    "I asked her about it, and she said she was going somewhere," he said. "She was quiet that day, real quiet."

    Employee Renna Tucker said Chambers was a fixture at the store. Everyone knew her and she was "real friendly," the attendant said.

    "Not one time have I ever heard her get loud, have a smart mouth. She was always smiling," she said.

    As Champion noted in his news conference, Tucker said it's a close-knit community and if something big happens, everyone knows about it.

    "Nothing gets around without us hearing something, and right now there's nothing," Tucker said.

    Chambers' death has Tucker frightened, to the point that she's switched her routine.

    "Usually I got off work at 5 and I stay late til 6 or 6:30, but no more. I go straight home after dark," she said.

    A Facebook page titled Justice for Jessica has drawn more than 97,000 likes and that number was climbing rapidly Thursday. The page states it was created "to keep Jessica's name alive & out there."

    PANOLA COUNTY, Miss. -- The FBI rounded up suspected gang members this week in connection to the Jessica Chambers murder investigation.

    A total of 17 people are facing charges under Operation Bite Back.

    FBI agents targeted suspected members of the Black Gangster Disciples, Vice Lords, and Sipp Mob street gangs.

    "The charges range from drug, weapon, child endangerment, counterfeiting, et cetera, so it's a variety of charges," said Special Agent in Charge for the State of Mississippi Donald Alway.

    The Jessica Chambers murder investigation tipped off investigators to gang issues in Panola County. A year-long investigation into gangs led to Operation Bite Back.

    While the probe into Chambers' death led to the arrests, none have been charged in connection to the murder. Investigators say the 19-year-old was burned alive in her car on December 6, 2014.

    "We started the deep interrogation with the Jessica case, and people began to volunteer information to us and things like that, and we realized right away that something had to be done," said District Attorney John Champion.

    Panola County Sheriff Dennis Darby stressed that the suspected gang members' charges have nothing to do with the Chambers case but agreed that her case encouraged investigators to dig into Panola's gang issue.

    Federal and state prosecutors worked together to determine which charges would face the stiffest penalties and charged them accordingly.

    Burning victim's last words could lead detectives to her killer


    PANOLA CO, MS (WMC) - Family members of a teenager burned alive on Saturday night are desperate for answers in the heinous Mississippi murder.

    Jessica Chambers, 19, was found burning near her car that was also engulfed in flames. She was flown to a hospital in Memphis but later died. Early autopsy results reveal that Jessica died from severe burns that covered 98 percent of her body.

    "They have ripped everything I have," added Lisa Chambers, Jessica's mother. "She left to go clean out her car and was going to get her something to eat."

    The 19-year-old never made it home.

    Her father, Ben Chambers, said investigators told him his daughter was set on fire.

    "When the fire department got there, she was walking down the road on fire," he said. "Only part of her body that wasn't burned was the bottom of her feet."

    He continued as he held back tears, "They squirted lighter fluid down her throat and in her nose, and apparently they knocked her out. She had a big gash on top of her head."

    In her last breaths, she may have sent investigators down her killer's trail.

    "She told them, she told them, told him who done it," Chambers said.

    Investigators won't say what Jessica said or release the chilling details about how she died.

    "I love her you know, I'm so sorry Daddy wasn't there for her," her dad said. "I'd trade places with her in a minute if I could."

    Ben Chambers worked as an employee for Panola County Sheriff's Office. He has faith that his friends and co-workers will get to the bottom of the crime.

    Her parents are not the only people left wondering who could do something so violent.

    Several people in town are taking to Facebook asking for #justiceforjessica. Friends like Alicia Faulkner are taking to social media to demand answers, gaining more than 7,000 "likes" in less than a day.

    "For her, if she was here to know all these people care about her," said Faulkner. "We just want the story out there."

    Assistant District Attorney Jay Hale knows someone in the community knows something and is pleading for help. Detectives are working to learn who the 19-year-old may have been with before her murder.

    "We're trying to go through the information that we have, certainly interviewing all the potential witnesses we can and going through and using the phone records we can," Hale said.

    "The sheriff called me this morning he told me, he said, 'I'm working hard,'" Chambers said. “They took something from me I can't ever get back. Not ever, you know? It's a part of me gone forever."

    Jessica's mother hopes for a tip that could lead to her daughter's killer or killers. "Even if they don't think it's information, if it's just something they heard, to please call the sheriff's department," Lisa Chambers said.

    Several people are being questioned by detectives, but no arrests have been made. The teen's car, and any potential clues inside, are charred black. Investigators did find a cell phone at the scene.

    "We do have a phone that we believe is hers and that is what we are attempting to gather the information from," said Hale. Detectives spent Monday going through the phone for clues.

    Jessica Chambers' visitation is scheduled for Friday from 5 p.m. to 8 p.m. at Wells Funeral Home in Batesville, MS. She will be laid to rest at the chapel on Saturday at 2 p.m.

    As Lisa Chambers prepares to bury her daughter, she has just one question for whomever is responsible.

    "Why?" Chambers asked. "How would you like for it to be done to you, your daughter, your mother, your father, someone in your family?"

    Quinton Tellis indicted in Jessica Chambers murder case

    A Panola County native suspected in another homicide has been indicted in the Dec. 2014 burning death of Courtland teen Jessica Chambers.

    Quinton Tellis, 27, originally of Courtland, was indicted on capital murder charges by a special grand jury in Panola County as he sat in the Ouachita Parish Jail in Monroe, Louisiana, where he is being held on charges connected to the August 2015 death of a University of Louisiana Monroe exchange student.

    Tellis is believed to have been the last person to have been with Chambers the night she was killed. The two allegedly had a relationship in the weeks leading up to her death, officials said.

    While the Chambers and Tellis were eight years apart in age, they both went to South Panola High School and both grew up in the same neighborhood.

    Further details of their relationship were not public prior to the Wednesday press conference.

    Tellis was living in Monroe with new wife when he was arrested by Monroe Police Department and charged with crimes connected to the stabbing death of Meing-Chen Hsiao, 34, of Taiwan. Local media reports say she had been missing for more than a week when her body was found August 8, 2015, stabbed to death in her apartment.

    Police said Hsiao's homicide appeared to be very personal.

    Tellis has not been charged with her murder, but according to jail records, he has been charged with three counts of unauthorized use of an access card and one count of possession of marijuana with intent to distribute.

    The police report says Tellis allegedly used a Chase Bank debit card belonging to Hsiao on August 7 at around 11 p.m. On that transaction, he charged $.07. When it was used again on August 18, it was allegedly used at 10:35 p.m. for $500 and again at 3:04 a.m. for another $500. Police said there were ATM surveillance photos of Tellis using the card, and after being Mirandized, he allegedly admitted to using the debit card on all three occasions.

    A search warrant was served on his house and authorities found 1/4 pound of marijuana in a bedroom. The report says the drugs were packaged for sale.

    According to Tellis' Facebook page, he married his fiancee on or around Aug. 8, on or around the day Hsiao's body was found.

    Tellis has served time for residential burglary and fleeing law enforcement charges Panola County.

    MDOC records show Tellis was sentenced on in January 2010 for residential burglary and fleeing a law enforcement officer. He received five years to serve for the burglary conviction and five years of probation for the other crime. He was released on probation in August of that year, and his probation was subsequently revoked. He was sentenced again in December 2011 for residential burglary and received four years to serve.

    Tellis was also sentenced in February 2012 for residential burglary and received three years to serve and five years probation. He was released on probation again in October 2014 and subsequently absconded supervision in August 2015.

    In May of 2011, Tellis had a case for simple assault and domestic violence-simple dismissed after the affiants Laketer Harrell and Mary Evans failed to appear to prosecute. He had pleaded not guilty to charges of disturbance of a family, records show.

    Later that summer, in July, Tellis was referred to the grand jury for burglary and grand larceny.

    While Tellis was incarcerated, MDOC records show various violations, including refusing to work, and staff said he made threatening statements toward them in 2014.

    He also received three rules violations while housed at Walnut Grove Correctional Facility: Being in a restricted or unauthorized area, disruptive behavior or disorderly conduct; and abusive, disrespectful language.

    When he was booked in January 2012 after his probation was revoked, he was caught with two cellphone chargers in June 2013 while housed at Holmes County Correctional Facility.

    In September 2013 Tellis was caught with a Green Dot number while housed at Parchman.

    An agreement between states indicates that an accused murderer may be brought back to Mississippi temporarily for trial even before he has served his full sentence in Louisiana.

    Quinton Tellis, the man charged
    with capital murder in the December 2014 burning death of Courtland teen Jessica Chambers, faces a May 9 court date in Ouachita Parish for crimes related to the death of a Monroe, Louisiana, woman. Mississippi authorities want to see him face his day in court in the Magnolia state as well.

    Chambers was found by responders on Dec. 6, 2014, burned alive, on the road near her burning car. It kicked off a 14-month investigation that relied primarily on forensic evidence because a distinct lack of street chatter made pinning down suspects extremely difficult for investigators.

    Tellis admitted to investigators
    that he was the last one to see her alive, but he has not confessed to killing her.

    Tellis was indicted by a Panola grand jury in February.


    Extradition papers sent from Gov. Phil Bryant's office to the office of Gov. John Bel Edwards of Louisiana ask that Tellis be sent back to Mississippi for trial even if he spends out his days in prison in Louisiana.

    Panola County District Attorney John Champion said that even if Tellis is not convicted in Louisiana, there will be a detainer on him in Mississippi and he will be brought back to Panola County to face charges in the Chambers case.

    "If you're in Louisiana and you have charges pending on you down there, then you will face your charges there, and if you're convicted and sentenced it changes over from a governor's warrant to an executive agreement," Champion said. "That means that we're borrowing you from the state of Louisiana for trial and we promise to send you back."

    Tellis, who lived in Panola County until he moved to Louisiana in 2015, was found in possession of items belonging to a woman who had been stabbed to death in Louisiana. He is charged with capital murder in Mississippi, and was indicted as a habitual offender under Mississippi law because of two previous burglary convictions and a felony fleeing conviction.

    He is currently in the Ouachita Parish Jail in Monroe on charges related to the stabbing death of Meing-Chen Hsiao, 34, of Taiwan.

    Tellis was living in Monroe with his new wife when he was arrested in August by the Monroe Police Department and charged with crimes connected to Hsaio's death. The University of Louisiana at Monroe graduate lived in an apartment complex, and she and Tellis knew each other, said Monroe police.
